Asimismo, de conformidad con la Ley N° 59, el IGN\nes \"la dependencia científica y técnica rectora de la cartografía\nnacional, destinada a la ejecución del Mapa básico oficial y la Descripción\nbásica geográfica de la República de Costa Rica y a los estudios, las\ninvestigaciones o labores y el desarrollo de políticas nacionales de carácter\ncartográfico, geográfico, geodésico, geofísico y de índole similar que tenga\nrelación con dichas obras, con el fin de apoyar los procesos de\nplanificación\".\n\n2.-Que la Ley N° 59 constituye al IGN de manera permanente y en\nrepresentación del Estado, como la autoridad oficial en materia geodésica y de\nla representación espacial de la geografía de la República de Costa Rica,\nextendiéndose su autoridad a las actividades de cualquier orden que tengan por\norigen los trabajos confiados a su cargo.\n\n3.-Que de conformidad con el artículo 62 del Decreto Ejecutivo N° 7841-P Reglamento\na la Ley sobre la Zona Marítimo Terrestre del 16 de diciembre de 1977 y sus\nreformas, se reconoce la competencia del IGN para la delimitación de la zona\npública de la Zona Marítimo Terrestre, y su oficialización a través de\npublicación en el Diario Oficial La Gaceta; el artículo 63 del Decreto\nEjecutivo N° 7841-P señala que \"El Instituto Geográfico Nacional deberá\npublicar aviso en el Diario Oficial, de cada porción de la zona\nmarítimo-terrestre en que haya demarcado la zona pública.\"\n\n4.-Que el Decreto Ejecutivo N° 36642-MP-MOPT-MINAET Reglamento de\nEspecificaciones para la Delimitación de la zona pública de la Zona Marítimo\nTerrestre del 28 de junio del 2011, establece según el artículo 18 que para\nla delimitación de la zona pública de la Zona Marítimo Terrestre, el IGN podrá\nacudir a dos metodologías de ejecución, que se indican en los artículos 19 y 20,\ncorrespondientes a la delimitación de la zona pública de la Zona Marítimo\nTerrestre a través de la colocación de mojones y/o a la delimitación digital\ngeorreferenciada, esto con el fin de agilizar las delimitaciones y proporcionar\nmayor seguridad técnica a los interesados.\n\n5.-Que en el Decreto Ejecutivo N°33797-MJ-MOPT Declara como datum\nhorizontal oficial para Costa Rica, el CR05, enlazado al Marco Internacional de\nReferencia Terrestre (ITRF2000) del Servicio Internacional de Rotación de la\nTierra (IERS) para la época de medición 2005.83 del 30 de marzo del 2007,\nel cual entre otros aspectos determina, a la Red Geodésica Nacional de\nReferencia Horizontal CR05, y su proyección cartográfica asociada CRTM05, como\nel sistema oficial al cual deben estar referidas las coordenadas de todos los\ntrabajos geodésicos, cartográficos y catastrales que se ejecuten en nuestro\npaís, señalando específicamente en artículo 11 que: \"La Red Geodésica\nNacional de Referencia Horizontal CR05 y el sistema de proyección cartográfica\nCRTM05, constituirán el único sistema oficial de coordenadas para la República\nde Costa Rica a partir del cual se debe referenciar todos los levantamientos y\nactividades cartográficos y geodésicos que desarrollen en el Territorio\nNacional toda dependencia pública, persona o entidad privada nacional o\nextranjera.\" ; mientras que el artículo 7 indica que \"Conforme se\nproduzcan datos cartográficos en el nuevo sistema de proyección cartográfica\nCRTM05, el Instituto Geográfico Nacional publicará por los medios adecuados\naquella información que se ha oficializado.\"\n\n6.-Que el Decreto Ejecutivo N° 40962-MJP Actualización del Sistema\nGeodésico de Referencia Horizontal Oficial para Costa Rica del 24 de enero\ndel 2018, declara en su artículo 1 que \"El sistema geodésico de\nreferencia horizontal oficial para Costa Rica, denominado como CR05 y su\nmaterialización mediante la Red Geodésica Nacional, cambia en sus siglas a\nCRSIRGAS, como sistema de referencia horizontal oficial para la República de\nCosta Rica, enlazado al Marco Internacional de Referencia Terrestre ITRF2008\n(IGb08), para la época de medición 2014.59, y en adelante, los cambios y su\nactualización, se regirán de acuerdo a las nuevas definiciones del ITRF que se\nimplementen en la red continental del Sistema de Referencia Geocéntrico para\nlas Américas (SIRGAS) denominada SIRGAS-CON\"; además que el artículo 2\nestablece que \"El sistema de proyección cartográfica CRTM05 seguirá siendo\nel oficial para la representación cartográfica del territorio nacional continental,\nextendido para efectos de aplicación de esta proyección cartográfica, hasta la\nlínea de base del mar territorial en el océano Pacífico y el mar Caribe,\ndefinida esta línea conforme a los artículos 5, 6 y 7 de la Convención de las\nNaciones Unidas sobre el Derecho del Mar, como punto de partida para el cómputo\nde la anchura máxima de todas las áreas marinas jurisdiccionales del Estado\ncostarricense.