Tendrán la garantía\n\n\n\n\n\nplena del Estado y estarán exentos, lo mismo que sus cupones de intereses,\n\n\n\n\n\nde todo impuesto presente y futuro. Devengarán intereses del ocho por\n\n\n\n\n\nciento (8%) anual, pagaderos por trimestres vencidos el día primero de\n\n\n\n\n\ncada uno de los meses de enero, abril, julio y octubre, a partir de 1º de\n\n\n\n\n\nabril de 1978. Tendrán una cuota fija para intereses y fondo de\n\n\n\n\n\namortización y se redimirán trimestralmente por medio de sorteos. The acquisition of properties shall be carried out, following appraisal by the Direct Taxation General Directorate, either by expropriation or by direct purchase, as established by the Forestry Law (Ley Forestal).\n\nArticle 5.— Within the area of this park, the following is prohibited:\n\na) Felling trees and extracting plants, flowers, or any other object of plant origin.\n\nb) Hunting or disturbing wild animals.\n\nc) Causing damage to recreational facilities and existing water catchment structures.\n\nThe Municipality of Grecia is likewise authorized to establish other prohibitions necessary for the protection of the area's resources and for the safety of visitors.\n\nArticle 6.— To ensure surveillance and order within the park, the inclusion of three new \"Guarda 2\" positions in the National Parks Service, within the 1978 Extraordinary Budget, is ordered.\n\nArticle 7.— The Costa Rican Tourism Institute, together with the Integral Development Association of Tacares de Grecia, shall be in charge of the tourist operation of the park, subject to an agreement with the National Parks Service.\n\nArticle 8.— For the purchase of land and development of the zone declared a park by this law, the Executive Branch is authorized to issue, through the Ministry of Finance, instruments backed by the Public Treasury up to the sum of five million colones (¢ 5,000,000.00), in accordance with the following provisions:\n\na) The instruments shall bear the date of enactment of this law and shall be called \"Los Chorros Recreational Park Bonds.\" They shall have the full guarantee of the State and shall be exempt, as shall their interest coupons, from all present and future taxes. They shall bear interest at eight percent (8%) per annum, payable on a quarterly arrears basis on the first day of each of the months of January, April, July, and October, commencing April 1, 1978. They shall have a fixed installment for interest and amortization fund and shall be redeemed quarterly by means of drawings. Their term shall be twenty (20) years, but the State reserves the right to make extraordinary amortizations, at any time, by means of drawings, and to call for payment, at par, of the total bonds issued.\n\nb) The instruments referred to in the preceding subparagraph shall be issued in a single series for the total amount of the issuance.\n\nc) The necessary sum for the amortization and interest service of the debt authorized by this law shall be included annually in the Ordinary Budget of the Republic.\n\nd) The Central Bank of Costa Rica shall be responsible, as Fiscal Agent, for the servicing and payment of the bonds and interest coupons referred to in this law, as well as for the accounting management thereof, all in accordance with the provisions of Article 120 of its Organic Law.\n\nThe Central Bank shall only be obligated to service these securities when the funds necessary for that purpose are transferred to it.\n\ne) The banks of the National Banking System and the Autonomous Institutions are authorized to purchase, as an investment, the Bonds referred to in this law, which shall be considered first-class transferable securities, with absolute security and liquidity.\n\nArticle 9.— The instruments indicated in the preceding article (8) shall be delivered to the Municipality of Grecia, which may petition the General Forestry Directorate of the Ministry of Agriculture and Livestock for the inclusion, under the forest regime (régimen forestal), of the lands necessary to guarantee the quality of the waters that reach this Recreational Park.\n\nIn the event of refusal by the owners to accept the forest regime (régimen forestal), the Municipality of Grecia may request the respective expropriation from the Forestry Directorate. For this purpose, this municipality shall transfer the necessary funds, originating from the bond issuance indicated in the preceding article, to the Forestry Directorate.
