Estos centros de recuperación de residuos\nvalorizables son comúnmente conocidos como centros de acopio y chatarreras.\n\nBasura: Mezcla de dos o más residuos y/o desechos\ncolocados para llevar hasta un relleno sanitario o centro de transferencia.\n\nDesecho: Cualquier material generado por la\nactividad humana, sin valor económico o energético que necesita tratamiento y\ndisposición final.\n\nResiduo: Cualquier material generado por la\nactividad humana recuperable por su valor económico o energético.\n\nCapítulo III.-Sobre las instalaciones y sus\ncondiciones físico-sanitarias.\n\nArtículo 3º-Las instalaciones deben mantenerse en\nbuen estado de conservación y evitar insalubridad. Se debe prevenir la fuente\nde generación de ruidos excesivos, malos olores, producción de insectos,\nroedores y otra fauna nociva, y evitar cualquier molestia de cualquier índole.\n\nArtículo 4º-Se debe realizar fumigaciones en las instalaciones mínimo\ndos veces al año, esto por la naturaleza de la actividad que se realiza en este\nCentro de Acopio.\n\nArtículo 5º-Cuando por las labores, las y los trabadores consuman alimentos\nen el lugar, se debe destinar un sitio especial para este fin, el cual debe\nreunir condiciones de orden e higiene. Así mismo contara con un dispositivo\npara el lavado de manos.\n\nArtículo 6º-Los funcionarios del Centro de Acopio deben mantener,\nrespeto, orden y ser responsables en sus labores, procurando el orden, el aseo\ny limpieza en sus labores y también en su tiempo de comida.\n\nArtículo 7º-Contar con servicios sanitarios separados por cada género, y\ncon ventilación directa. Cumpliendo los requisitos que dispone la Ley 7600 (Ley\nde Igualdad de Oportunidades para las Personas con Discapacidad).\n\nArtículo 8º-Deben tenerse extintores en buen\nestado, cantidad y tipo de acuerdo a la carga de fuego; ubicados\nestratégicamente dentro del establecimiento.\n\nArtículo 9º-Las instalaciones eléctricas\ndeben cumplir con los requerimientos que se disponen en el Código Eléctrico\nNacional.\n\nArtículo 10º-Se debe preferir ventilación\ny luz natural en las áreas de trabajo.\n\nArtículo 11º-Cumplir con las medidas de\nseguridad e higiene ocupacional estipuladas en la legislación vigente\nprotegiendo a las y los trabajadores expuestos a riesgos físicos, químicos,\nbiológicos, mecánicos u otros atinentes a las labores que realizan.\n\nCapítulo IV.-Sobre los funcionarios y la Administración\n\nArtículo 12.-El horario normal de\nfuncionamiento del Centro de es de Lunes a Viernes de 6 am a 3 pm jornada\ncontinua. El horario eventualmente se puede variar de acuerdo a las necesidades\nde la Institución, siempre sin menoscabar los derechos laborales de los\nfuncionarios.\n\nArtículo 13.-En caso de presentarse alguna\nsituación de hostigamiento sexual o acoso laboral se dispondrá lo que se\nestablece en el Reglamento contra el hostigamiento sexual y el acoso laboral,\nsupletoriamente prevalece y se aplicará la Ley contra el hostigamiento sexual\nen el empleo y la docencia (Ley 7476).\n\nArtículo 14.-Para lo dispuesto de las\nsanciones hacia los funcionarios municipales, se aplicará el Reglamento Interno\nde la Municipalidad de Coto Brus, aplicándose supletoriamente a este\nReglamento, también lo respectivo tanto en el Código Municipal, como en el Ley\nGeneral de la Administración Pública.\n\nCapítulo V.-Sobre venta de residuos.\n\nArtículo 15.-Para la venta de los\nresiduos, participarán los siguientes funcionarios:\n\nCoordinadora operativa del Centro de\nAcopio, Proveeduría, Tesorería y contabilidad, así como la Gestión\nAdministrativa financiera.\n\nArtículo 16.-El método de venta de los\nresiduos será decisión Municipal tendrá como objetivo ofrecer un servicio de\ncalidad en la gestión de cobro por concepto de venta de materiales ofrecidos en\nel Centro de Acopio.\n\nArtículo 17.-La Coordinadora operativa del\nCentro de Acopio será la responsable de la venta oportuna de los residuos según\nel mejor precio y condiciones del mercado, el proceso de este será de la\nsiguiente forma:\n\nSe realizarán 3 cotizaciones por tipo de\nresiduo.