\"\n\nPor su parte, el artículo 12 del decreto de cita, refuerza la aplicación de\nla proyección cartográfica CRTM05 como el sistema nacional de coordenadas\noficial a la cual se deben referenciar en el territorio continental de nuestro\npaís, al señalar que \"El sistema de referencia horizontal CRSIRGAS y su\nproyección cartográfica asociada CRTM05 para el territorio continental\nextendido hasta la línea de base del mar territorial y, la proyección\ncartográfica \"Universal Transversal de Mercator\" (UTM), zonas 16 y 17\npara las áreas marinas e insulares jurisdiccionales en el océano Pacífico y el\nmar Caribe, constituirán el único sistema oficial de coordenadas para la\nRepública de Costa Rica, a partir del cual, se deben referenciar todos los\nlevantamientos y actividades cartográficos y geodésicos que desarrollen en el\nterritorio nacional toda dependencia pública, persona o entidad privada,\nnacional o extranjera, que emprendan o contraten trabajos geodésicos y\ncartográficos, contribuyéndose a evitar el gasto público y obteniendo, por otra\nparte, información geográfica confiable, uniforme y comparable, que sea de\nutilidad general y que apoye la toma de decisiones en los distintos niveles del\nEstado.\"\n\n7.-Que la georreferenciación al sistema nacional de coordenadas como\nmecanismo para delimitar la zona pública de la Zona Marítimo Terrestre,\nposibilita la correcta delimitación de la zona pública a los efectos de la\nelaboración de planes reguladores, el visado de planos de agrimensura, el\notorgamiento de concesiones en la Zona Restringida y otros aspectos de\nordenamiento territorial costero.\n\n8.-Que la información digital georreferenciada sobre delimitación de la\nzona pública de la Zona Marítimo Terrestre con que cuenta el IGN, se le\ndenomina Geodatabase Digital Georreferenciada (GDG) del Instituto Geográfico\nNacional (IGN) sobre la Zona Marítimo Terrestre (ZMT).\n\n9.-Que la Geodatabase Digital Georreferenciada (GDG) del Instituto\nGeográfico Nacional (IGN) sobre la Zona Marítimo Terrestre (ZMT) se fundamenta\ntécnicamente en aplicación de la regulación establecida por: a) el Decreto\nEjecutivo N° 7841-P Reglamento a la Ley N° 6043 sobre la Zona Marítimo\nTerrestre; b) el Decreto Ejecutivo N° 33797-MJ-MOPT Declara como datum\nhorizontal oficial para Costa Rica, el CR05, y su proyección cartográfica\nasociada, CRTM05; c) el Decreto Ejecutivo N° 36642-MP-MOPT-MINAET Reglamento\nde Especificaciones para la Delimitación de la zona pública de la Zona Marítimo\nTerrestre; y d) el Decreto Ejecutivo N° 40962- MJP Actualización del\nSistema Geodésico de Referencia Horizontal Oficial para Costa Rica.\n\n10.-Que el artículo 16 de la Ley N° 7575, Ley Forestal del 13 de febrero de\n1996 y sus reformas, establece que el Ministerio del Ambiente y Energía (MINAE)\ndelimitará en el terreno los linderos de las áreas que conforman el Patrimonio\nNatural del Estado.\n\n11.-Que el artículo 11 del Capítulo I, Disposiciones Generales de la Ley N°\n6043, establece que la \"Zona pública es también, sea cual fuere su\nextensión, la ocupada por todos los manglares de los litorales continentales e\ninsulares y esteros del territorio nacional.\"\n\n12.-Que el Decreto Ejecutivo N°36786-MINAET Manual para la clasificación\nde tierras dedicadas a la conservación de los recursos naturales dentro de la\nZona Marítimo Terrestre en Costa Rica del 12 de agosto del 2011, establece\nentre sus objetivos \"Identificar dentro de la Zona Marítimo Terrestre\naquellos terrenos que clasifiquen como bosques, de aptitud forestal (suelos\nClase VII y VIII), humedales (manglares, esteros, rías, marismas, lagunas\ncosteras, pantanos, bosques anegados, salitrales), para certificarlos e\nincorporarlos como parte del Patrimonio Natural del Estado (PNE).\"\n\n13.-Que el Decreto Ejecutivo N°36786-MINAET en el punto III.