El Concejo Municipal de Distrito de Cervantes deberá realizar una\nadecuada campaña de divulgación, para informar a los usuarios sobre la\nposibilidad de acogerse a la condonación, promoviendo la transparencia y\nparticipación ciudadana.\n\nARTÍCULO 5- Plazo de\neficacia. El plazo de eficacia de la condonación será determinado por el\nConcejo Municipal de Distrito de Cervantes, considerando sus necesidades\nfinancieras y la realidad económica de la población local. Se establecerá un\nperiodo suficiente para que los usuarios puedan beneficiarse de la medida.\n\nARTÍCULO 6- Beneficios\nadicionales.   "body_en_text": "in the entirety of the text\n\n-\n\nComplete Text of Law 10782\n\nAuthorization for the Municipality of Alvarado to forgive debts, principal, interest, fines, and other obligations on accounts pending collection for the water service of the aqueduct, under the administration of the District Municipal Council of Cervantes\n\nNo. 10782\n\nTHE LEGISLATIVE ASSEMBLY OF THE REPUBLIC OF COSTA RICA\n\nDECREES:\n\nAUTHORIZATION FOR THE MUNICIPALITY OF ALVARADO TO FORGIVE DEBTS, PRINCIPAL, INTEREST, FINES, AND OTHER OBLIGATIONS ON ACCOUNTS PENDING COLLECTION FOR THE WATER SERVICE OF THE AQUEDUCT, UNDER THE ADMINISTRATION OF THE DISTRICT MUNICIPAL COUNCIL OF CERVANTES\n\nARTICLE 1- Objective of this law. This law seeks to be an effective tool to guarantee equitable access to potable water, alleviate the economic burden on citizens, and contribute to the financial stability of the District Municipal Council of Cervantes.\n\nARTICLE 2- Authorization for forgiveness. The Municipality of Alvarado is authorized to forgive the entirety of the debts, principal, interest, fines, and other obligations, on accounts pending collection for the water service of the aqueduct under the administration of the District Municipal Council of Cervantes.\n\nARTICLE 3- Conditions for forgiveness. The forgiveness shall be effective only if the users meet specific requirements that will be established by the District Municipal Council of Cervantes, ensuring equity and justice in the process. Situations of economic vulnerability, medical emergencies, or other circumstances that justify the forgiveness may be considered.\n\nARTICLE 4- Public awareness campaign. The District Municipal Council of Cervantes shall conduct an adequate public awareness campaign to inform users about the possibility of availing themselves of the forgiveness, promoting transparency and citizen participation.\n\nARTICLE 5- Effective period. The effective period of the forgiveness shall be determined by the District Municipal Council of Cervantes, considering its financial needs and the economic reality of the local population. A sufficient period shall be established so that users may benefit from the measure.\n\nARTICLE 6- Additional benefits. The Municipality of Alvarado is authorized to establish additional benefits, such as flexible payment programs, tariff adjustments, or exemptions, in order to facilitate compliance with the obligations related to the use of the aqueduct.\n\nARTICLE 7- Implementation.
