Las\njuntas de educación de los centros públicos de enseñanza primaria y secundaria,\nestarán obligadas a pagar la tarifa mensual especial que, por concepto del pago del agua,\nfije la Autoridad Reguladora de Servicios Públicos (ARESEP), siempre y cuando cumplan con\nlos requisitos de esta ley.\n\nARTÍCULO 2.- Requisitos. De comprobarse alguna\nfuga o desperdicio de agua causado por negligencia en el mantenimiento del sistema de\ndistribución o el control del consumo, la junta de educación deberá pagar, a la\ninstitución que abastece el servicio de agua, una multa hasta de diez veces la tarifa\nbásica mensual especial que, por el pago del agua, determine la ARESEP.\n\nARTÍCULO 4.- Reglamento. The boards of education (juntas de educación) of public primary and secondary education centers shall be obligated to pay the special monthly rate that, for water service payment, is set by the Public Services Regulatory Authority (Autoridad Reguladora de Servicios Públicos, ARESEP), provided they comply with the requirements of this law.\n\nARTICLE 2.- Requirements. To access the benefits established in this law, the boards of education of public primary and secondary education centers must:\n\na) Submit a written application to the public institution responsible for providing them with water service.\n\nb) Sign a contract with the respective public institution, committing to maintain the potable water distribution system, the good condition of pipes and water access faucets, as well as the control of consumption by the educational center.\n\nARTICLE 3.- Fine. If any leak or water waste is verified, caused by negligence in the maintenance of the distribution system or the control of consumption, the board of education must pay, to the institution supplying the water service, a fine of up to ten times the special basic monthly rate that ARESEP determines for water service payment.\n\nARTICLE 4.- Regulation. The public entity responsible for distributing water shall draft the respective regulation, for which it shall consider the principles of due process.\n\nARTICLE 5.- Forgiveness. Institutions providing water service are authorized to forgive, on a one-time basis, the obligations that boards of education of public primary and secondary education centers have incurred and are overdue, for the monthly potable water service payment, up to the publication of this law.\n\nFor budget liquidation purposes, the creditor public institution shall proceed to write off the amount owed.\n\nIt shall become effective upon its publication."
