Identificar los compromisos y principios que permiten\nconcatenar las Estrategias Nacionales relacionadas con el ambiente y el\ndesarrollo sostenible, con la Estrategia Empresarial de RACSA y sus Planes\nOperativos Institucionales, para garantizar el cumplimiento de los compromisos\nambientales de RACSA, derivados de la planeación ambiental estratégica.\n\n2.\nAlcance. La aplicación de la Política Ambiental de RACSA es obligatoria\ny vinculante para toda relación contractual, actividad o proceso del negocio de\nRACSA que, como resultado de su operación, genere impactos ambientales y sus\ncorrespondientes medidas de mitigación. Involucra a todos los colaboradores de\nRACSA y forma parte del quehacer diario, tanto en las relaciones internas como\nexternas de la empresa que tengan la capacidad de afectar, de manera individual\no colectiva, por medio de acciones, omisiones o decisiones. SGA: Sistema de Gestión Ambiental.\n\n4.\nDefiniciones.\n\nAlta\nGerencia: es\nla responsable de ejecutar la estrategia y el proceso de planeamiento,\norganización, dirección y control de los recursos organizacionales de RACSA,\npara el logro de los objetivos estratégicos establecidos por la Junta\nDirectiva. Está constituida por la Gerencia General y los directores de las\náreas funcionales de la empresa que intervienen o tienen la posibilidad de\nintervenir en la toma de decisiones importantes dentro de la empresa.\n\nEcosistemas:\ncomplejo\ndinámico de comunidades de plantas, animales y microorganismos y el ambiente\nabiótico con el que interactúan y forman una unidad funcional.\n\nEnfoque\nde Triple Utilidad: cumplir\ncon los propósitos corporativos en las tres vertientes de la utilidad\neconómica, social y ambiental.\n\nGases\nde Efecto Invernadero: son compuestos químicos en estado gaseoso como el vapor de\nagua, el dióxido de carbono, el metano y el óxido nitroso que se acumulan en la\natmósfera de la Tierra y que son capaces de absorber la radiación infrarroja\ndel sol, aumentando y reteniendo el calor en la atmósfera.\n\nPartes\nInteresadas: individuos\no grupos que pueden verse afectados de manera significativa por las\nactividades, productos y/o servicios de la organización; o cuyas acciones\npueden afectar la capacidad para desarrollar con éxito las estrategias y\nalcanzar los objetivos de la organización.\n\nPolítica:\nes un\ndocumento de alto nivel, expresado por la Alta Gerencia, para definir sus intenciones\ny dirección general en relación con el funcionamiento de la organización.\n\nSistema\nde Gestión Ambiental: parte del sistema de gestión usada para gestionar aspectos\nambientales, cumplir los requisitos legales y otros requisitos, y abordar los\nriesgos y oportunidades.\n\n5.\nResponsabilidad.\n\nJunta\nDirectiva:\n\n.\nAprobar la Política Ambiental de RACSA y las actualizaciones o modificaciones\nque se realicen de la misma.\n\nGerencia\nGeneral:\n\n.\nElevar a consideración y aprobación de la Junta Directiva la propuesta de\nPolítica Ambiental de RACSA y sus modificaciones.\n\n.\nGarantizar los recursos materiales, presupuestarios y humanos necesarios para\nla óptima gestión ambiental en todas las actividades, de conformidad con el\nPlan Estratégico y los Planes Operativos Institucionales.\n\nDirecciones:\n\n.\nApoyar la operación del Sistema de Gestión Ambiental y/o Programa de Gestión\nAmbiental Institucional mediante la designación de enlaces y la dotación de los\nrecursos necesarios (información, materiales, etc.).\n\nJefaturas:\n\n.\nDefinir y aplicar mecanismos adecuados para la formulación, seguimiento y\nevaluación de aspectos ambientales, así como garantizar la transparencia y\nrendición de cuentas.\n\n.\nInformar a los proveedores sobre los alcances y responsabilidades de la Política\nAmbiental cuando corresponda.\n\nColaboradores\nde RACSA:\n\n.\nConocer e internalizar la Política Ambiental en la planificación, innovación y\nejecución de actividades, garantizando un desempeño ambiental adecuado.\n\n.\nParticipar activamente en los programas ambientales y capacitaciones que se\nimpartan sobre el tema, contribuyendo a la mejora continua de la gestión\nambiental.\n\nDepartamento\nde Proveeduría:\n\n.\nIncluir en los pliegos de condiciones las disposiciones necesarias que deberán\nobservarse en materia ambiental.\n\nAdministradores\nde Contrato:\n\n. Fiscalizar que los proveedores realicen todas las\nacciones necesarias que permitan mitigar los impactos potenciales y reales\ngenerados por el suministro de sus servicios o el de sus subcontratistas,\nasegurando prácticas sostenibles.