los sistemas de transbordadores.\n\nll.-Que, en cuanto al transporte marítimo, la infraestructura portuaria en\nlas costas permite las adecuadas labores y maniobras de embarque y desembarque\ncon el adecuado resguardo y medidas preventivas para la seguridad de las\npersonas, las embarcaciones y otros bienes materiales y naturales.\n\nIII.-Que, para el caso de las comunidades costeras, la construcción de infraestructura portuaria\nmenor permite que éstas cuenten con las condiciones mínimas aptas para la realización de labores de\nembarque y desembarque, de forma cómoda, segura y con la adecuada prevención de riesgos, para la\nintermodalidad de transporte marítimo-terrestre y viceversa con la que conviven diariamente las\npersonas habitantes de estos territorios, dado su ineludible ligamen al mar.\n\nIV.-Que diversas comunidades costeras del Golfo de Nicoya, así como de\nPavones, Zancudo y La Pitahaya en el Estero de Puntarenas no cuentan con\ninfraestructura portuaria menor que permita el transporte marítimo de manera\nsegura y adecuada.\n\nV.-Que la ausencia de infraestructura portuaria menor en las comunidades\ncosteras del Golfo de Nicoya, Pavones, Zancudo y de La Pitahaya en el Estero de\nPuntarenas pone en riesgo la vida, integridad física y seguridad de las personas,\nhabitantes de estas zonas, que utilizan embarcaciones para transportarse, lo\ncual