-Competencias\npara la delimitación y certificación establece que \"La clasificación de\nlos terrenos dentro de la ZMT corresponderá a las Áreas de Conservación (AC)\ndel Sistema Nacional de Áreas de Conservación (SINAC) y a profesionales\nprivados debidamente acreditados por los Colegios Profesionales respectivos\npara que clasifiquen los bosques, terrenos de aptitud forestal (suelos Clase\nVII y VIII), (manglares, esteros, rías, marismas, lagunas costeras, pantanos,\nbosques anegados, salitrales) y humedales.\n\nLa validez de los documentos de clasificación emitidos por profesionales\nprivados quedará sujeta a la aprobación que emita el AC que por competencia territorial\nle corresponda. A las AC del SINAC con jurisdicción en la ZMT les competerá,\nademás, la verificación, fiscalización, deslinde y certificación de las tierras\ndel Patrimonio Natural del Estado y las zonas de protección.\n\nLa ubicación y delimitación de las áreas del Patrimonio Natural del Estado\ndentro de la Zona Marítimo Terrestre, debe realizarse como parte del proceso de\naprobación del Plan Regulador Costero (PRC), definido por la Ley 6043, ya que\nel Plan Regulador Costero es el instrumento de ordenamiento territorial, que\ndefine y ubica todas las zonas a concesionar dentro de la ZMT y para la\nclasificación de ésta a nivel de los planos de catastro. Por tanto, el Plan\nRegulador Costero debe indicar clara y expresamente, las áreas del PNE para no contabilizarlas\nen el área total a concesionar.\"\n\n14.-Que el IGN utilizó la metodología de Delimitación Digital\nGeorreferenciada, para delimitar la zona pública de la Zona Marítimo Terrestre\ndel manglar situado en Playa Negra en el distrito 03º Veintisiete de Abril,\ncantón 03º Santa Cruz, provincia 05º Guanacaste.\n\n15.-Que mediante el oficio DDUR-DCT-IGN-633-09-2024 de fecha 02 de\nsetiembre de 2024, enviado por la Municipalidad de Santa Cruz, Dirección de\nDesarrollo Urbano y Rural Departamento de Catastro y Topografía, presenta el\ninforme técnico de la delimitación realizada de la zona pública del manglar\nsituado en Playa Negra, al cual se le otorga visto bueno al levantamiento y\ndelimitación realizada.\n\n16.-Que la delimitación de la zona pública de la ZMT del cantón de Santa\nCruz fue realizada bajo el Convenio de Cooperación entre el Sistema Nacional de\nÁreas de Conservación y la Municipalidad de Santa Cruz, y concretado por la\ncontratación de la empresa Stereocarto Centroamérica S. A., según oficio ACT-OSRSCC-906-2024 del 09 de agosto de 2024.\n\n18.-Que mediante el oficio DIG-GDF-007-2024-PU-INF-Informe revisión\ndelimitación del manglar en Playa Negra de fecha 03de diciembre de 2024,\ngenerado por el Subproceso de Topografía del Departamento Geodesia y Geofísica\ndel Instituto Geográfico Nacional, se emitió el informe de revisión técnica\npara la publicación de delimitación georreferenciada de la zona pública\ncorrespondiente al manglar en Playa Negra en relación con los trabajos\nrealizados por SINAC-ACT, donde es avalada técnicamente la delimitación\nrealizada para su publicación.\n\n19.-Que el artículo 140 de la Ley N° 6227 Ley General de la\nAdministración Pública señala que \"el acto administrativo producirá\nsu efecto después de comunicado al administrado, excepto si le concede\núnicamente derechos, en cuyo caso lo producirá desde que se adopte\",\ndisposición que necesariamente debe relacionarse con el numeral 204 inciso 1)\ndel mismo cuerpo normativo, que define el instrumento idóneo para comunicar\nactos de naturaleza genérica al señalar que: \"Se comunicarán por\npublicación los actos generales y por notificación, los concretos\".\n\nCOMUNICA:\n\n1°-Que el 14 de abril del 2023, el Área de Conservación\nTempisque y la empresa Stereocarto Centroamérica S. That by virtue of Ley N° 8905, IGN is established as a dependency of the Registro Nacional, which shall execute the contracts and agreements necessary for the exercise of its functions. Likewise, pursuant to Ley N° 59, IGN is \"the scientific and technical authority governing national cartography, charged with the execution of the Official Base Map and the Basic Geographic Description of the Republic of Costa Rica, as well as with studies, research, work, and the development of national policies of a cartographic, geographic, geodetic, geophysical, and similar nature related to said works, with the aim of supporting planning processes.