necesario\nactualizar la estructura organizacional de la institución y obtener mejoras en\nsu accionar en el marco del sector agropecuario, de forma que la institución se\nadapte a las necesidades de sus usuarios y esto permita una efectiva prestación\nde servicios y desarrollo de investigación agropecuaria, ya que la estructura\norganizacional vigente no resulta apta para responder a las necesidades y\ndemandas actuales del sector agropecuario, así como para lograr la reducción de\nlos trámites institucionales, la mejora en la toma de decisiones y el control y\nseguimiento de los resultados institucionales.\n\nV- Que de conformidad con lo\ndispuesto en el artículo 22 de la Ley Nº 8149 de fecha 5 de noviembre del 2001,\ncorresponde al Poder Ejecutivo emitir el Reglamento a la ley.\n\nVI- Que el Despacho del\nMinistro de Agricultura y Ganadería, por medio del oficio DMMAG- 720-2023 del 5\nde julio del 2023, presentó para su análisis y resolución al Ministerio de\nPlanificación Nacional y Política Económica una propuesta de reorganización\nadministrativa parcial del INTA, con el objetivo de modificar la Dirección de\nInvestigación y Desarrollo Tecnológico para conformar la Unidad de Gestión del\nConocimiento, y suprimir la Unidad Pecuaria, con el fin de crear tres unidades\nespecializadas para atender las necesidades de investigación pecuaria por\nregión, con sus respectivas funciones, que estarán distribuidas en Centros de\nInnovación Agropecuaria.\n\nVII- Que mediante oficio\nMIDEPLAN-DM-OF-1714-2023 del 03 de octubre del 2023, la Ministra de\nPlanificación Nacional y Política Económica comunicó que la propuesta de\nreorganización administrativa parcial del INTA para modificar la Dirección de\nInvestigación y Desarrollo Tecnológico fue aprobada.\n\nVIII- Que el Despacho del\nMinistro de Agricultura y Ganadería, por medio del oficio DMMAG- 796-2023 del\n21 de julio del 2023, presentó para su análisis y resolución al Ministerio de\nPlanificación Nacional y Política Económica una propuesta de reorganización\nadministrativa parcial del MAG, para modificar la nomenclatura de la actual\nUnidad de Asuntos Internacionales para que se denomine Unidad de Cooperación\nInternacional, así como concentrar las dependencias, procesos y servicios\nrelacionados con la cooperación internacional, asuntos internacionales,\ncooperación técnica y similares existentes en los Órganos Desconcentrados (OD)\nque conforman los programas y subprogramas presupuestarios del MAG, incluido el\nInstituto Nacional de Innovación y Transferencia en Tecnología Agropecuaria\n(INTA), dentro de una única Unidad de Cooperación Internacional del MAG.\n\nIX- Que mediante oficio\nMIDEPLAN-DM-OF-1579-2023 del 13 de setiembre del 2023, la Ministra de\nPlanificación Nacional y Política Económica comunicó que la propuesta de\nreorganización administrativa parcial del MAG fue aprobada, por lo que resulta\nnecesario suprimir de la estructura del INTA la Unidad de Cooperación Técnica,\ncuyas funciones serán asumidas por la Unidad de Cooperación Internacional del\nMAG.\n\nX- Que el Despacho del\nMinistro de Agricultura y Ganadería, por medio del oficio DMMAG- 0461-2023 del\n25 de mayo del 2023, presentó para su análisis y resolución al Ministerio de\nPlanificación Nacional y Política Económica una propuesta de reorganización\nadministrativa parcial del MAG, para concentrar las dependencias y procesos de\nplanificación existentes en los Órganos Desconcentrados (OD) que conforman los\nprogramas y subprogramas presupuestarios del MAG, a saber el Instituto Nacional\nde Innovación y Transferencia en Tecnología Agropecuaria (INTA), Servicio\nFitosanitario del Estado (SFE) y el Servicio de Salud Animal (SENASA), dentro\nde una única unidad asesora de Planificación Institucional (UPI) del MAG.\n\nXI- Que mediante oficio\nMIDEPLAN-DM-OF-1265-2023 del 21 de julio del 2023, la Ministra de Planificación\nNacional y Política Económica comunicó que la propuesta de reorganización\nadministrativa parcial del MAG fue aprobada, por lo que resulta necesario\nsuprimir de la estructura del INTA la Unidad de Planificación Institucional,\ncuyas funciones serán asumidas por Planificación Institucional (UPI) del MAG.\n\nXII- Que según lo dispuesto\nen el inciso c) del artículo 13 \"Ambiente de Control\" de la Ley\nGeneral de Control Interno N° 8292 y la norma 2.5 \"Estructura\norganizativa\" de las Normas de Control Interno para el Sector Público de\nla Contraloría General de la República (N-2-2009-CO-DFOE), la administración\nestá en la obligación de velar por contar con una estructura organizativa que\nresponda a los fines y objetivos institucionales.\n\nXIII- Que de conformidad con la Resolución de declaración de confianza DGRES- 111-2024 Dirección\nGeneral de Servicio Civil, San José, a las quince horas del veinticinco de abril del dos mil\nveinticuatro, el Director General resolvió declarar de confianza el puesto N° 097199 ubicado en el\nInstituto Nacional de Innovación y Transferencia en Tecnología Agropecuaria (INTA), con cargo de\nSubdirector del INTA, por lo que resulta necesario hacer el ajuste en el Decreto Ejecutivo N.º 31857\nMAG del 19 de mayo de 2004, para que se incluya el nombramiento y remoción de este funcionario por\nparte de la Junta Directiva como superior jerárquico del Instituto, en virtud del inciso o) del\nartículo 12 de la Ley del Instituto Nacional de Innovacióny Transferencia en Tecnología Agropecuaria\nNúmero 8149 del 5 de noviembre de 2001.\n\nXIV- Que la Junta Directiva\ndel INTA, mediante Sesión Ordinaria No. 575, de fecha 01 de julio de 2024, tomó\nel acuerdo No. 02, artículo No. 04, en el cual aprobó la estructura\n(organigrama actual) y la reorganización del INTA.\n\nXV- Que de conformidad con\nlos párrafos segundo y tercero del artículo 12 y artículo 12 bis del Reglamento\na la Ley de Protección al Ciudadano del Exceso de Requisitos y Trámites\nAdministrativos, Decreto Ejecutivo N° 37045-MP-MEIC del 22 de febrero de 2012,\nel presente Decreto no crea ni modifica trámites, requisitos o procedimientos,\npor lo que no requiere del Trámite de Mejora Regulatoria.\n\nPor tanto,\n\nDECRETAN:\n\nREFORMA DE LOS INCISOS B) Y C) DEL\nARTICULO 11, EL INCISO J)\n\nDEL ARTICULO 23, EL INCISO P) DEL\nARTÍCULO 28, EL INCISO E) DEL\n\nAPARTADO 4 DEL ARTICULO 37 Y REFORMA DE\nLOS ARTICULOS 34 y\n\n35 DEL REGLAMENTO A LA LEY DEL INSTITUTO\nNACIONAL DE\n\nINNOVACIÓN Y TRANSFERENCIA EN TECNOLOGÍA\nAGROPECUARIA\n\n(INTA), DEL DECRETO EJECUTIVO N.º\n31857-MAG, DEL 19 DE MAYO\n\nDEL\n2004.\n\nArtículo 1.-Se reforman los incisos b) y c) del\nartículo 11, inciso j) del artículo 23 y el inciso p) del artículo 28 del\nReglamento a la Ley del Instituto Nacional de Innovación y Transferencia en\nTecnología Agropecuaria (INTA) emitido mediante Decreto Ejecutivo número\n31857-MAG del 19 de mayo del 2004, para que se lean de la siguiente manera:\n\nArtículo 11. -El INTA estará conformado por los\nsiguientes órganos:\n\n(...)\n\nb) Una Dirección\nEjecutiva que estará conformada por un Director(a) y un Subdirector(a) cuyos\nnombramientos son de confianza y serán de libre nombramiento y remoción de la\nJunta Directiva. Ambos puestos requieren como mínimo el título profesional de\nLicenciatura en Ingeniería Agronómica o en alguna de las ramas de las ciencias\nagropecuarias debidamente incorporados al Colegio de Ingenieros Agrónomos,\nexperiencia en administración y dos años de experiencia en supervisión de\npersonal. Las funciones del Sub director del INTA serán asignadas por quien\nocupe el cargo de Director(a).\n\nEn caso de ausencias\ntemporales del Director(a), el subdirector(a), asumirá la Dirección del INTA\ncon todas sus funciones y responsabilidades. Además; el Director(a) queda\nfacultado para nombrar en forma temporal a un sustituto del Subdirector(a) en\nausencias temporales del Subdirector(a). Formará parte también de la Dirección\nEjecutiva la Unidad de Gestión de Conocimiento.