Se\ndeclara de interés público el desarrollo turístico, ecológico, deportivo y\ncultural en la Zona de los Santos, que comprende los cantones de Tarrazú, León\nCortés, Dota y los distritos de Frailes y San Cristóbal del cantón de\nDesamparados, pertenecientes a la provincia de San José, para lo cual el\nEstado, por medio de sus instituciones de públicas, podrá promover el\ndesarrollo de la infraestructura y las inversiones de turismo en la zona, bajo\nun esquema desarrollo sostenible y un manejo adecuado del ambiente, que\nfortalezcan la condición social y económica de este cantón.\n\nAsimismo, el Estado, por medio de sus\ninstituciones, podrá apoyar y promover todas las iniciativas que promuevan el\ndesarrollo local y las actividades de las micro, pequeñas, medianas y grandes\nempresas de los habitantes vinculados al desarrollo turístico, bajo un esquema\nde desarrollo sostenible.\n\nARTÍCULO 3- Participación del Estado. El Estado\napoyará las iniciativas de desarrollo local y las actividades de las micro,\npequeñas y medianas empresas vinculadas al desarrollo turístico, ecológico,\ndeportivo y cultural, buscando mantener, proteger y potenciar el patrimonio y\nlos bienes culturales en la zona.\n\nARTÍCULO 4- Coordinación interinstitucional. Se\nfaculta a las municipalidades de Tarrazú, Dota, León Cortés y Desamparados, por\nmedio de las sindicaturas correspondientes a los distritos de San Cristóbal y\nFrailes, para liderar el proceso de coordinación interinstitucional que permita\nimplementar la presente ley, a fin de dinamizar y potencializar el desarrollo\nturístico en la región y las herramientas necesarias con los entes u órganos\npúblicos según su ámbito de competencia, de conformidad con las disposiciones\ndel plan de organización territorial del cantón respectivo y la normativa\nmunicipal respectiva.\n\nARTÍCULO 5- Apoyos municipales. Las municipalidades\nde los cantones de Tarrazú, Dota, León Cortés y Desamparados podrán promover el\nuso de inmuebles con potencial de desarrollo ecoturístico, con aquellos\npropietarios, públicos o privados, presentes en la zona.\n\nAsimismo,\npodrán estimular y gestionar, ante la banca pública o privada, programas de\nfinanciamiento requeridos para la implementación de las actividades de\necoturismo, de acuerdo con los términos de la presente ley.   "body_en_text": "in the entirety of the text\n\n                    -\n\n                        Full Text of Law 10696\n\n                        Declaration of public interest for the tourist, ecological,\nsports and cultural development of the Los Santos zone\n\nNo. 10696\n\nTHE LEGISLATIVE ASSEMBLY\n\nOF THE REPUBLIC OF COSTA RICA\n\nDECREES:\n\nDECLARATION OF PUBLIC INTEREST FOR THE TOURIST, ECOLOGICAL,\nSPORTS\n\nAND CULTURAL DEVELOPMENT OF THE LOS SANTOS ZONE\n\nARTICLE 1- Purpose. The purpose of this law is to declare of\npublic interest the tourist, ecological, sports and cultural development of the\nregion comprising the cantons of Tarrazú, León Cortés, Dota and the districts\nof Frailes and San Cristóbal of the canton of Desamparados, belonging to the province\nof San José, in order to promote the economic and social development of the\nregion, as well as to foster and guarantee comprehensive development, taking advantage of the\nvaluable natural, historical and cultural resources that contribute to\nsocial development in a balanced manner with the environment.\n\nARTICLE 2- Declaration of public interest. The\ntourist, ecological, sports and cultural development in the Los Santos Zone, comprising the cantons of Tarrazú, León\nCortés, Dota and the districts of Frailes and San Cristóbal of the canton of\nDesamparados, belonging to the province of San José, is declared of public interest, for which purpose the\nState, through its public institutions, may promote the\ndevelopment of infrastructure and tourism investments in the zone, under\na sustainable development scheme and proper environmental management, that\nstrengthen the social and economic condition of this canton.\n\nLikewise, the State, through its\ninstitutions, may support and promote all initiatives that foster\nlocal development and the activities of micro, small, medium and large\nenterprises of the inhabitants linked to tourist development, under a\nsustainable development scheme.\n\nARTICLE 3- State Participation. The State\nshall support local development initiatives and the activities of micro,\nsmall and medium enterprises linked to tourist, ecological,\nsports and cultural development, seeking to maintain, protect and enhance the heritage and\ncultural assets in the zone.\n\nARTICLE 4- Inter-institutional Coordination. The\nmunicipalities of Tarrazú, Dota, León Cortés and Desamparados are empowered, through the corresponding district councils (sindicaturas) of the districts of San Cristóbal and\nFrailes, to lead the inter-institutional coordination process that allows\nthe implementation of this law, in order to energize and maximize\ntourist development in the region and the necessary tools with public entities or bodies\naccording to their scope of competence, in accordance with the provisions\nof the territorial organization plan of the respective canton and the respective\nmunicipal regulations.\n\nARTICLE 5- Municipal Support. The municipalities\nof the cantons of Tarrazú, Dota, León Cortés and Desamparados may promote the\nuse of properties with ecotourism development potential, with those\nowners, public or private, present in the zone.\n\nLikewise,\nthey may stimulate and manage, before public or private banks, financing\nprograms required for the implementation of\necotourism activities, in accordance with the terms of this law.
