  "body_es_text": "en la totalidad del texto\n\n                    -\n\n                        Texto Completo Norma 28917\n\n                        Modifica Gasto Presupuestario y Efectivo para Año 2000 de INCOPESCA\n\nN° 28917-H\n\nEL PRESIDENTE DE\nLA REPÚBLICA\n\nY EL MINISTRO DE HACIENDA\n\nCon fundamento en las atribuciones que les confieren\nlos incisos 3) y 18) del numeral 140 de\nla Constitución\n Política, artículos 26 y 27 de\nla Ley General de\nla\n Administración Pública, y Ley N° 7384 del 16 de marzo de 1994.\n\nConsiderando:\n\n1°—Que mediante Ley N°\n7384 del 16 de marzo de 1994, se creó el Instituto Costarricense de\nPesca y Acuacultura (INCOPESCA) con el objetivo de proponer el programa\nnacional para el desarrollo de la pesca y la acuacultura, controlar la pesca y\nla caza d'J especies marinas en las aguas jurisdiccionales,\ndictar las medidas tendientes a la conservación, el fomento, el cultivo\ny el desarrollo de la llora y la fauna marinas y de la acuacultura, y regular\nel abastecimiento de la actividad pesquera.\n\n2°—Que para implementar las\npolíticas, planes, programas y provectos destinados al sector pesca y\nacuacultura, se fírmó un Convenio de\nCooperación Interinstitucional entre el INCOPESCA y MIDEPLAN, para el financiamiento\ndel Proyecto de Ampliación y Construcción de la\n\nTerminal\nde Multiservicios Pesqueros en Puntarenas, cuyo financiamiento\nrequiere ser incorporado en el presupuesto vigente del Instituto.\n\n3°—Que mediante el Decreto Ejecutivo N° 28046-H, publicado en\nLa Gaceta N° 191 del 19 de agosto de 1999,\nla Autoridad Presupuestaria\nformuló las Directrices Generales de Política Presupuestaria para\nel año 2000, las cuales fueron conocidas por el Consejo de Gobierno y debidamente\naprobadas por el Presidente de\nla República, estableciendo los limites de\ngasto presupuestario y de gasto efectivo del presente año, para las entidades\ncubiertas por el ámbito del mencionado Órgano Colegiado.\n\n4°—Que para culminar la ejecución\ndel Proyecto de Ampliación y Construcción de\nla Terminal de Multiservicios Pesqueros en Puntarenas, es necesario\nampliar al INCOPESCA los límites de gasto presupuestario y efectivo del 2000.\nPor tanto,\n\nDECRETAN:\n\nArtículo 1°—Modificase para el\nInstituto Costarricense de Pesca y Acuacultura, los límites de gasto\npresupuestario y efectivo para el año 2000, establecidos en el Decreto\nEjecutivo N° 28046-H. de manera que el gasto\npresupuestario y el gasto efectivo total no excedan la suma de (₡699.0 millones,\nen ese período.\n\nArtículo\n2°-Rige a partir de su publicación.\n\nDado\nen\n\nla Presidencia\n de\n\nla República.-San\n José, a los veintiún días del mes de agosto del dos mil.",
  "body_en_text": "in the entirety of the text\n\n                    -\n\n                        Full Text of Norm 28917\n\n                        Modifies Budgetary and Effective Expenditure for the Year 2000 of INCOPESCA\n\nNo. 28917-H\n\nTHE PRESIDENT OF\nTHE REPUBLIC\n\nAND THE MINISTER OF FINANCE\n\nBased on the powers granted to them by\nsubsections 3) and 18) of numeral 140 of\nthe Political Constitution, Articles 26 and 27 of\nthe General Law of\nPublic Administration, and Law No. 7384 of March 16, 1994.\n\nConsidering:\n\n1.—That through Law No.\n7384 of March 16, 1994, the Costa Rican Institute of\nFisheries and Aquaculture (INCOPESCA) was created with the objective of proposing the national\nprogram for the development of fisheries and aquaculture, controlling fishing and\nthe hunting of marine species in jurisdictional waters,\nissuing measures aimed at the conservation, promotion, cultivation\nand development of marine flora and fauna and aquaculture, and regulating\nthe supply of the fishing activity.\n\n2.—That to implement the\npolicies, plans, programs and projects intended for the fisheries and\naquaculture sector, an Inter-institutional Cooperation Agreement was signed between INCOPESCA and MIDEPLAN, for the financing\nof the Project for the Expansion and Construction of the\n\nFisheries Multiservice Terminal in Puntarenas, whose financing\nneeds to be incorporated into the Institute's current budget.\n\n3.—That through Executive Decree No. 28046-H, published in\nLa Gaceta No. 191 of August 19, 1999,\nthe Budgetary Authority\nissued the General Budgetary Policy Guidelines for\nthe year 2000, which were known by the Government Council and duly\napproved by the President of\nthe Republic, establishing the limits of\nbudgetary expenditure and effective expenditure for the current year, for the entities\ncovered by the scope of the aforementioned Collegiate Body.\n\n4.—That to complete the execution\nof the Project for the Expansion and Construction of\nthe Fisheries Multiservice Terminal in Puntarenas, it is necessary\nto expand the budgetary and effective expenditure limits for the year 2000 for INCOPESCA.\nTherefore,\n\nTHEY DECREE:\n\nArticle 1.—The budgetary and effective expenditure limits for the year 2000, established in Executive Decree No. 28046-H, are modified for the Costa Rican Institute of Fisheries and Aquaculture, so that the total budgetary expenditure and total effective expenditure do not exceed the sum of ₡699.0 million, in that period.\n\nArticle\n2.—It shall be effective as of its publication.\n\nIssued at\n\nthe Presidency of\n\nthe Republic.—San\n José, on the twenty-first day of August two thousand."
