Ambos planes deberán incorporar también las\niniciativas, acciones, actividades y propuestas para mitigar el efecto del cambio\nclimático, la protección del ambiente y la conservación de la biodiversidad.\n\nEstos planes constituyen la\nbase del proceso presupuestario de las municipalidades.\n\nArtículo 17- Corresponden a\nla persona titular de la alcaldía las siguientes atribuciones y obligaciones:\n\ne) Antes de entrar en\nposesión de su cargo, presentar, al concejo municipal, un programa de gobierno\nbasado en un diagnóstico de la realidad del cantón. Este debe incorporar la\nperspectiva de género, el enfoque de derechos humanos y el principio de no\ndiscriminación por motivos de sexo o por cualquier otra condición.\n\nDeberá contener, además,\nacciones, propuestas, medidas y políticas para la protección del ambiente, la\nbiodiversidad, la mitigación y adaptación a los efectos del cambio climático e\niniciativas que contribuyan a la restauración del equilibrio de la ecosfera\nterrestre.\n\nEste programa de gobierno\ndeberá ser difundido a las diferentes organizaciones y a las personas vecinas\ndel cantón, y deberá estar disponible en el sitio web del respectivo ente\nmunicipal.\n\nArtículo 49- En la sesión\ndel concejo posterior inmediata a la instalación de sus miembros, quien ocupa\nla presidencia nombrará a las personas integrantes de las comisiones\npermanentes, cuya conformación podrá variarse anualmente.\n\nCada concejo integrará,\ncomo mínimo, nueve comisiones permanentes: Hacienda y Presupuesto, Obras\nPúblicas, Asuntos Sociales, Gobierno y Administración, Asuntos Jurídicos,\nAsuntos Ambientales y Cambio Climático, Asuntos Culturales, Condición de la\nMujer y de Accesibilidad (Comad) y la de Seguridad. Al integrarlas, se\nprocurará que participen en ellas todos los partidos políticos representados en\nel concejo municipal y sus integrantes serán escogidos de entre los regidores propietarios\ny suplentes. La Comisión Permanente de Seguridad podrá tener, en calidad de\npersonas asesoras, a personas funcionarias de las fuerzas de policías presentes\nen el cantón, a miembros de la sociedad civil y de asociaciones comunales.\n\nPodrán existir las\ncomisiones especiales que decida crear el concejo. La persona que ejerce la\npresidencia municipal se encargará de integrarlas respetando el principio\nconstitucional de paridad de género en su conformación.\n\nCada comisión especial\nestará integrada al menos por tres miembros: dos deberán ser escogidos de entre\nlas personas regidoras propietarias y suplentes. The texts are as follows:\n\nArticle 13- The powers of the Council are:\n\n( ... )\n\nl) Approve the municipal development plan and the annual operational plan prepared by the officeholder of the mayor's office, based on their government program and incorporating therein the diversity of needs and interests of the population to promote gender equality and equity. Both plans must also incorporate initiatives, actions, activities, and proposals to mitigate the effect of climate change, protect the environment, and conserve biodiversity.\n\nThese plans constitute the basis of the budgetary process of the municipalities.\n\nArticle 17- The following powers and obligations correspond to the officeholder of the mayor's office:\n\ne) Before taking possession of their office, present to the municipal council a government program based on a diagnosis of the canton's reality. This must incorporate the gender perspective, the human rights approach, and the principle of non-discrimination on grounds of sex or any other condition.\n\nIt must also contain actions, proposals, measures, and policies for the protection of the environment, biodiversity, the mitigation of and adaptation to the effects of climate change, and initiatives that contribute to the restoration of the equilibrium of the terrestrial ecosphere.\n\nThis government program must be disseminated to the different organizations and to the residents of the canton, and must be available on the website of the respective municipal entity.\n\nArticle 49- In the council session immediately following the installation of its members, the person occupying the presidency shall appoint the members of the permanent committees, whose composition may be varied annually.\n\nEach council shall constitute, at a minimum, nine permanent committees: Finance and Budget, Public Works, Social Affairs, Government and Administration, Legal Affairs, Environmental Affairs and Climate Change, Cultural Affairs, Women's Status and Accessibility (Comad), and Security. When constituting them, an effort shall be made to ensure that all political parties represented on the municipal council participate in them, and their members shall be chosen from among the proprietary and alternate council members (regidores). The Permanent Security Committee may have, as advisors, officials from the police forces present in the canton, members of civil society, and community associations.\n\nThere may be special committees that the council decides to create. The person exercising the municipal presidency shall be responsible for constituting them respecting the constitutional principle of gender parity in their composition.\n\nEach special committee shall be composed of at least three members: two must be chosen from among the proprietary and alternate council members (regidores). Proprietary and alternate district representatives (síndicos) may be members of them; the latter shall have voice and vote.\n\nMunicipal officials and private individuals may participate in the sessions as advisors.\n\nIn each municipality, a Cantonal Committee for Young Persons shall be formed, which is considered a permanent committee of the municipality, composed in accordance with the provisions of Law 8261, Law for Young Persons, of May 2, 2002, and its regulations.\n\nIt shall be effective upon its publication.\n\nGiven in the Presidency of the Republic, San José, on the thirteenth day of November of the year two thousand twenty-five."
