Que el artículo\n29 de la Ley de Fomento a la Producción Agropecuaria, FODEA y Orgánica del MAG,\nLey N.º 7064 del 29 de abril de 1987, dispone la creación de una instancia\ninstitucional idónea para la dirección, planificación, coordinación, ejecución,\ncontrol y evaluación de las actividades públicas, denominada Sector\nAgropecuario, dirigido y coordinado por el Ministro de Agricultura y Ganadería,\ncomo medio para fortalecer y agilizar el sistema de dirección y planificación\nnacional, así como para coadyuvar en la coordinación de las actividades del\nGobierno y sus instituciones.\n\nII. Que el\ncambio climático y otros factores ambientales han generado un impacto negativo\nen las poblaciones de polinizadores, afectando directamente la biodiversidad y\nla seguridad alimentaria.\n\nIII. Que las\ncolmenas de abejas Apis mellifera, además de ser\nfundamentales para la producción apícola, son indicadores clave de la salud de\nlos ecosistemas y de otros polinizadores.\n\nIV. Que la\nconservación de los polinizadores es esencial para mantener la estabilidad de\nlos ecosistemas y garantizar la producción de alimentos, por lo que es\nnecesario promover medidas y estrategias para su protección y manejo sostenible.\n\nV. Que el I\nCongreso Centroamericano y del Caribe para la Conservación de los Polinizadores\nrepresenta una oportunidad para la investigación, el intercambio de\nconocimientos y la colaboración regional en torno a la preservación de los\npolinizadores y la mitigación de los efectos del cambio climático.\n\nVI. Este evento busca\nestablecer un nuevo paradigma en la conservación de los polinizadores mediante\nla incorporación de conceptos actualizados que impulsen el progreso y la\nsostenibilidad ambiental, representa además proyección internacional, al\nposicionar a Costa Rica como un referente en la protección de los polinizadores\ny en la aplicación de estrategias innovadoras para su conservación.\n\nVII. Que, como\nparte del congreso, se abordarán temas fundamentales como el impacto del cambio\nclimático en las poblaciones de polinizadores, estrategias de manejo y\nconservación, y el uso de tecnologías innovadoras para la protección de estas\nespecies clave.\n\nVIII. Que la\nparticipación de especialistas, productores, investigadores y representantes\ndel sector ambiental y agropecuario en este congreso fomenta la colaboración y\nla implementación de buenas prácticas que contribuyan a la mitigación de los\nimpactos ambientales y al fortalecimiento de la biodiversidad.\n\nIX. That the\nconservation of pollinators is essential to maintain the stability of\necosystems and guarantee food production, which is why it is\nnecessary to promote measures and strategies for their protection and sustainable management.\n\nV. That the I\nCentral American and Caribbean Congress for the Conservation of Pollinators\nrepresents an opportunity for research, the exchange of\nknowledge, and regional collaboration concerning the preservation of\npollinators and the mitigation of the effects of climate change.\n\nVI.