\"\n\n2. That Ley N° 59 constitutes IGN on a permanent basis and, on behalf of the State, as the official authority on geodetic matters and on the spatial representation of the geography of the Republic of Costa Rica, its authority extending to activities of any kind that originate from the work entrusted to it.\n\n3. That pursuant to Article 62 of Decreto Ejecutivo N° 7841-P, Reglamento a la Ley sobre la Zona Marítimo Terrestre, dated December 16, 1977, and its amendments, IGN's competence to delimit the public zone of the ZMT and to make it official through publication in the Diario Oficial La Gaceta is recognized; Article 63 of Decreto Ejecutivo N° 7841-P states that \"IGN shall publish a notice in the Diario Oficial for each portion of the maritime-terrestrial zone in which it has demarcated the public zone.\"\n\n4. That Decreto Ejecutivo N° 36642-MP-MOPT-MINAET, Reglamento de Especificaciones para la Delimitación de la zona pública de la Zona Marítimo Terrestre, dated June 28, 2011, establishes in Article 18 that for the delimitation of the public zone of the ZMT, IGN may apply two methodologies as set forth in Articles 19 and 20, corresponding to the delimitation of the public zone of the ZMT through the placement of boundary markers (mojones) and/or through georeferenced digital delimitation (delimitación digital georreferenciada), with the aim of expediting delimitations and providing greater technical certainty to interested parties.\n\n5. That Decreto Ejecutivo N° 33797-MJ-MOPT, which declares CR05, linked to the International Terrestrial Reference Frame (ITRF2000) of the International Earth Rotation Service (IERS) for the measurement epoch 2005.83, as the official horizontal datum (datum horizontal) for Costa Rica, dated March 30, 2007, establishes, among other things, the CR05 National Horizontal Reference Geodetic Network and its associated cartographic projection CRTM05 as the official system to which the coordinates of all geodetic, cartographic, and cadastral work carried out in the country must be referenced, specifying in Article 11 that: \"The CR05 National Horizontal Reference Geodetic Network and the CRTM05 cartographic projection system shall constitute the sole official coordinate system for the Republic of Costa Rica, from which all surveying and cartographic and geodetic activities carried out in the National Territory by any public body, person, or private national or foreign entity must be referenced.\"; while Article 7 states that \"As cartographic data are produced in the new CRTM05 cartographic projection system, IGN shall publish through appropriate means that information which has been made official.\"\n\n6. That Decreto Ejecutivo N° 40962-MJP, Actualización del Sistema Geodésico de Referencia Horizontal Oficial para Costa Rica, dated January 24, 2018, declares in its Article 1 that \"The official horizontal geodetic reference system for Costa Rica, designated CR05 and materialized through the National Geodetic Network, changes its acronym to CRSIRGAS, as the official horizontal reference system for the Republic of Costa Rica, linked to the International Terrestrial Reference Frame ITRF2008 (IGb08), for the measurement epoch 2014.59, and going forward, changes and updates shall be governed by the new ITRF definitions implemented in the continental network of the Geocentric Reference System for the Americas (SIRGAS) known as SIRGAS-CON\"; and that Article 2 establishes that \"The CRTM05 cartographic projection system shall remain official for the cartographic representation of the national continental territory, extended—for the purposes of applying this cartographic projection—to the territorial sea baseline in the Pacific Ocean and the Caribbean Sea, this line being defined in accordance with Articles 5, 6, and 7 of the United Nations Convention on the Law of the Sea, as the starting point for computing the maximum breadth of all marine jurisdictional areas of the Costa Rican State.\"\n\nMoreover, Article 12 of the cited decree reinforces the application of the CRTM05 cartographic projection as the official national coordinate system to which references within the continental territory of our country must be made, by stating that \"The CRSIRGAS horizontal reference system and its associated CRTM05 cartographic projection for the continental territory extended to the territorial sea baseline, and the 'Universal Transverse Mercator' (UTM) cartographic projection, zones 16 and 17, for the marine and island jurisdictional areas in the Pacific Ocean and the Caribbean Sea, shall constitute the sole official coordinate system for the Republic of Costa Rica, from which all surveying and cartographic and geodetic activities carried out in the national territory by any public body, person, or private national or foreign entity that undertakes or contracts geodetic and cartographic work must be referenced, thereby contributing to the avoidance of public expenditure while providing reliable, uniform, and comparable geographic information that is of general utility and supports decision-making at the various levels of the State.