Asimismo señala que los demás instrumentos de planificación\ndeben responder a dicha política y a la Ley N° 8839 antes mencionada, con el objeto de establecer\nlas estrategias necesarias para que se pueda  desarrollar una gestión integral de residuos en el\npaís.\n\n6.-Que el\nMinisterio de Salud, con el apoyo del sector municipal, institucional,\nacadémico, privado y la sociedad civil, ha conducido el proceso de elaboración\nde la Política Nacional para la Gestión Integral de Residuos 2023-2033 y el\nPlan Nacional para la Gestión Integral de Residuos 20232028, que corresponde al\nprimer plan de dicha política.\n\nEste\nproceso se ha llevado a cabo considerando las buenas prácticas que se han dado\nen otros países, especialmente en los pertenecientes a la Organización para la\nCooperación y el Desarrollo Económicos (OCDE) con la clara conciencia de que el\npaís cumple con estándares mundiales exigentes. Lo anterior se enmarca dentro\nde una estrategia de desarrollo basada en la creación de condiciones para\naumentar la confianza de inversores internacionales y nacionales y así\nfacilitar la inversión y la implementación de nuevas tecnologías para la\ngestión integral de residuos.\n\n7.-Que por\nlo anterior, se hace necesario y oportuno oficializar la \"Política\nNacional para la Gestión Integral de Residuos 2023-2033 y Plan Nacional para la\nGestión Integral de Residuos 2023-2028\", los cuales contienen las\nestrategias que guiarán científica y técnicamente a las instituciones públicas,\nsector privado, junto con las organizaciones sociales, la sociedad civil y la\ncomunidad, con enfoques de derechos humanos, igualdad y equidad de género,\ndiversidad, cohesión social, transparencia y transición justa.\n\n8.-Que de\nconformidad con el artículo 12 bis del Decreto Ejecutivo N° 37045-MP-MEIC de 22\nde febrero de 2012 \"Reglamento a la Ley de Protección al Ciudadano del\nExceso de Requisitos y Trámites Administrativos\" y sus reformas, se\nconsidera que por la naturaleza del presente reglamento no es necesario\ncompletar la Sección I denominada Control Previo de Mejora Regulatoria, que\nconforma el formulario de Evaluación Costo Beneficio, toda vez que el mismo no\nestablece trámites ni requerimientos para el administrado. It also states that the other planning instruments \nmust respond to said policy and to Law No. 8839 mentioned above, with the objective of establishing \nthe necessary strategies so that integrated waste management can be developed in the \ncountry.\n\n6.-That the \nMinistry of Health, with the support of the municipal, institutional, \nacademic, and private sectors, and civil society, has led the process of drafting \nthe National Policy for Integrated Waste Management 2023-2033 and the \nNational Plan for Integrated Waste Management 2023-2028, which corresponds to the \nfirst plan of said policy.\n\nThis \nprocess has been carried out considering the good practices that have occurred \nin other countries, especially those belonging to the Organisation for Economic \nCo-operation and Development (OECD), with the clear awareness that the \ncountry meets demanding global standards. The foregoing is framed within \na development strategy based on creating conditions to \nincrease the confidence of international and national investors and thus \nfacilitate investment and the implementation of new technologies for \nintegrated waste management.\n\n7.-That for \nthe foregoing reasons, it is necessary and timely to officialize the \"National \nPolicy for Integrated Waste Management 2023-2033 and National Plan for \nIntegrated Waste Management 2023-2028,\" which contain the \nstrategies that will scientifically and technically guide public institutions, the \nprivate sector, together with social organizations, civil society, and the \ncommunity, with approaches based on human rights, gender equality and equity, \ndiversity, social cohesion, transparency, and just transition.\n\n8.-That in \naccordance with Article 12 bis of Executive Decree No. 37045-MP-MEIC of February \n22, 2012 \"Regulation to the Law for the Protection of Citizens from \nExcessive Administrative Requirements and Procedures\" and its amendments, it is \nconsidered that due to the nature of this regulation, it is not necessary to \ncomplete Section I called Prior Control of Regulatory Improvement, which \ncomprises the Cost-Benefit Evaluation Form, since it does not \nestablish procedures or requirements for the administered party.