\n\nc) Una Dirección de\nInvestigación y Desarrollo Tecnológico, que estará conformada por los\nsiguientes Departamentos y Unidades:\n\nc.1) Departamento Centro de Innovación\nAgropecuaria Enrique Jiménez Núñez.\n\nc.1.1) Unidad Pecuaria Trópico Seco.\n\nc.1.2) Unidad Agrícola\nTrópico Seco.\n\nc.1.3) Unidad Centro\nExperimental La Managua.\n\nc.2) Departamento Centro\nde Innovación Agropecuaria Central.\n\nc.2.1) Unidad Pecuaria\nCentral.\n\nc.2.2) Unidad Agrícola\nCentral.\n\nc.2.3) Unidad Centro\nExperimental Carlos Durán.\n\nc.3) Departamento Centro\nde Innovación Agropecuaria Los Diamantes.\n\nc.3.1) Unidad Pecuaria\nTrópico Húmedo.\n\nc.3.2) Unidad Agrícola\nTrópico Húmedo.\n\nc.4) Departamento de\nLaboratorios.\n\nc.5) Departamento de\nEstudios Básicos de Tierras.\n\nArtículo 23.-Las funciones, los deberes, atribuciones\ny responsabilidades de la Junta Directiva del Instituto son:\n\n(...)\n\nj. Nombrar y remover de\nsu puesto al Director Ejecutivo y al Sub Director de conformidad con el inciso\ng) del artículo 4 del Estatuto del Servicio Civil, ambos deberán ser\ncostarricenses y tener como mínimo el título profesional de Licenciatura en\nIngeniería Agronómica o en alguna de las ramas de las ciencias agropecuarias\ndebidamente incorporados al Colegio de Ingenieros Agrónomos con experiencia en\nAdministración y dos años de supervisión de personal.\n\nArtículo 28.-Son atribuciones y deberes del Director\nEjecutivo:\n\n(.)\n\np. Coordinar lo\ncorrespondiente con las instancias asesoras del MAG, para el buen\nfuncionamiento del INTA.\n\nArtículo 2.- Se reforman los artículos 34 y 35 del Reglamento a la Ley del Instituto\nNacional de Innovación y Transferencia en Tecnología Agropecuaria (INTA),\nemitido mediante Decreto Ejecutivo número 31857-MAG, del 19 de mayo del 2004,\npara que se lean de la siguiente manera:\n\nArtículo 34. - Unidad de\nGestión del Conocimiento. Es la Unidad de carácter\noperativo de la Dirección Ejecutiva encargada de acopiar,clasificar, ordenar,\nseleccionar, conservar, administrar y facilitar mediante informes técnicos,\nla información generada en cada proceso de innovación (investigación,\nvalidación, verificación, estudios especiales, servicios y\ntransferencia) ordenada en archivos físico y digital; y clasificada en\nexpedientes de acuerdo con un código alfanumérico. Esta unidad tendrá\ndos áreas a su cargo: gestión de información técnica y la coordinación de la\ntransferencia de tecnología. Además, a esta Unidad le corresponde la\ncoordinación del proceso editorial institucional y la función de ser el\nenlace con la Unidad de Comunicación del MAG para los temas de\ntransferencia.\n\nLas funciones de la Unidad\nde Gestión del Conocimiento son las siguientes:\n\na) Canalizar los formatos\nde investigación, estudios especiales y transferencia de tecnología enviada por\nel jefe respectivo, trasladándolos a los miembros del Comité Técnico Asesor\n(COTECA) para su revisión y aprobación final.\n\nb) Participar como miembro\nactivo del Comité Técnico Asesor, fungiendo como la Secretaría Técnica.\n\nc) Acopiar y administrar\nlos informes semestrales de las actividades de investigación generados por los\nfuncionarios del INTA.\n\nd) Elaborar informes de\ngestión con base en las actividades de investigación, estudios especiales, y\ntransferencia de tecnología registradas.\n\ne) Recopilar, caracterizar\ny sistematizar las opciones tecnológicas verificadas y/o validadas para\ntransferirlas a los diferentes usuarios.\n\nf) Diseñar, coordinar,\norganizar y ejecutar eventos de capacitación y difusión de la información\ntecnológica a través de los diferentes servicios de extensión estatales y\nprivados.\n\ng) Diseñar y aplicar las\nmetodologías, mecanismos y herramientas de gestión de conocimiento,\ninformación, comunicación y transferencia de acuerdo con los diferentes usuarios\ny tipologías de producción.\n\nh) Mantener estrecha\ncoordinación con el Sistema Nacional de Investigación y Transferencia de\nTecnología Agropecuaria SNITTA-, los servicios de información del Sector Agropecuario\ny el servicio de extensión del Estado.\n\ni) Cualquier otra que le\nasigne la Dirección Ejecutiva.\n\nArtículo 35. -Dirección de Investigación y Desarrollo Tecnológico. Es la encargada de dirigir la\ngeneración, innovación y transferencia de tecnología, para obtener opciones tecnológicas de calidad,\ncon la finalidad del aumento de la productividad, competitividad y sostenibilidad de los sistemas\nagropecuarios en beneficio de los productores.\n\nLas funciones de la\nDirección de Investigación y Desarrollo Tecnológico son las siguientes:\n\na) Participar activamente\nen los procesos y actividades de planificación estratégica y operativa del\nINTA.\n\nb) Ejercer la jefatura\ninmediata y supervisión del personal de la Dirección a su cargo.\n\nc) Consolidar, priorizar y\ndar respuesta a las necesidades de investigación, innovación y transferencia de\ntecnología que demandan los usuarios en los ámbitos local, regional y nacional.\n\nd) Coordinar, asesorar y\norientar la investigación y la transferencia de tecnología agropecuaria, para\ncumplir con los objetivos y metas establecidas en las políticas institucionales.\n\ne) Participar de manera\nactiva en la revisión y supervisión de proyectos de investigación, innovación y\ntransferencia de tecnología.\n\nf) Formular y elaborar\ndocumentos técnicos y administrativos para los jerarcas.\n\nd) Elaborar informes de\ngestión con base en las actividades de investigación, estudios especiales, y transferencia\nde tecnología registradas.\n\ng) Rendir cuentas a las\nautoridades superiores.\n\nh) Cualquier otra que le\nasigne la Dirección Ejecutiva.\n\nLa Dirección de\nInvestigación y Desarrollo Tecnológico estará conformada por los siguientes\nDepartamentos y Unidades:\n\n1- Departamento Centro de Innovación Agropecuaria Enrique Jiménez Núñez. Tiene como objetivo\ngenerar, innovar y brindar tecnologías que permitan a los sistemas productivos del Trópico Seco de\nCosta Rica el incremento de su competitividad y su sostenibilidad. Además, coordinar y canalizar la\nejecución de las investigaciones e innovaciones que resuelvan las demandas tecnológicas de los\nsectores suscritos.\n\nLas funciones del\nDepartamento son:\n\na) Identificar y priorizar\nlas necesidades de investigación e innovación de tecnología agropecuaria al\nnivel local, regional y nacional en granos básicos, las actividades pecuarias de\nla región Tropical Seca, y otras actividades agropecuarias de la región.\n\nb) Formular y ejecutar\nproyectos de investigación e innovación, utilizando el método científico en el\nárea de su competencia para alcanzar los objetivos y metas propuestas en beneficio\nde los productores.\n\nc) Validar la tecnología\ngenerada de los proyectos de su competencia, que permita valorar su pertinencia\ntécnica-económica y mejorar la efectividad de su adopción por parte de los\nusuarios.\n\nd) Participar activamente\nen los procesos y actividades de planificación estratégica y operativa del\nINTA.\n\ne) Coordinar y colaborar\ncon la Transferencia de Tecnología y la difusión de las opciones tecnológicas\ngeneradas por el INTA.\n\nf) Formular el consolidado\ndel PAO/ Presupuesto y Plan de compras.\n\ng) Elaborar informes\nanuales, semestrales y técnicos.\n\nh) Coordinar reuniones y\nsesiones de trabajo con los grupos técnicos integrantes de cada unidad bajo su\nsupervisión y de otras unidades para la elaboración de proyectos de investigación\ne innovación.\n\ni) Difundir mediante\npublicaciones técnicas la labor del INTA en el ámbito nacional e internacional.\n\nj) Cualquier otra que le asigne\nla Dirección de Investigación y Desarrollo Tecnológico.