\n\nProveedores\nde RACSA:\n\n. Cumplir los términos de referencia de\naspectos ambientales estipulados en los pliegos de condiciones y las normativas\nambientales que sean de acatamiento para toda persona física o jurídica.\n\n. Mitigar los impactos potenciales y reales\ngenerados por el suministro de sus servicios o el de sus subcontratistas,\nasegurando prácticas sostenibles.\n\nDepartamento\nde Estrategia e Innovación:\n\n. Desarrollar y documentar el proceso de\nnegocio para la aplicación del SGA y/o PGAI.\n\n. Elaborar y proponer a la Gerencia General la\nPolítica Ambiental de RACSA y sus actualizaciones.\n\n. Gestionar los riesgos climáticos mediante la\nresiliencia, mitigación y adaptación al cambio climático para asegurar la\ncontinuidad de las operaciones, procesos y servicios brindados con el menor\nimpacto ambiental posible.\n\nCAPÍTULO II\n\nPrincipios de la política\n\nArtículo 2°-Reducción de Emisiones y Protección de Ecosistemas. Se\nprocurará la identificación y ejecución de acciones concretas para la reducción\nde emisiones de gases de efecto invernadero (GEI) y la protección de los\necosistemas. Estas acciones se alinearán con el eje ambiental del enfoque de\ntriple utilidad que sostiene la estrategia empresarial de RACSA.\n\nArtículo\n3°-Gestión Integral de Residuos y Prevención de Contaminación. Con el\nobjetivo de prevenir, minimizar y controlar la contaminación que potencialmente\ngenerará la operación de RACSA, se ejecutará un Plan de Gestión Integral de\nResiduos, integrado al PGAI. Especial importancia tendrá la sensibilización\ndentro y fuera de RACSA en buenas prácticas ambientales.\n\nArtículo\n4°-Cumplimiento. El cumplimiento de la legislación ambiental es\nimperativo para RACSA y para todos sus colaboradores, por lo que se reitera el\ncompromiso de observar y considerar la normativa ambiental vigente y aplicable\ndel sector telecomunicaciones, así como las directrices gubernamentales y\ncompromisos adquiridos en materia ambiental por RACSA y sus áreas de trabajo,\npara todo proyecto y actividad en gestación, ejecución o clausura.\n\nArtículo\n5°-Gestión de Compras y Contrataciones. Se establecerán, supervisarán y\nverificarán condiciones ambientalmente responsables para la adquisición y\nsuministro de bienes y servicios. Además, se contemplará la responsabilidad\nextendida del productor o proveedor, así como la de RACSA cuando corresponda, y\nlas acciones que emanen de la aplicación de procedimientos de logística\nreversa.\n\nArtículo\n6°-Responsabilidad Social. RACSA asume su responsabilidad por las\nconsecuencias e impactos que sus decisiones y actividades ocasionan en la\nsociedad y el ambiente, a través de un comportamiento transparente y ético que\ncontribuya al desarrollo sostenible, incluyendo la salud y el bienestar de la\nsociedad. Considera las expectativas de sus partes interesadas pertinentes\n(comunidad, clientes, gobiernos locales, instituciones, entre otros) y cumple\ncon la legislación aplicable, manteniendo coherencia con la normativa\ninternacional de comportamiento. Este compromiso está integrado en toda la\norganización y en sus relaciones.\n\nArtículo\n7°-Alineamiento. El Departamento de Estrategia e Innovación mantendrá la\ncoordinación apropiada con las unidades operativas de las empresas del Grupo\nICE, en materia de gestión ambiental y la actualización constante de\nlineamientos corporativos vinculantes y conducentes a mejorar y regular el\ndesempeño.\n\nArtículo\n8°-Comunicación. La Política Ambiental deberá ser comunicada y entendida\ndentro de la organización, de acuerdo con la aplicación de las pautas\nestablecidas en la Política Corporativa de Comunicación de Grupo ICE y el\nProceso SOP13 - Gestionar la Comunicación Empresarial y está disponible a las\npartes interesadas por medio de la página web de RACSA. La política establecida\npuede ser comunicada a través de medios de comunicación internos y/o externos\nmientras reproduzca fielmente el texto indicado.\n\nArtículo 9°-Revisión. It is comprised of the General Management and the directors of the\ncompany's functional areas that intervene or have the possibility of\nintervening in important decision-making within the company.\n\nEcosystems:\na dynamic\ncomplex of plant, animal, and microorganism communities and the abiotic\nenvironment with which they interact and form a functional unit.