\n\nSe elegirá la empresa que oferte el precio\nmás alto.\n\nSe coordinará la metodología de entrega,\nen el sitio o en la empresa.\n\nSe realizará un comprobante por peso del\ntipo de residuo.\n\nLos recursos generados producto de la\nventa se depositarán a la cuenta que designe la Administración Municipal.\n\nArtículo 18.-Los recursos recaudados de la\nventa serán usados únicamente para el manejo de residuos sólidos.\n\nArtículo 19.-Se recibirá pagos en las\ncuentas designadas por la Municipalidad de Coto Brus únicamente en colones al\ntipo de cambio del día de la venta.\n\nCapítulo VI.-Sobre los materiales.\n\nArtículo\n20.-Algunos de los materiales que se manejan en el centro de acopio son:\nCartón, Envases plásticos, Guías telefónicas, Libros, Vidrios, Chatarra, HDPE,\nPapel blanco, Papel de Color, Cartoncillo, Tetra, Bolsas plásticas, periódico,\nPET, Cartuchos de tinta, Aluminio, entre otros.\n\nArtículo 21.-En el Centro de Acopio, se\nrealizan los procesos pertinentes de clasificaciones individuales por unidades\nde producción según se detalla a continuación: Vidrio: Clasificaciones (4 tipos\nde vidrio a quebrar (transparente, café, azul, color mezclado) tipos de envases\nenteros, según demanda y temporada.\n\nClasificación general: Clasificaciones\n(Pet transparente, pet color, pet azul, pet amarillo, hdpe transparente, hdpe\ncolores, galones, vasos varios, vidrio botellas, latas atunes, chatarra, vidrio\nquebrado, tapas de envases, platos varios, latas de cerveza, aluminio, bolsas\nplásticas, botellas 600 ml, botellas 350ml, botellas licor, periódico, papel,\naceite, cartón, cartoncillo, botellas plásticas 2 litros, electrónicos, guías\ntelefónicas, baterías, cartuchos, entre otros.).\n\nPeriódico: 5 clasificaciones (periódico,\nteleguías, papel, plástico, guías telefónicas) Cartón: 3 clasificaciones\n(cartón, cartoncillo, plástico).\n\nPapel: 7 clasificaciones (impreso,\nprimera, color, periódico, folder, plástico, cartoncillo).\n\nCapítulo\nVII.-Compras y ventas.\n\nArtículo 22.-La Administración del Centro\nde Acopio estará en constante búsqueda de compradores éticos con el ambiente,\nlos cuales brinden el mejor precio de compra, además de que se adecuen a los\nmateriales que se ofrecen en este Centro de Acopio; These recoverable waste recovery centers are commonly known as collection centers and scrap yards (chatarreras).\n\nGarbage (Basura): Mixture of two or more waste products and/or discards placed for transport to a sanitary landfill or transfer center.\n\nDiscard (Desecho): Any material generated by human activity, without economic or energy value, that requires treatment and final disposal.\n\nWaste (Residuo): Any material generated by human activity that is recoverable due to its economic or energy value.\n\nChapter III.–On the facilities and their physical-sanitary conditions.\n\nArticle 3.–The facilities must be kept in a good state of conservation and unsanitary conditions must be avoided. The source of excessive noise, bad odors, the production of insects, rodents, and other harmful fauna must be prevented, and any annoyance of any kind must be avoided.\n\nArticle 4.–Fumigations must be carried out at the facilities at least twice a year, due to the nature of the activity carried out at this Collection Center (Centro de Acopio).\n\nArticle 5.–When, due to their work, the workers consume food on the site, a special place must be designated for this purpose, which must meet conditions of order and hygiene. Likewise, it shall have a device for hand washing.\n\nArticle 6.–The officials of the Collection Center (Centro de Acopio) must maintain respect, order, and be responsible in their work, ensuring order, neatness, and cleanliness in their duties and also during their meal time.\n\nArticle 7.–Have sanitary services separated by each gender, and with direct ventilation. Complying with the requirements established by Law 7600 (Law on Equal Opportunities for Persons with Disabilities).\n\nArticle 8.