\n\nEl Departamento está\nconformado por las siguientes Unidades:\n\n1.1- Unidad Pecuaria\nTrópico Seco. Las funciones de la Unidad\nPecuaria Trópico Seco son las siguientes:\n\na) Identificar limitantes\nen materia tecnológica señaladas en los diferentes eslabones de la cadena\nagroalimentaria, incluidas las demandas y gustos de los consumidores.\n\nb) Generar tecnología que\nincremente el rendimiento de los cultivos de granos básicos, frutales,\nhortalizas y otros cultivos estratégicos de la región, incorporando prácticas amigables\ncon el ambiente que permita la obtención de productos inocuos y respondan a las\nexigencias del consumidor.\n\nc) Introducir, evaluar y\nseleccionar nuevas variedades e híbridos de alto valor comercial, con\nexcelentes características agronómicas, adaptadas al cambio climático, tolerantes\na plagas y enfermedades y alta aceptación por el industrial y el consumidor.\n\nd) Desarrollar técnicas de\nmanejo que mejoren la producción, la sanidad y la calidad de las cosechas bajo\nel concepto de buenas prácticas agrícolas.\n\ne) Desarrollar tecnología\npara la producción eficiente en ambientes protegidos para disponer de una\nproducción constante y de calidad a lo largo del año.\n\nf) Desarrollar alianzas\nestratégicas con organizaciones de productores, academia, empresa privada,\nprogramas de investigación y transferencia de tecnología y las organizaciones\ncientíficas internacionales.\n\ng) Generar tecnología\nincorporando el análisis socioeconómico para los cultivos.\n\nh) Coordinar y colaborar\ncon otros actores del sector agropecuario, cooperativas, asociaciones y la\nDirección Nacional de Extensión Agropecuaria del MAG y para la transferencia de\ntecnología, la difusión y la capacitación de la tecnología generada y validada.\n\ni) Producir semilla de\narroz, maíz, frijol, sorgo, entre otras, de las variedades desarrolladas por el\nINTA.\n\nj) Cualquier otra que les\nsea encomendada por la jefatura respectiva.\n\n1.2.- Unidad Agrícola\nTrópico Seco Las funciones de la Unidad\nAgrícola Trópico Seco son las siguientes:\n\na) Contribuir a la\neficiencia y competitividad de los sistemas de producción pecuaria del trópico\nseco, mediante manejo apropiado y conservación de especies forrajeras, nutrición\ny salud animal, genética, registros, reducción de costos, y la utilización de productos\ny subproductos agroindustriales locales y nacionales.\n\nb) Desarrollar opciones\ntecnológicas para racionalizar y mejorar la eficiencia de la nutrición animal\nmediante manejo apropiado y conservación de especies forrajeras, desechos\nagroindustriales y prácticas de conservación de la calidad de los mismos.\n\nc) Desarrollar opciones\ntecnológicas que contribuyan a la sostenibilidad de los sistemas productivos y\nque mitiguen el cambio climático.\n\nd) Evaluar en conjunto con el\nsector ganadero el hato bovino con el objetivo de identificar y seleccionar la\nmejor genética productiva y adaptada al cambio climático\n\ne) Elaborar y ejecutar\nproyectos para el mejoramiento de la raza utilizando recursos genéticos\nnacionales e importados para promover la productividad, la calidad y la adaptación\nal cambio climático.\n\nf) Evaluar modelos\nbioeconómicos en sistemas sostenibles de producción bovina para mejorar la\nadaptación y mitigación al cambio climático, aumentar producción, disminuyendo el\nefecto ambiental y los costos de producción.\n\ng) Desarrollar alianzas\nestratégicas con organizaciones de ganaderos, academia e instituciones\nnacionales e internacionales, y organizaciones técnicas y científicas internacionales.\n\nh) Coordinar y colaborar para\nla capacitación, la difusión y transferencia de la tecnología, generada y\nvalidada en actividades pecuarias del Trópico Seco.\n\ni) Cualquier otra que les\nsea encomendada por la jefatura respectiva.\n\n1.3.- Unidad Centro\nExperimental La Managua Las funciones de la Unidad\nCentro Experimental La Managua son las siguientes:\n\na) En coordinación con el\nDepartamento del Centro de Innovación Agropecuaria Enrique Jiménez Núñez,\ngenerar y validar tecnología en cultivos tropicales y actividades pecuarias\npara la zona de transición de trópico seco a húmedo y, para el trópico húmedo\nen la zona de influencia de este Centro Experimental.\n\nb) En coordinación con\nCentro de Innovación Agropecuaria Enrique Jiménez Núñez, coordinar y colaborar\ncon la transferencia de la tecnología desarrollada por el INTA.\n\nc) En coordinación con el\nCentro de Innovación Agropecuaria Enrique Jiménez Núñez, generar tecnologías\npara la adaptación y mitigación al cambio climático para las actividades\nproductivas desarrolladas en la zona de influencia de este Centro Experimental.\n\nd) Coordinar con el Centro\nde Innovación Agropecuaria Los Diamantes lo atinente a las actividades típicas\ndel Trópico Húmedo.\n\ne) Promover la creación y\nmantenimiento de bancos de germoplasma y recursos fitogenéticos de cultivos tropicales\nde interés para la zona.\n\nf) Cualquier otra que les\nsea encomendada por la jefatura respectiva.\n\n2. Departamento Centro de\nInnovación Agropecuaria Central El\nDepartamento Centro de Innovación Agropecuaria Central es el encargado de\ngenerar, innovar y brindar tecnologías que permitan a los sistemas\nproductivos agrícolas y pecuarias de la Región Central, incrementar la\ncompetitividad y su sostenibilidad. Además, coordinar y canalizar la\nejecución de las investigaciones e innovaciones que resuelvan las demandas tecnológicas\nde los sectores suscritos. Las funciones del Departamento son las siguientes:\n\na) Identificar y priorizar\nlas necesidades de investigación e innovación de tecnología agropecuaria al\nnivel local, regional y nacional de los rubros de hortalizas, frutales de altura,\nlas actividades pecuarias de la región Central, y otras actividades agropecuarias\nde la región.\n\nb) Formular y ejecutar\nproyectos de investigación e innovación en las áreas de su competencia,\nutilizando el método científico, para alcanzar los objetivos y metas propuestas\nen beneficio de los productores.\n\nc) Validar la tecnología\ngenerada de los proyectos de su competencia, que permita valorar su pertinencia\ntécnica económica y mejorar la efectividad de su adopción por parte de los\nusuarios.\n\nd) Participar activamente\nen los procesos y actividades de planificación estratégica y operativa del\nINTA.\n\ne) Coordinar y colaborar\ncon la Transferencia de Tecnología y la difusión de las opciones tecnológicas\ngeneradas por el INTA.\n\nf) Desarrollar vínculos con\nel Sistema Nacional de Investigación y Transferencia de Tecnología\nAgropecuaria, los servicios de información del Sector Agropecuario, la Dirección\nNacional de sistemas productivos y\nque mitiguen el cambio climático\n\nd) Evaluar en conjunto con\nlos sectores los hatos para identificar y seleccionar la mejor genética\nproductiva y adaptada al cambio climático\n\ne) Elaborar y ejecutar\nproyectos para el mejoramiento de las razas utilizando recursos genéticos\nnacionales e importados para promover la productividad, la calidad y la adaptación\nal cambio climático.\n\nf) Evaluar modelos\nbioeconómicos en sistemas sostenibles de producción bovina para mejorar la\nadaptación y mitigación al cambio climático, aumentar producción, disminuyendo\nel efecto ambiental y los costos de producción.\n\ng) Desarrollar alianzas\nestratégicas con organizaciones de ganaderos, academia e instituciones\nnacionales e internacionales, y organizaciones técnicas y científicas internacionales.\n\nh) Coordinar y colaborar\npara la capacitación, la difusión y transferencia de la tecnología, generada y\nvalidada en ganadería de leche y especies menores.\n\ni) Cualquier otra que les\nsea encomendada por la jefatura respectiva.\n\n2.2-Unidad Agrícola Central.