Subsequently, in accordance with Article 24 of the aforementioned international instrument, the foreign judicial authority assessed the suitability of the adoptive parents and “it is observed that the adoption is not manifestly contrary to public policy, since none of the impediments contemplated by canon 107 of the Family Code are present, and it substantially conforms to the rules contained in numerals 100, 102, 103 and 109 of that same body of law.” “In light of the foregoing, since the requirements established by Article 99.2 of the Civil Procedure Code are met, the recognition of the judgments must be granted under the terms of Article 99.3 of the same Code, as the submitted documents meet the legal requirements.
