"summary_en": "In his separate note, Justice Salazar Alvarado explains that, as a general position, disputes concerning action or inaction by the Public Administration in the repair, construction, modification, or demolition of infrastructure should be dismissed in the constitutional jurisdiction because they raise legality issues that belong before the ordinary jurisdiction, where interested persons may present their objections more fully. He nevertheless recognizes an exception when the administrative conduct, including an omission, violates other fundamental rights protected in the constitutional jurisdiction or affects vulnerable groups. He considers that exception applicable here because the amparo applicants allege that they filed an environmental complaint which had not received a final response by the date of the amparo application, and because the respondent authorities had not explained how they would address it. The supplied excerpt contains only this separate note; it does not include the operative order or independently establish the majority’s disposition.",