\n\nTriple\nUtility Approach: fulfilling\ncorporate purposes in the three aspects of economic, social, and environmental\nutility.\n\nGreenhouse\nGases: are chemical compounds in a gaseous state such as water vapor,\ncarbon dioxide, methane, and nitrous oxide that accumulate in the Earth's\natmosphere and are capable of absorbing the sun's infrared radiation,\nincreasing and retaining heat in the atmosphere.\n\nInterested\nParties: individuals\nor groups that may be significantly affected by the organization's activities,\nproducts, and/or services; or whose actions may affect the capacity to\nsuccessfully develop strategies and achieve the organization's objectives.\n\nPolicy:\nis a high-level\ndocument, expressed by Senior Management, to define its intentions and general\ndirection in relation to the organization's functioning.\n\nEnvironmental\nManagement System: part of the management system used to manage environmental\naspects, fulfill legal and other requirements, and address risks and\nopportunities.\n\n5.\nResponsibility.\n\nBoard of\nDirectors:\n\n.\nApprove the Environmental Policy of RACSA and any updates or modifications made\nto it.\n\nGeneral\nManagement:\n\n.\nSubmit the proposed Environmental Policy of RACSA and its modifications for the\nconsideration and approval of the Board of Directors.\n\n.\nGuarantee the material, budgetary, and human resources necessary for optimal\nenvironmental management in all activities, in accordance with the Strategic\nPlan and the Institutional Operational Plans.\n\nDirectorates:\n\n.\nSupport the operation of the Environmental Management System and/or\nInstitutional Environmental Management Program through the designation of\nliaisons and the provision of necessary resources (information, materials,\netc.).\n\nDepartment\nHeads:\n\n.\nDefine and apply adequate mechanisms for the formulation, monitoring, and\nevaluation of environmental aspects, as well as guarantee transparency and\naccountability.\n\n.\nInform suppliers about the scope and responsibilities of the Environmental\nPolicy when appropriate.\n\nRACSA\nEmployees:\n\n.\nKnow and internalize the Environmental Policy in the planning, innovation, and\nexecution of activities, guaranteeing adequate environmental performance.\n\n.\nActively participate in the environmental programs and training provided on the\nsubject, contributing to the continuous improvement of environmental\nmanagement.\n\nProcurement\nDepartment:\n\n.\nInclude in the bidding documents the necessary provisions to be observed in\nenvironmental matters.\n\nContract\nAdministrators:\n\n. Supervise that suppliers carry out all\nnecessary actions to mitigate the potential and real impacts generated by the\nsupply of their services or those of their subcontractors, ensuring sustainable\npractices.\n\nRACSA\nSuppliers:\n\n. Comply with the terms of reference for\nenvironmental aspects stipulated in the bidding documents and the environmental\nregulations that are mandatory for any individual or legal entity.\n\n. Mitigate the potential and real impacts\ngenerated by the supply of their services or those of their subcontractors,\nensuring sustainable practices.\n\nStrategy\nand Innovation Department:\n\n. Develop and document the business process for\nthe application of the SGA and/or PGAI.\n\n. Prepare and propose the Environmental Policy\nof RACSA and its updates to the General Management.\n\n. Implement the Environmental Policy of RACSA in\nthe company.\n\n. Safeguard the latest approved official version\nof the document and include it in the repository of the RACSA Comprehensive\nManagement System.\n\n6.\nReference documents.\n\n. Process SOP13 - Manage Corporate\nCommunication.\n\n7.\nEnvironmental policy of RACSA.\n\nCHAPTER\nI\n\nGeneral\nProvisions\n\nArticle\n1°-Declaration. Radiográfica Costarricense S.A. (RACSA), aware of\nits responsibility to the environment, commits to the adoption and monitoring\nof an Environmental Management System and/or Institutional Environmental\nManagement Program, based on the INTE/ISO 14001 Standard, applicable in all its\nfacilities and for all its employees and other interested parties. With the\nadoption of this environmental policy, it commits to:\n\na. Integrate the principle of sustainability and\nthe criteria of efficient use of resources, savings, and continuous\nimprovement in all its operations.\n\nb. Apply comprehensive waste management,\npreventing pollution and mitigating its emissions.