\nLas funciones de la Unidad Agrícola Central\nson las siguientes:\n\na) Identificar limitantes y\nofrecer soluciones en materia tecnológica señaladas en los diferentes eslabones\nde la cadena agroalimentaria, incluidas las demandas y gustos de los consumidores.\n\nb) Generar tecnología que\nincremente el rendimiento de los cultivos de hortalizas, frutales de altura y\notros cultivos estratégicos de la región, incorporando prácticas amigables con\nel ambiente que permita la obtención de productos inocuos y respondan a las exigencias\ndel consumidor.\n\nc) Introducir, evaluar y\nseleccionar germoplasma superior, con excelentes características agronómicas,\ntolerantes a plagas y enfermedades, adaptadas al cambio climático.\n\nd) Desarrollar tecnología\npara la producción eficiente en ambiente protegido para disponer de una\nproducción constante y de calidad a lo largo del año.\n\ne) Generar tecnología con\nbuenas prácticas agrícolas en nutrición mineral y orgánica, riego, fertirriego,\nmanejo agronómico, poscosecha, manejo integrado de plagas y enfermedades, para\nuna producción sostenible en beneficio del productor y consumidor.\n\nf) Desarrollar alianzas\nestratégicas con las organizaciones de productores, academia, empresa privada,\nprogramas de investigación y transferencia de tecnología y las organizaciones\ncientíficas internacionales.\n\ng) Generar tecnología\nincorporando el análisis socioeconómico para los cultivos.\n\nh) Coordinar y colaborar\ncon otros actores del sector agropecuario, cooperativas, asociaciones y la\nDirección Nacional de Extensión Agropecuaria del MAG y para la transferencia de\ntecnología, la difusión y la capacitación de la tecnología generada y validada\nen Hortalizas.\n\ni) Cualquier otra que les\nsea encomendada por la jefatura respectiva.\n\n2.3- Unidad Centro\nExperimental Carlos Durán. Las funciones de la Unidad\nCentro Experimental Carlos Durán son las siguientes:\n\na) Evaluar y seleccionar\nnuevos materiales y variedades de papa para mesa e industria mediante la\nprovenientes de centros internacionales de investigación.\n\nb) Desarrollar tecnología\npara el manejo integrado del cultivo de la papa.\n\nc) Validar los materiales\nde papa seleccionados en las principales zonas productoras.\n\nd) Producir semilla\nprebásica y básica de papa a fin de cubrir la demanda de los productores de\nsemilla bajo un esquema de semilla de calidad.\n\ne) Incrementar la\nproducción de semilla in vitro de otros cultivos bajo esquema de demanda\nespecífica, concretamente del Laboratorio de Cultivo de Tejidos de la Carlos Durán.\n\nf) En coordinación con el\nDepartamento del Centro de Innovación Agropecuaria Central, generar tecnologías\npara la adaptación y mitigación al cambio climático.\n\ng) Coordinar y colaborar en\nacciones de investigación y transferencia de tecnología con otros actores del\nsector agropecuario, cooperativas, asociaciones y la Dirección Nacional de\nExtensión Agropecuaria del MAG.\n\nh) Cualquier otra que les\nsea encomendada por la jefatura respectiva.\n\n3.- Departamento Centro de Innovación Agropecuaria Los Diamantes. El Departamento Centro de\nInnovación Agropecuaria Los Diamantes tiene como objetivo generar, innovar y brindar tecnologías que\npermitan a los sistemas productivos del Trópico húmedo, incrementar la competitividad y su\nsostenibilidad. Además, coordinar y canalizar la ejecución de las investigaciones e innovaciones que\nresuelvan las demandas tecnológicas de los sectores suscritos. Las funciones de la Unidad\nAgrícola Trópico Húmedo son las siguientes:\n\na) Brindar respuesta a la\ndemanda tecnológica que se solicita en las agrocadenas de la región del Trópico\nHúmedo de Costa Rica.\n\nb) Seleccionar cultivares\ncon resistencia a plagas, alta productividad, aceptación por parte del\nconsumidor, la industria, adaptados al cambio climático.\n\nc) Generar y utilizar\nmétodos especializados de multiplicación de material de siembra por medio de\nestacas, acodos, hijos, estolones, injertos y cultivo de tejidos entre otros,\npor la gran variabilidad que muestran las especies frutales.\n\nd) Desarrollar tecnología\nrelacionada con la nutrición orgánica y mineral y fomentar prácticas de manejo\namigables con el ecosistema agrícola.\n\ne) Producir y fomentar el\nuso de semilla limpia libre de patógenos y alto vigor, con el fin de lograr\nincrementos de la productividad.\n\nf) Desarrollar y promover\nproductos de valor agregado para dinamizar el mercado nacional y de\nexportación.\n\ng) Incorporar buenas\nprácticas de manejo y trazabilidad, para que los frutos sean inocuos tanto de\npesticidas, como de microorganismos patógenos para el ser humano.\n\nh) Desarrollar métodos\nadecuados de cosecha y manejo poscosecha, para que en su mayoría las frutas\nperecederas puedan mantener y prolongar su vida en anaquel.\n\ni) Desarrollar tecnología\npara dar valor agregado a la mayoría de las especies frutales tropicales para\ndinamizar los mercados y beneficiar a los productores.\n\nj) Efectuar investigaciones\nen métodos de riego, fertirriego, equipos, materiales, para incrementar\nproducción y adaptarse al cambio climático.\n\nk) Evaluar la nutrición\nmineral y orgánica, manejo de copa en caso de especies arbóreas, manejo\nintegrado de plagas y enfermedades, para una producción sostenible apropiada a\nlos sistemas del productor.\n\nl) Desarrollar alianzas\nestratégicas con las organizaciones de productores, academia, empresa privada,\nprogramas de investigación y transferencia de tecnología y las organizaciones\ncientíficas internacionales.\n\nm) Generar tecnología\nincorporando el análisis socioeconómico para los cultivos.\n\nn) Coordinar y colaborar\ncon otros actores del sector agropecuario, cooperativas, asociaciones y la\nDirección Nacional de Extensión Agropecuaria del MAG y para la transferencia de\ntecnología, la difusión y la capacitación de la tecnología generada y validada\nen Hortalizas.\n\no) Cualquier otra que les\nsea encomendada por la jefatura respectiva.\n\n4.- Departamento de\nLaboratorios. Corresponde al Departamento\nde Laboratorios la implementación de metodologías, el análisis de\nmuestras, emisión de diagnósticos, la multiplicación in vitro de germoplasma y\nejecución de estudios específicos que complementen las líneas de\ninvestigación, innovación y validación de la Dirección de Investigación\ny Desarrollo Tecnológico por lo que contará con personal\nmultidisciplinario, profesionales y técnicos formados en los diferentes campos\nde acción que aseguren su competencia.\n\nEl Departamento estará\nconformado por áreas laboratoriales que le permitan ejecutar las siguientes\nfunciones:\n\na) Desarrollar los\nprocedimientos e implementar metodologías para análisis y diagnósticos en\nfitoprotección, nutrición animal, química y física de suelos, plantas y aguas, características\nquímica y microbiológica de insumos agrícolas y abonos orgánicos, entre otros\nrequeridos en la institución que soporten el respaldo científico de las\ninvestigaciones.\n\nb) Acompañar el\nmejoramiento genético asistido por marcadores moleculares.\n\nc) Desarrollar e\nimplementar técnicas de reproducción masiva de germoplasma de interés.\n\nd) Apoyar el desarrollo y\nejecución de propuestas de investigación según los lineamientos institucionales.\n\ne) Desarrollar y actualizar\nlos procedimientos y actividades técnicas y administrativas del Departamento.\n\nf) Brindar servicios a\nusuarios en el área de su competencia según las tarifas autorizadas por la\nJunta Directiva.\n\ng) Coordinar con el\nDepartamento de Transferencia de Tecnología la capacitación a funcionarios y\nUsuarios en materias de su competencia.\n\nh) Coordinar con otras\ndependencias internas o externas a fin de ejecutar actividades especiales\nrequeridas en el sector agropecuario, de acuerdo con las competencias y capacidades\ndel Departamento.