\"\n\n7. That georeferencing to the national coordinate system as a mechanism for delimiting the public zone of the ZMT enables the correct delimitation of the public zone for the purposes of the preparation of regulatory plans, the endorsement of survey plans (planos de agrimensura), the granting of concessions (concesiones) in the Restricted Zone (Zona Restringida), and other aspects of coastal territorial planning.\n\n8. That the georeferenced digital information on the delimitation of the public zone of the ZMT held by IGN is called the Georeferenced Digital Geodatabase (Geodatabase Digital Georreferenciada, GDG) of IGN on the ZMT.\n\n9. That the GDG of IGN on the ZMT is technically grounded in the application of the regulations established by: a) Decreto Ejecutivo N° 7841-P, Reglamento a la Ley N° 6043 sobre la Zona Marítimo Terrestre; b) Decreto Ejecutivo N° 33797-MJ-MOPT, which declares CR05 and its associated cartographic projection CRTM05 as the official horizontal datum for Costa Rica; c) Decreto Ejecutivo N° 36642-MP-MOPT-MINAET, Reglamento de Especificaciones para la Delimitación de la zona pública de la Zona Marítimo Terrestre; and d) Decreto Ejecutivo N° 40962-MJP, Actualización del Sistema Geodésico de Referencia Horizontal Oficial para Costa Rica.\n\n10. That Article 16 of Ley N° 7575, Ley Forestal, dated February 13, 1996, and its amendments, establishes that MINAE shall demarcate on the ground the boundaries of the areas that form part of the State Natural Heritage (Patrimonio Natural del Estado, PNE).\n\n11. That Article 11 of Chapter I, General Provisions, of Ley N° 6043, establishes that the \"public zone also includes, regardless of its extent, all mangroves on the continental and island shorelines and tidal channels (esteros) of the national territory.\"\n\n12. That Decreto Ejecutivo N° 36786-MINAET, Manual para la clasificación de tierras dedicadas a la conservación de los recursos naturales dentro de la Zona Marítimo Terrestre en Costa Rica, dated August 12, 2011, establishes among its objectives \"To identify within the ZMT those lands that qualify as forests, lands of forest vocation (Class VII and VIII soils), and wetlands (mangroves, tidal channels, tidal inlets (rías), salt marshes (marismas), coastal lagoons (lagunas costeras), swamps (pantanos), flooded forests (bosques anegados), salt flats (salitrales)), in order to certify and incorporate them as part of the PNE.\"\n\n13. That Decreto Ejecutivo N° 36786-MINAET, under point III.—Competencies for Delimitation and Certification, establishes that \"The classification of lands within the ZMT shall be the responsibility of the Conservation Areas (Áreas de Conservación, AC) of SINAC and of private professionals duly accredited by the respective Professional Associations, to classify forests, lands of forest vocation (Class VII and VIII soils), (mangroves, tidal channels, tidal inlets, salt marshes, coastal lagoons, swamps, flooded forests, salt flats), and wetlands.\n\nThe validity of classification documents issued by private professionals shall be subject to the approval issued by the AC with territorial jurisdiction. The SINAC conservation areas with jurisdiction over the ZMT shall also be responsible for the verification, oversight, boundary determination (deslinde), and certification of PNE lands and protection zones (zonas de protección).\n\nThe location and delimitation of PNE areas within the ZMT must be carried out as part of the approval process for the Coastal Regulatory Plan (Plan Regulador Costero, PRC), as defined by Ley N° 6043, since the Plan Regulador Costero is the territorial planning instrument that defines and locates all zones to be granted as concessions within the ZMT and for the classification of the ZMT at the level of cadastral plans. Therefore, the Plan Regulador Costero must clearly and expressly indicate the PNE areas so that they are not counted in the total area available for concessions.