  "body_en_text": "DECLARES DISASTER ZONE THE PROVINCE OF LIMÓN AND THE CANTON OF TURRIALBA\n\nEXECUTIVE DECREE No. 21\n\nTHE PRESIDENT OF THE REPUBLIC\n\nAND THE MINISTER OF PUBLIC WORKS AND TRANSPORT\n\nIn use of the powers conferred upon them by the Political Constitution, the General Law of Public Administration, and the National Emergency Law, No. 4374 of August 14, 1969,\n\nWHEREAS:\n\n1º—That the intense and prolonged rains that have fallen in the Atlantic watershed of the national territory have caused serious damage to public and private property, placing in imminent danger the life and safety of the inhabitants, as well as the economic stability of vast areas of the province of Limón and the canton of Turrialba.\n\n2º—That the magnitude of the damage caused requires the adoption of urgent measures to address the emergency situation and to proceed with the rehabilitation and reconstruction of the affected areas.\n\nTHEREFORE,\n\nTHEY DECREE:\n\nArticle 1º—A state of national emergency is declared, for the purpose of a disaster zone, in the territory comprising the province of Limón and the canton of Turrialba, as a consequence of the floods and landslides caused by the heavy rains.\n\nArticle 2º—The institutions and dependencies of the State, as well as the Municipalities of the affected areas, shall lend their full cooperation to the National Emergency Committee for the prompt and effective attention of the emergency and the subsequent rehabilitation and reconstruction tasks.\n\nArticle 3º—This decree is issued without prejudice to the provisions of the National Emergency Law and its Regulations.\n\nArticle 4º—This decree shall take effect from its publication in the Official Gazette.\n\nGiven in the Presidential House, San José, on the tenth day of April, nineteen hundred and seventy."