\n\ni) Desarrollar otras\nfunciones que le asigne el superior jerárquico.\n\n5.- Departamento de Estudios Básicos de Tierras. Con sustento en lo estipulado en el Artículo 20 de\nla ley N°8149, este Departamento coadyuvará en la realización de estudios relativos al uso conforme\ndel suelo, clasificación y zonificación agroecológica de los cultivos, así como la planificación y\nordenamiento territorial con una participación en la elaboración y ejecución de los planes\nnacionales de manejo, conservación y recuperación de suelos, como lo establece la ley para el Uso,\nManejo y Conservación de Suelos número 7779 y su Reglamento, de igual manera colaborará con la\nDirección de Investigación y Desarrollo Tecnológico, en las investigaciones e innovaciones que se\ndesarrollen. PRESIDENT OF THE REPUBLIC AND\n\nTHE MINISTER OF AGRICULTURE AND LIVESTOCK\n\nIn exercise of the powers conferred by Article 140, subsections 3), 8), 18) and 20), and 146 of the Political Constitution, Articles 25, 27.1, 28.2b of the General Law of Public Administration, Law No. 6227 of May 2, 1978, the Law of the National Institute of Innovation and Transfer in Agricultural Technology, Law No. 8149 of November 5, 2001, and the Regulation to the Law of the National Institute of Innovation and Transfer in Agricultural Technology (INTA), Executive Decree number 31857-MAG abolishing the Livestock Unit, in order to create three specialized units to attend to livestock research needs by region, with their respective functions, which will be distributed in Agricultural Innovation Centers.\n\nVII- That through official communication MIDEPLAN-DM-OF-1714-2023 of October 3, 2023, the Minister of National Planning and Economic Policy communicated that the proposal for a partial administrative reorganization of INTA to modify the Directorate of Research and Technological Development was approved.\n\nVIII- That the Office of the Minister of Agriculture and Livestock, through official communication DMMAG- 796-2023 of July 21, 2023, submitted for analysis and resolution to the Ministry of National Planning and Economic Policy a proposal for a partial administrative reorganization of the MAG, to modify the nomenclature of the current International Affairs Unit so that it is called the International Cooperation Unit, as well as to concentrate the dependencies, processes, and services related to international cooperation, international affairs, technical cooperation, and similar existing in the Deconcentrated Bodies (Órganos Desconcentrados, OD) that make up the budgetary programs and subprograms of the MAG, including the National Institute of Innovation and Transfer in Agricultural Technology (INTA), within a single International Cooperation Unit of the MAG.\n\nIX- That through official communication MIDEPLAN-DM-OF-1579-2023 of September 13, 2023, the Minister of National Planning and Economic Policy communicated that the proposal for a partial administrative reorganization of the MAG was approved, for which reason it is necessary to abolish the Technical Cooperation Unit from the structure of INTA, whose functions will be assumed by the International Cooperation Unit of the MAG.\n\nX- That the Office of the Minister of Agriculture and Livestock, through official communication DMMAG- 0461-2023 of May 25, 2023, submitted for analysis and resolution to the Ministry of National Planning and Economic Policy a proposal for a partial administrative reorganization of the MAG, to concentrate the planning dependencies and processes existing in the Deconcentrated Bodies (OD) that make up the budgetary programs and subprograms of the MAG, namely the National Institute of Innovation and Transfer in Agricultural Technology (INTA), the State Phytosanitary Service (SFE), and the Animal Health Service (SENASA), within a single advisory unit of Institutional Planning (UPI) of the MAG.\n\nXI- That through official communication MIDEPLAN-DM-OF-1265-2023 of July 21, 2023, the Minister of National Planning and Economic Policy communicated that the proposal for a partial administrative reorganization of the MAG was approved, for which reason it is necessary to abolish the Institutional Planning Unit from the structure of INTA, whose functions will be assumed by Institutional Planning (UPI) of the MAG.\n\nXII- That according to the provisions of subsection c) of Article 13 \"Control Environment\" of the General Law of Internal Control No. 8292 and standard 2.5 \"Organizational structure\" of the Internal Control Standards for the Public Sector of the Office of the Comptroller General of the Republic (N-2-2009-CO-DFOE), the administration is obliged to ensure it has an organizational structure that responds to To appoint and remove from their post the Executive Director and the Deputy Director in accordance with subsection g) of Article 4 of the Civil Service Statute, both must be Costa Rican and have as a minimum the professional degree of Licentiate in Agricultural Engineering or in one of the branches of agricultural sciences duly incorporated into the College of Agricultural Engineers, with experience in Administration and two years of personnel supervision.\n\nArticle 28.- The attributions and duties of the Executive Director are:\n\n(.)\n\np. To coordinate the corresponding matters with the advisory bodies of the MAG, for the proper functioning of INTA.\n\nArticle 2.- Articles 34 and 35 of the Regulation to the Law of the National Institute of Innovation and Transfer in Agricultural Technology (INTA), issued by Executive Decree number 31857-MAG, of May 19, 2004, are reformed to read as follows:\n\nArticle 34.- Knowledge Management Unit. It is the operational Unit of the Executive Directorate responsible for collecting, classifying, ordering, selecting, conserving, administering, and facilitating, through technical reports, the information generated in each innovation process (research, validation, verification, special studies, services, and transfer) organized in physical and digital files; and classified in folders according to an alphanumeric code. This unit will have two areas under its charge: technical information management and the coordination of technology transfer. Furthermore, this Unit is responsible for the coordination of the institutional editorial process and the function of being the liaison with the MAG Communication Unit for transfer-related topics.\n\nThe functions of the Knowledge Management Unit are the following:\n\na) To channel the formats of research, special studies, and technology transfer sent by the respective chief, forwarding them to the members of the Technical Advisory Committee (COTECA) for review and final approval.\n\nb) To participate as an active member of the Technical Advisory Committee, acting as the Technical Secretariat.\n\nc) To collect and administer the semi-annual reports of research activities generated by INTA officials.\n\nd) To prepare management reports based on the registered research activities, special studies, and technology transfer.\n\ne) To compile, characterize, and systematize the verified and/or validated technological options to transfer them to the different users.\n\nf) To design, coordinate, organize, and execute training and dissemination events for technological information through the different state and private extension (extensión) services.\n\ng) To design and apply methodologies, mechanisms, and tools for knowledge management, information, communication, and transfer according to the different users and production typologies.\n\nh) To maintain close coordination with the National System of Agricultural Technology Research and Transfer (SNITTA), the information services of the Agricultural Sector, and the State extension (extensión) service.