\"\n\n14. That IGN used the georeferenced digital delimitation methodology to delimit the public zone of the ZMT of the mangrove located at Playa Negra, district 03° Veintisiete de Abril, canton 03° Santa Cruz, province 05° Guanacaste.\n\n15. That by means of official communication DDUR-DCT-IGN-633-09-2024, dated September 2, 2024, sent by the Municipality of Santa Cruz, Urban and Rural Development Directorate, Cadastre and Topography Department, the technical report on the delimitation of the public zone of the mangrove located at Playa Negra was submitted, and approval was granted for the field survey (levantamiento) and delimitation performed.\n\n16. That the delimitation of the public zone of the ZMT in the canton of Santa Cruz was carried out under the Cooperation Agreement between SINAC and the Municipality of Santa Cruz, and was executed through the contracting of the firm Stereocarto Centroamérica S. A., public tender (licitación) 2022LA-000021-0021000001, pursuant to official communications CTPR-SINAC_ACT-0043-10-2023 (DDUR-DCT-SINAC_ACT-0630-10-2023) dated October 10, 2023.\n\n17. That the georeferenced digital delimitation of the public zone corresponding to the mangrove at Playa Negra was carried out on April 14, 2023, by the Área de Conservación Tempisque (ACT) and the firm Stereocarto Centroamérica S. A., pursuant to official communication ACT-OSRSCC-906-2024 dated August 9, 2024.\n\n18. That by means of official communication DIG-GDF-007-2024-PU-INF-Informe revisión delimitación del manglar en Playa Negra, dated December 3, 2024, generated by the Topography Sub-process of the Geodesy and Geophysics Department of IGN, a technical review report was issued for the publication of the georeferenced delimitation of the public zone corresponding to the mangrove at Playa Negra in relation to the work carried out by SINAC-ACT, and the delimitation performed was technically validated for publication.\n\n19. That Article 140 of Ley N° 6227, Ley General de la Administración Pública, states that \"an administrative act shall take effect after it has been communicated to the affected party, except where it grants rights exclusively, in which case it shall take effect from the time it is adopted\"—a provision that must necessarily be read in conjunction with Article 204, paragraph 1, of the same body of law, which defines the appropriate instrument for communicating acts of a general nature by stating that: \"General acts shall be communicated by publication and specific acts by notification.\"\n\nHEREBY COMMUNICATES:\n\n1°. That on April 14, 2023, ACT and the firm Stereocarto Centroamérica S. A. carried out the fieldwork for the georeferenced digital delimitation, referenced to the national coordinate system, of the public zone of the mangrove located at Playa Negra, district 03° Veintisiete de Abril, canton 03° Santa Cruz, province 05° Guanacaste.\n\n2°. IGN publishes the georeferenced digital delimitation of the public zone of the ZMT corresponding to the mangrove located at Playa Negra, district 03° Veintisiete de Abril, canton 03° Santa Cruz, province 05° Guanacaste, based on the Reglamento de Especificaciones para la Delimitación de la zona pública de la Zona Marítimo Terrestre and the methodology used and validated by ACT.\n\n3°. That the delimited public zone corresponding to the mangrove located at Playa Negra, district 03° Veintisiete de Abril, canton 03° Santa Cruz, province 05° Guanacaste, is established in accordance with official communications DIG-GDF-007-2024-PU-INF-Informe revisión delimitación del manglar en Playa Negra dated December 3, 2024, generated by the Topography Sub-process of the Geodesy and Geophysics Department of IGN, and official communications DDUR-DCT-IGN-633-09-2024 dated September 2, 2024, and ACT-OSRSCC-906-2024 dated August 9, 2024, issued by the Municipality of Santa Cruz and ACT, respectively.\n\n4°. The official technical data from the georeferenced digital delimitation of the public zone corresponding to the mangrove located at Playa Negra, district 03° Veintisiete de Abril, canton 03° Santa Cruz, province 05° Guanacaste, have been recorded in the Georeferenced Digital Geodatabase of the ZMT of IGN in a vector shapefile format, under the code: ZONA PÚBLICA-MOJONES.\n\n7°.
