En todo caso, la\n\nEscuela se atendrá a lo que las leyes y reglamentos del Personal Docente\n\ny Escalafón dispongan sobre categorías, ascensos y nombramientos.\n\n\tArtículo 8º- Mientras la Escuela de Perfeccionamiento y\n\nProfesionalización no pueda contar con sus dotaciones propias, el\n\nMinisterio de Educación pondrá a su disposición los locales, mobiliario y\n\ndemás dotaciones de otros planteles de educación, en horas, días o meses,\n\nque aquellas suelen clausurar actividades. Said certificates shall have credit value for purposes of service qualification, promotions, and appointments.\n\nArticle 4- The School of Development and Professionalization (Escuela de Perfeccionamiento y Profesionalización) shall grant teaching certificates and titles to non-credentialed teachers who have completed at least two years of service, with good evaluations, as of December of the current year, and who apply to obtain the elementary, superior, or normal school teacher title, when they demonstrate that they have completed the mandatory and elective courses, in accordance with the provisions of the Regulations of this law.\n\nArticle 5- Aspiring professors in the subjects of Civic Education, English, French, Cooking, Sewing, Manual Arts, Physical Education, and Agriculture must complete, at the School of Development (Escuela de Perfeccionamiento), the mandatory and elective courses that the Regulations of this Law indicate, in order to obtain the title of State-Certified Teacher (Profesor de Estado), provided they do not already hold a normal school teacher or professor title, or have not passed the regular methodology courses at one of the university schools. \"However, when the University of Costa Rica establishes schools for any of the subjects specified herein, it shall be exclusively authorized to issue the corresponding titles, which shall be equivalent to that of State-Certified Teacher (Profesor de Estado)\".\n\nArticle 6- The aspiring professors covered by Law No. 19 of June 16, 1942 who have not yet taken their corresponding examinations after one year of this law being in effect, are obligated to pursue studies at the School of Development and Professionalization (Escuela de Perfeccionamiento y Profesionalización) to obtain the respective title.\n\nCurrent aspiring professors of sciences or letters who are not covered by said decree have no right whatsoever to titles from the School of Development and Professionalization (Escuela de Perfeccionamiento y Profesionalización).\n\nArticle 7- To occupy leadership positions in primary, secondary, and special education, if one does not possess the university titles of Normal School Professor (Profesor Normal) and Licentiate in Letters or Sciences, in addition to the other requirements that the respective laws indicate in every case, it shall be necessary to have completed the corresponding training courses for the performance of technical and administrative school functions at the School of Development and Professionalization (Escuela de Perfeccionamiento y Profesionalización). In all cases, the School shall adhere to what the laws and regulations governing Teaching Staff and the Career Ladder (Escalafón) provide regarding categories, promotions, and appointments.\n\nArticle 8- As long as the School of Development and Professionalization (Escuela de Perfeccionamiento y Profesionalización) cannot count on its own facilities, the Ministry of Education shall make available to it the premises, furniture, and other resources of other educational institutions, during hours, days, or months when those institutions normally cease activities. The Education Accounting Office (Contaduría de Educación) shall disburse, to the order of the Administrative Board of the School, the proportional share corresponding to it from the taxes on soft drinks, liquors, and spectacles, as an institution assigned to the Republic's Secondary Education system.\n\nArticle 9- The State shall provide for, in the National Budget, the minimum funds necessary for the development of the specific activities of the School of Development and Professionalization (Escuela de Perfeccionamiento y Profesionalización).\n\nArticle 10.- The Regulations of this law shall establish the category and value of the titles and certificates granted by the School, for purposes of appointments and promotions in accordance with the laws in force or those that may be enacted in the future.\n\nArticle 11.- In order to safeguard the academic interests of the university Faculties that train education professionals, as well as the State's purposes of immediate improvement of the official Education service, the Regulations of this law shall be drafted by a commission formed by two members of the University Council (Consejo Universitario) and the Heads of the Primary and Secondary Departments of the Ministry of Education.\n\nArticle 12.- The following are hereby repealed: Decree No. 1 of January 3, 1947, which created the Institute for the Development of the National Teaching Profession (Instituto de Perfeccionamiento del Magisterio Nacional); Decree No. 11 of November 27, 1945; Decree No. 19 of July 16, 1942; and the last paragraphs of Article 444 of the Education Code, as amended by Law No. 14 of November 14, 1945, starting from the paragraph that begins with letter b), with the exception of the date of its publication." }