\n\ni) Any other assigned by the Executive Directorate.\n\nArticle 35.- Directorate of Research and Technological Development. It is responsible for directing the generation, innovation, and transfer of technology, to obtain quality technological options, with the aim of increasing the productivity, competitiveness, and sustainability of agricultural systems for the benefit of producers.\n\nThe functions of the Directorate of Research and Technological Development are the following:\n\na) To actively participate in the strategic and operational planning processes and activities of INTA.\n\nb) To exercise immediate supervision and oversight of the personnel of the Directorate under its charge.\n\nc) To consolidate, prioritize, and respond to the needs for research, innovation, and technology transfer demanded by users at local, regional, and national levels.\n\nd) To coordinate, advise, and guide agricultural technology research and transfer, to fulfill the objectives and goals established in institutional policies.\n\ne) To actively participate in the review and supervision of research, innovation, and technology transfer projects.\n\nf) To formulate and prepare technical and administrative documents for the hierarchy.\n\nd) To prepare management reports based on the registered research activities, special studies, and technology transfer.\n\ng) To render accounts to higher authorities.\n\nh) Any other assigned by the Executive Directorate.\n\nThe Directorate of Research and Technological Development shall be composed of the following Departments and Units:\n\n1- Department of the Enrique Jiménez Núñez Agricultural Innovation Center. Its objective is to generate, innovate, and provide technologies that allow the productive systems of the Dry Tropics of Costa Rica to increase their competitiveness and sustainability. Furthermore, to coordinate and channel the execution of research and innovations that resolve the technological demands of the subscribed sectors.\n\nThe functions of the Department are:\n\na) To identify and prioritize the needs for agricultural technology research and innovation at the local, regional, and national level in basic grains, livestock activities of the Dry Tropical region, and other agricultural activities of the region.\n\nb) To formulate and execute research and innovation projects, using the scientific method in its area of competence to achieve the proposed objectives and goals for the benefit of producers.\n\nc) To validate the technology generated from projects under its competence, allowing an assessment of its technical-economic pertinence and improving the effectiveness of its adoption by users.\n\nd) To actively participate in the strategic and operational planning processes and activities of INTA.\n\ne) To coordinate and collaborate with Technology Transfer and the dissemination of technological options generated by INTA.\n\nf) To formulate the consolidated PAO/ Budget and Procurement Plan.\n\ng) To prepare annual, semi-annual, and technical reports.\n\nh) To coordinate meetings and work sessions with the technical groups composing each unit under its supervision and other units for the preparation of research and innovation projects.\n\ni) To disseminate, through technical publications, the work of INTA nationally and internationally.\n\nj) Any other assigned by the Directorate of Research and Technological Development.\n\nThe Department is composed of the following Units:\n\n1.1- Dry Tropics Livestock Unit. The functions of the Dry Tropics Livestock Unit are the following:\n\na) To identify technological limitations identified in the different links of the agrifood chain, including consumer demands and tastes.\n\nb) To generate technology that increases the yield of basic grain crops, fruit trees, vegetables, and other strategic crops of the region, incorporating environmentally friendly practices that allow for obtaining safe products and meet consumer demands.\n\nc) To introduce, evaluate, and select new varieties and hybrids of high commercial value, with excellent agronomic characteristics, adapted to climate change, tolerant to pests and diseases, and highly accepted by industry and consumers.\n\nd) To develop management techniques that improve production, health, and harvest quality under the concept of good agricultural practices.\n\ne) To develop technology for efficient production in protected environments to provide constant, quality production throughout the year.\n\nf) To develop strategic alliances with producer organizations, academia, private enterprise, research and technology transfer programs, and international scientific organizations.\n\ng) To generate technology incorporating socioeconomic analysis for crops.\n\nh) To coordinate and collaborate with other actors of the agricultural sector, cooperatives, associations, and the National Directorate of Agricultural Extension (Extensión) of the MAG for technology transfer, dissemination, and training of the generated and validated technology.\n\ni) To produce seeds of rice, corn, beans, sorghum, among others, from the varieties developed by INTA.\n\nj) Any other entrusted by the respective leadership.\n\n1.2.- Dry Tropics Agricultural Unit The functions of the Dry Tropics Agricultural Unit are the following:\n\na) To contribute to the efficiency and competitiveness of livestock production systems of the dry tropics, through appropriate management and conservation of forage species, nutrition and animal health, genetics, records, cost reduction, and the use of local and national agricultural and industrial products and by-products.\n\nb) To develop technological options to rationalize and improve the efficiency of animal nutrition through appropriate management and conservation of forage species, agro-industrial waste, and practices for preserving their quality.\n\nc) To develop technological options that contribute to the sustainability of production systems and mitigate climate change.\n\nd) To evaluate, jointly with the livestock sector, the bovine herd with the objective of identifying and selecting the best productive genetics adapted to climate change.\n\ne) To prepare and execute projects for breed improvement using national and imported genetic resources to promote productivity, quality, and adaptation to climate change.\n\nf) To evaluate bioeconomic models in sustainable bovine production systems to improve adaptation to and mitigation of climate change, increase production, reducing the environmental effect and production costs.\n\ng) To develop strategic alliances with livestock organizations, academia, national and international institutions, and international technical and scientific organizations.\n\nh) To coordinate and collaborate for the training, dissemination, and transfer of technology generated and validated in livestock activities of the Dry Tropics.\n\ni) Any other entrusted by the respective leadership.\n\n1.3.- La Managua Experimental Center Unit The functions of the La Managua Experimental Center Unit are the following:\n\na) In coordination with the Department of the Enrique Jiménez Núñez Agricultural Innovation Center, to generate and validate technology in tropical crops and livestock activities for the transition zone from dry to humid tropics and for the humid tropics in the area of influence of this Experimental Center.\n\nb) In coordination with the Enrique Jiménez Núñez Agricultural Innovation Center, to coordinate and collaborate with the transfer of technology developed by INTA.\n\nc) In coordination with the Enrique Jiménez Núñez Agricultural Innovation Center, to generate technologies for adaptation to and mitigation of climate change for the productive activities developed in the area of influence of this Experimental Center.