"summary_en": "The Constitutional Chamber (Sala Constitucional) partially granted the amparo application because the National Roadway Council (CONAVI) and the Ministry of Health had failed to intervene over wastewater and stormwater discharges in the La Pavilla sector of Cipreses de Oreamuno. The discharges crossed route N.°30703 and reached private property, with risks of flooding and harm to health. The Chamber ordered the relevant health orders to be issued immediately and their compliance to be coordinated. It also ordered the CONAVI and Ministry of Health authorities to adopt, within six months of notification, a plan to channel and convey the water and correct the problem. The ruling warns of the consequences under Article 71 of the Constitutional Jurisdiction Law for failing to comply with amparo orders, and orders the State and CONAVI to pay costs, damages, and losses, to be assessed in enforcement proceedings in the administrative-litigation jurisdiction. The application was denied as to Oreamuno Municipality authorities. Justice Garro Vargas dissented on the enforcement forum; Justice Castillo Víquez filed a note.",
