Assigns to the Coast Guard Service Active Assets and Material and Human Resources Assigned to Maritime\nSurveillance\n\nNo. 28845-SP\n\n \n\n \n\nTHE PRESIDENT OF THE REPUBLIC\n\nAND THE MINISTER OF GOVERNANCE AND\nPOLICE,\n\nAND PUBLIC SECURITY\n\n \n\n \n\nExercising the powers conferred in\nsubsections 3) and 18) of the Political Constitution, and in the General Police\nLaw No. 7410.\n\n \n\n \n\nConsidering:\n\n \n\n \n\nI.—That in order to guarantee\ngreater efficiency in the service provided by the Ministry of Public\nSecurity, it is necessary to seek the maximum utilization of the\nhuman and material resources available to this Ministry.\n\nII.—That\nArticles Nos. 9, 35, and 37 of the Regulation on the Organization of\nPolice Forces Attached to the Ministry of Public Security, Decree\nNo. 23881-SP, establish that the Department of Maritime Surveillance,\nattached to the Border Police, has as its principal function\nproviding security for the country in its territorial waters and adjacent\nmaterials, in addition to monitoring and safeguarding the\nmaritime borders of the country.\n\nIII.—That Law No. 8000\ncreates the National Coast Guard Service, as a police body of the Public\nForce specialized in safeguarding territorial waters, the\ncontinental shelf, the insular shelf, and the seas adjacent to the\nCosta Rican State; which depends directly on the Ministry of Public\nSecurity. Therefore,\n\n \n\n \n\nTHEY DECREE:\n\n \n\n \n\nArticle 1.—To repeal\nArticles Nos. 35, 36, and 37 of the Regulation on the Organization of\nPolice Forces attached to the Ministry of Public Security, Decree\nNo. 23881-SP, insofar as the functions of the Department of Maritime\nSurveillance, in accordance with Law No. 8000, correspond to the National\nCoast Guard Service.\n\nArticle 2.—To assign to the National Coast Guard Service all the\nassets, as well as the material capital and human resources that were\nassigned to the Department of Maritime Surveillance.\n\nArticle\n3.—This Decree shall enter into force upon its publication.\n\n           \n\nGiven\nat the Office of the President of the Republic.—San José, on the twelfth day of\nJuly of the year two thousand."
