"summary_en": "This law establishes the special legal regime for the Maritime-Terrestrial Zone (ZMT), defined as the 200-meter wide strip along Costa Rica's coasts measured from the ordinary high tide line. The law declares the ZMT as public domain, making it inalienable and imprescriptible state property. It regulates the use, exploitation, and concession of this strip, distinguishing between the Public Zone (the first 50 meters, which are inalienable) and the Restricted Zone (the remaining 150 meters) where concessions may be granted for tourist, commercial, or residential activities, subject to the prior adoption of a Regulatory Plan. The law sets forth the competencies of the respective municipality, the Costa Rican Tourism Board (ICT), and the Land and Colonization Institute (ITCO) in the administration and control of the zone.",