\n\nd) To coordinate with the Los Diamantes Agricultural Innovation Center matters pertaining to typical activities of the Humid Tropics.\n\ne) To promote the creation and maintenance of germplasm banks and plant genetic resources of tropical crops of interest for the area.\n\nf) Any other entrusted by the respective leadership.\n\n2. Department of the Central Agricultural Innovation Center The Department of the Central Agricultural Innovation Center is responsible for generating, innovating, and providing technologies that allow the agricultural and livestock production systems of the Central Region to increase their competitiveness and sustainability. Furthermore, to coordinate and channel the execution of research and innovations that resolve the technological demands of the subscribed sectors. The functions of the Department are the following:\n\na) To identify and prioritize the needs for agricultural technology research and innovation at the local, regional, and national level for vegetables, high-altitude fruit trees, livestock activities of the Central region, and other agricultural activities of the region.\n\nb) To formulate and execute research and innovation projects in its areas of competence, using the scientific method, to achieve the proposed objectives and goals for the benefit of producers.\n\nc) To validate the technology generated from projects under its competence, allowing an assessment of its technical-economic pertinence and improving the effectiveness of its adoption by users.\n\nd) To actively participate in the strategic and operational planning processes and activities of INTA.\n\ne) To coordinate and collaborate with Technology Transfer and the dissemination of technological options generated by INTA.\n\nf) To develop links with the National System of Agricultural Technology Research and Transfer, the information services of the Agricultural Sector, the National Directorate of Agricultural Extension (Extensión), and other bodies dedicated to science and technology in the Agricultural Sector and at the national and international scientific level.\n\ng) To formulate the consolidated PAO/ Budget and Procurement Plan.\n\nh) To prepare annual, semi-annual, and technical reports.\n\ni) To coordinate meetings and work sessions with the technical groups composing each unit under its supervision and other units for the preparation of research and innovation projects.\n\nj) To disseminate, through technical publications, the work of INTA nationally and internationally.\n\nk) Any other assigned by the Directorate of Research and Technological Development.\n\nThis Department is composed of the following Units:\n\n2.1.- Central Livestock Unit The functions of the Central Livestock Unit are the following:\n\na) To contribute to the efficiency and competitiveness of milk and minor species production systems, through appropriate management and conservation of forage species, nutrition and animal health, genetics, records, cost reduction, and the use of local and national agricultural and industrial products and by-products.\n\nb) To develop technological options to rationalize and improve the efficiency of animal nutrition through appropriate management and conservation of forage species, supplementation, agro-industrial waste, and practices for preserving their quality.\n\nc) reducing the environmental effect and production costs.\n\ng) To develop strategic alliances with livestock organizations, academia, national and international institutions, and international technical and scientific organizations.\n\nh) To coordinate and collaborate for the training, dissemination, and transfer of technology generated and validated in dairy cattle and minor species.\n\ni) Any other entrusted by the respective leadership.\n\n2.2- Central Agricultural Unit.\nThe functions of the Central Agricultural Unit are the following:\n\na) To identify limitations and offer solutions in technological matters identified in the different links of the agrifood chain, including consumer demands and tastes.\n\nb) To generate technology that increases the yield of vegetable crops, high-altitude fruit trees, and other strategic crops of the region, incorporating environmentally friendly practices that allow for obtaining safe products and meet consumer demands.\n\nc) To introduce, evaluate, and select superior germplasm, with excellent agronomic characteristics, tolerant to pests and diseases, adapted to climate change.\n\nd) To develop technology for efficient production in protected environments to provide constant, quality production throughout the year.\n\ne) To generate technology with good agricultural practices in mineral and organic nutrition, irrigation, fertigation, agronomic management, postharvest, integrated pest and disease management, for sustainable production for the benefit of the producer and consumer.\n\nf) To develop strategic alliances with producer organizations, academia, private enterprise, research and technology transfer programs, and international scientific organizations.\n\ng) To generate technology incorporating socioeconomic analysis for crops.\n\nh) To coordinate and collaborate with other actors of the agricultural sector, cooperatives, associations, and the National Directorate of Agricultural Extension (Extensión) of the MAG for technology transfer, dissemination, and training of the technology generated and validated in Vegetables.\n\ni) Any other entrusted by the respective leadership.\n\n2.3- Carlos Durán Experimental Center Unit. The functions of the Carlos Durán Experimental Center Unit are the following:\n\na) To evaluate and select new materials and varieties of potato for table consumption and industry through those from international research centers.\n\nb) To develop technology for the integrated management of potato cultivation.\n\nc) To validate the selected potato materials in the main production zones.\n\nd) To produce pre-basic and basic potato seed in order to cover the demand of seed producers under a quality seed scheme.\n\ne) To increase the in vitro seed production of other crops under a specific demand scheme, specifically from the Tissue Culture Laboratory of Carlos Durán.\n\nf) In coordination with the Department of the Central Agricultural Innovation Center, to generate technologies for adaptation to and mitigation of climate change.\n\ng) To coordinate and collaborate on research and technology transfer actions with other actors of the agricultural sector, cooperatives, associations, and the National Directorate of Agricultural Extension (Extensión) of the MAG.\n\nh) Any other entrusted by the respective leadership.\n\n3.- Department of the Los Diamantes Agricultural Innovation Center. The Department of the Los Diamantes Agricultural Innovation Center has the objective of generating, innovating, and providing technologies that allow the productive systems of the Humid Tropics to increase their competitiveness and sustainability. Furthermore, to coordinate and channel the execution of research and innovations that resolve the technological demands of the subscribed sectors. The functions of the Humid Tropics Livestock Unit are as follows:\n\na) Contribute to the efficiency and competitiveness of humid tropics systems through appropriate management and conservation of forage species, animal nutrition and health, genetics, records, cost reduction, and the use of local and national agro-industrial products and by-products.\n\nb) Develop technological options to rationalize and improve the efficiency of animal nutrition through appropriate management and conservation of forage species, supplementation, agro-industrial waste, and quality conservation practices thereof.\n\nc) Develop technological options that contribute to the sustainability of production systems and mitigate climate change.