–There must be fire extinguishers in good condition, in quantity and type according to the fire load; strategically located within the establishment.\n\nArticle 9.–The electrical installations must comply with the requirements set forth in the National Electrical Code.\n\nArticle 10.–Natural ventilation and light in the work areas should be preferred.\n\nArticle 11.–Comply with the occupational safety and hygiene measures stipulated in current legislation, protecting the workers exposed to physical, chemical, biological, mechanical, or other risks pertaining to the work they perform.\n\nChapter IV.–On the officials and the Administration\n\nArticle 12.–The normal operating schedule of the Center is Monday through Friday from 6 a.m. to 3 p.m., continuous workday. The schedule may occasionally be varied according to the needs of the Institution, always without undermining the labor rights of the officials.\n\nArticle 13.–In the event of any situation of sexual harassment or workplace harassment, the provisions established in the Regulations against sexual harassment and workplace harassment shall apply; supplementarily, the Law against sexual harassment in employment and teaching (Law 7476) prevails and shall be applied.\n\nArticle 14.–For the provisions regarding sanctions against municipal officials, the Internal Regulations of the Municipality of Coto Brus shall be applied, supplementarily to these Regulations, as well as the relevant provisions in both the Municipal Code and the General Law of Public Administration.\n\nChapter V.–On the sale of waste.\n\nArticle 15.–The following officials shall participate in the sale of waste:\n\nOperational coordinator of the Collection Center (Centro de Acopio), Procurement, Treasury and Accounting, as well as the Financial Administrative Management.\n\nArticle 16.–The method of sale of waste shall be a Municipal decision and shall aim to offer a quality service in the collection management for the sale of materials offered at the Collection Center (Centro de Acopio).\n\nArticle 17.–The operational coordinator of the Collection Center (Centro de Acopio) shall be responsible for the timely sale of waste according to the best price and market conditions; the process for this shall be as follows:\n\n3 quotations per type of waste shall be obtained.\n\nThe company offering the highest price shall be chosen.\n\nThe delivery methodology shall be coordinated, at the site or at the company.\n\nA voucher by weight of the type of waste shall be produced.\n\nThe resources generated from the sale shall be deposited into the account designated by the Municipal Administration.\n\nArticle 18.–The resources collected from the sale shall be used solely for solid waste management.\n\nArticle 19.–Payments will be received into the accounts designated by the Municipality of Coto Brus solely in colones at the exchange rate of the day of the sale.\n\nChapter VI.–On the materials.\n\nArticle 20.–Some of the materials handled in the collection center (centro de acopio) are: Cardboard, Plastic containers, Telephone directories, Books, Glass, Scrap metal, HDPE, White paper, Colored Paper, Cardboard stock, Tetra, Plastic bags, Newspaper, PET, Ink cartridges, Aluminum, among others.\n\nArticle 21.–At the Collection Center (Centro de Acopio), the pertinent individual classification processes are carried out by production units as detailed below: Glass: Classifications (4 types of glass to break (clear, brown, blue, mixed color)) types of whole containers, according to demand and season.\n\nGeneral classification: Classifications (Transparent PET, colored PET, blue PET, yellow PET, transparent HDPE, colored HDPE, gallons, various cups, glass bottles, tuna cans, scrap metal, broken glass, container caps, various plates, beer cans, aluminum, plastic bags, 600 ml bottles, 350 ml bottles, liquor bottles, newspaper, paper, oil, cardboard, cardboard stock, 2-liter plastic bottles, electronics, telephone directories, batteries, cartridges, among others.).\n\nNewspaper: 5 classifications (newspaper, teleguías, paper, plastic, telephone directories).