\n\nc. Raise awareness among its employees, clients,\nsuppliers, and interested parties about good environmental practices, promoting\nan active commitment to environmental protection throughout the value chain.\n\nd. Strictly comply with pertinent contractual,\nlegal, regulatory, and normative requirements in all projects and activities in\ngestation, execution, or closure.\n\ne. Implement environmentally responsible\npurchasing and contracting management, prioritizing products and services that\nminimize environmental impact.\n\nf. Value ecosystem services\n(servicios ecosistémicos) in RACSA's processes and comply with binding\nlegislation to promote the protection and restoration of these services in\nnatural and urban environments.\n\ng. Manage climate risks through resilience,\nmitigation, and adaptation to climate change to ensure the continuity of\noperations, processes, and services provided with the least possible\nenvironmental impact.\n\nCHAPTER II\n\nPrinciples of the policy\n\nArticle 2°-Emission Reduction and Ecosystem Protection. The\nidentification and execution of concrete actions for the reduction of\ngreenhouse gas (GHG) emissions and the protection of ecosystems will be sought.\nThese actions will be aligned with the environmental axis of the triple utility\napproach that underpins RACSA's business strategy.\n\nArticle\n3°-Comprehensive Waste Management and Pollution Prevention. With the\nobjective of preventing, minimizing, and controlling the pollution that RACSA's\noperation will potentially generate, a Comprehensive Waste Management Plan,\nintegrated into the PGAI, will be executed. Special importance will be given to\nraising awareness inside and outside RACSA regarding good environmental\npractices.\n\nArticle\n4°-Compliance. Compliance with environmental legislation is imperative\nfor RACSA and for all its employees, therefore, the commitment to observe and\nconsider the current and applicable environmental regulations of the\ntelecommunications sector, as well as governmental directives and commitments\nacquired in environmental matters by RACSA and its work areas, for every\nproject and activity in gestation, execution, or closure, is reiterated.\n\nArticle\n5°-Purchasing and Contracting Management. Environmentally responsible\nconditions for the acquisition and supply of goods and services will be\nestablished, supervised, and verified. Furthermore, the extended responsibility\nof the producer or supplier, as well as that of RACSA when applicable, and the\nactions arising from the application of reverse logistics procedures will be\ncontemplated.\n\nArticle\n6°-Social Responsibility. RACSA assumes its responsibility for the\nconsequences and impacts that its decisions and activities cause on society and\nthe environment, through transparent and ethical behavior that contributes to\nsustainable development, including the health and well-being of society. It\nconsiders the expectations of its pertinent interested parties (community,\nclients, local governments, institutions, among others) and complies with\napplicable legislation, maintaining coherence with international norms of\nbehavior. This commitment is integrated throughout the organization and in its\nrelationships.\n\nArticle\n7°-Alignment. The Strategy and Innovation Department will maintain\nappropriate coordination with the operational units of the companies of the ICE\nGroup, regarding environmental management and the constant updating of binding\ncorporate guidelines conducive to improving and regulating performance.\n\nArticle\n8°-Communication. The Environmental Policy must be communicated and\nunderstood within the organization, in accordance with the application of the\nguidelines established in the ICE Group Corporate Communication Policy and\nProcess SOP13 - Manage Corporate Communication, and is available to interested\nparties through the RACSA website. The established policy may be communicated\nthrough internal and/or external media as long as it faithfully reproduces the\nindicated text.\n\nArticle 9°-Review. The Environmental Policy must be reviewed\nannually by the Senior Management of RACSA, and if necessary, it will be\nupdated and submitted for the knowledge and approval of the Board of Directors.\n\nCHAPTER III\n\nFinal\nprovisions\n\nArticle 10.-Effectiveness.\nThis policy renders null the Environmental Policy of RACSA approved by\nthe General Management of RACSA in January 2016 and is effective as of the day\nof its publication in the Official Gazette La Gaceta.