\n\nd) Evaluate herds jointly with the sectors to identify and select the best productive genetics adapted to climate change.\n\ne) Develop and execute projects for breed improvement using national and imported genetic resources to promote productivity, quality, and adaptation to climate change.\n\nf) Evaluate bioeconomic models in sustainable bovine production systems to improve adaptation to and mitigation of climate change, increase production, and decrease environmental impact and production costs.\n\ng) Develop strategic alliances with livestock farmer organizations, academia, national and international institutions, and international technical and scientific organizations.\n\nh) Coordinate and collaborate in training, dissemination, and transfer of the technology generated and validated in Humid Tropics Livestock Farming.\n\ni) Any other function assigned by the respective head.\n\n3.2.- Humid Tropics Agricultural Unit. The functions of the Humid Tropics Agricultural Unit are as follows:\n\na) Respond to the technological demand requested in the agro-chains of the Humid Tropics region of Costa Rica.\n\nb) Select cultivars with pest resistance, high productivity, consumer and industry acceptance, and adaptation to climate change.\n\nc) Generate and utilize specialized methods for multiplying planting material through cuttings, layering, suckers, stolons, grafts, and tissue culture, among others, due to the great variability exhibited by fruit species.\n\nd) Develop technology related to organic and mineral nutrition and promote management practices friendly to the agricultural ecosystem.\n\ne) Produce and promote the use of clean, pathogen-free, high-vigor seed in order to achieve productivity increases.\n\nf) Develop and promote value-added products to stimulate the domestic and export markets.\n\ng) Incorporate good management practices and traceability so that fruits are safe from both pesticides and pathogenic microorganisms harmful to humans.\n\nh) Develop appropriate harvest and post-harvest management methods so that most perishable fruits can maintain and extend their shelf life.\n\ni) Develop technology to add value to most tropical fruit species to stimulate markets and benefit producers.\n\nj) Conduct research on irrigation methods, fertigation, equipment, and materials to increase production and adapt to climate change.\n\nk) Evaluate mineral and organic nutrition, canopy management for tree species, and integrated pest and disease management for sustainable production appropriate to producer systems.\n\nl) Develop strategic alliances with producer organizations, academia, private enterprise, research and technology transfer programs, and international scientific organizations.\n\nm) Generate technology incorporating socioeconomic analysis for crops.\n\nn) Coordinate and collaborate with other actors in the agricultural sector, cooperatives, associations, and the National Directorate of Agricultural Extension of MAG for technology transfer, dissemination, and training on technology generated and validated in Vegetables.\n\no) Any other function assigned by the respective head.\n\n4.- Laboratories Department. The Laboratories Department is responsible for implementing methodologies, analyzing samples, issuing diagnoses, the in vitro multiplication of germplasm, and executing specific studies that complement the lines of research, innovation, and validation of the Directorate of Research and Technological Development, for which it will have multidisciplinary personnel, professionals, and technicians trained in the different fields of action to ensure their competence.\n\nThe Department will be composed of laboratory areas that allow it to execute the following functions:\n\na) Develop procedures and implement methodologies for analysis and diagnosis in phytoprotection, animal nutrition, soil, plant, and water chemistry and physics, chemical and microbiological characteristics of agricultural inputs and organic fertilizers, among others required by the institution to provide scientific support for research.\n\nb) Assist in genetic improvement aided by molecular markers.\n\nc) Develop and implement techniques for the mass reproduction of germplasm of interest.\n\nd) Support the development and execution of research proposals in accordance with institutional guidelines.\n\ne) Develop and update the Department's technical and administrative procedures and activities.\n\nf) Provide services to users in its area of competence according to the rates authorized by the Board of Directors.\n\ng) Coordinate with the Technology Transfer Department the training of officials and users in matters within its competence.\n\nh) Coordinate with other internal or external units in order to execute special activities required in the agricultural sector, in accordance with the Department's competencies and capabilities.\n\ni) Develop other functions assigned by the hierarchical superior.\n\n5.- Basic Land Studies Department. Based on the provisions of Article 20 of Law No. 8149, this Department will assist in carrying out studies related to the compliant land use (uso conforme del suelo), agroecological classification and zoning of crops, as well as territorial planning and land-use planning (ordenamiento territorial), with participation in the development and execution of the national plans for soil management, conservation, and recovery, as established by the Law for the Use, Management, and Conservation of Soils No. 7779 and its Regulations. It will likewise collaborate with the Directorate of Research and Technological Development on the research and innovations carried out. This department is responsible for:\n\na) Carrying out the research and studies related to what is authorized in Articles 6, subsections a), b), and c), 27, 49, and 66 of Law No. 7779; Articles 2, 6, 34, 35, 36, 37, 38, 39, 40, 59, 131, 132, 133, and 135 of Executive Decree No. 29375-MAG-MINAE-S H-MOPT; and Articles 1, 2, 3, 7, 8, 9, 10, 11, and 12 of Executive Decree No. 30636-MAG, regarding compliant land use (uso conforme del suelo) and the issuance of technical criteria for authorizations and permits.\n\nb) Sell services to users in its area of competence according to the rates authorized by the Board of Directors.\n\nc) Carry out semi-detailed soil surveys and land-use capacity assessments of the country's agroecological lands, as well as the agroecological zoning of crops, within the framework of territorial planning and land-use planning (ordenamiento territorial), supporting the execution of the National Plans for soil management, conservation, and recovery.\n\nd) Collaborate with the INTA Directorate of Research and Technological Development on the research and innovations carried out.\n\ne) Request, centralize, and channel resource requests within INTA internally.\n\nf) Maintain updated databases available to users regarding soils, lands, and waters corresponding to the information generated by INTA.\n\ng) Participate in agricultural zoning studies at the national, regional, or local level to help efficiently guide production.\n\nh) Keep the geographic information system updated to facilitate land-use planning (ordenamiento territorial) in the medium and long term.\n\ni) Any other function assigned by the Directorate's Head.\n\nArticle 3.- Subsection e) of section 4 of Article 37 of the Regulation to the Law of the National Institute of Innovation and Transfer in Agricultural Technology (INTA), issued by Executive Decree No. 31857-MAG of May 19, 2004, is amended to read as follows:\n\n(...)\n\ne) Coordinate the formulation of the budget with the Institutional Planning Unit (UPI) of MAG and other INTA Directorates.\n\nArticle 4-Effective Date.
