las facultades que les confieren los incisos 3) y\n18) del artículo 140 de la Constitución Política y la Ley Nº 7064 del 29 de abril de\n1987.\n\nConsiderando:\n\n1º—Que en la Ley de Fomento a la Producción Agropecuario, N°\n7064 de 29 de abril de 1987, se establece la Creación del Sector Agropecuario, como apoyo\nal desarrollo agropecuario nacional.\n\n2º—Que el artículo 34 de la Ley N° 7064, establece la\nSecretaría Ejecutiva de Planificación Sectorial Agropecuaria (SEPSA), a la que le\ncorresponde asesorar, elaborar y evaluar los planes, programas, proyectos y propuestas, de\nconformidad con los lineamientos contenidos en el marco de referencia política\nestablecida por el propio Ministro de Agricultura y Ganadería, con la Ley de\nPlanificación Nacional y otras disposiciones legales conexas.\n\n3º—Que el nuevo entorno en que se desenvuelve la economía en\ngeneral y especialmente el Sector Agropecuario y el nuevo rol de las instituciones del\nsector, hace necesario replantear el funcionamiento y la estructura operativa de la\nSecretaría Ejecutiva de Planificación Sectorial Agropecuaria y de sus áreas\nestratégicas.\n\n4º—Que las tareas de formulación, seguimiento, evaluación y\nanálisis de políticas, planificación estratégica, cooperación internacional,\nprospección y análisis de coyuntura e información estratégica deben ser prioritarias\npara SEPSA, ya que con la ejecución de éstas podrá anticiparse a los cambios e\nintroducir ajustes en las estrategias productivas y comerciales del sector. Por tanto,\n\nDecretan:\n\nDE LA SECRETARIA EJECUTIVA DE PLANIFICACIÓN\n\nSECTORIAL AGROPECUARIA\n\nDe su constitución y funciones\n\nArtículo 1º—La Misión de la Secretaría es Asesorar\ntécnicamente al Ministro Rector del Sector Agropecuario y a las autoridades sectoriales\nen la conducción eficiente y eficaz del desarrollo agropecuario nacional, con una visión\nrenovada de la agricultura bajo los principios de competitividad, sostenibilidad y equidad\ny considerando los cambios en el entorno nacional e internacional.\n\nDe sus funciones\n\nArtículo 2º—SEPSA desempeñará las siguientes funciones\ngenerales:\n\na) Conducir en forma integrada y participativa el proceso de\n formulación, difusión, inducción, seguimiento y evaluación de las políticas\n sectoriales agropecuarias y por actividad productiva, así como el análisis, el\n seguimiento y la evaluación de los recursos internos y externos que facilitan la\n aplicación de las políticas agropecuarias.\n\nb) Brindar una visión actualizada y prospectiva de la evolución del\n Sector Agropecuario en todos los ámbitos, con el fin de proporcionar suficientes\n elementos al Ministro Rector para la conducción eficaz del desarrollo agropecuario\n nacional.\n\nc) Diseñar, construir, desarrollar y administrar un sistema de\n información, dirigido fundamentalmente a pequeños y medianos productores, que facilite\n el acceso a información oportuna, veraz, actualizada, ágil y pertinente a las\n necesidades de los usuarios, como insumo para el mejoramiento de la capacidad competitiva\n de esos grupos de población y para el desarrollo del medio rural.\n\nd) Promover la transformación y el fortalecimiento de los recursos\n humanos del Sector Agropecuario, mediante la formulación de mecanismos de concertación\n que involucren a todos los actores del ámbito agropecuario y rural bajo un enfoque que\n considere las áreas de educación formal y no formal.\n\ne) Coordinar el Comité Técnico Sectorial Agropecuario (COTECSA), y\n apoyar la Junta de Jerarcas del Sector Agropecuario y otros foros del sector.\n\nArtículo 3º—SEPSA para fines administrativos funcionará adscrita al Ministerio\nde Agricultura y Ganadería, pero técnicamente fuera de éste.\n\nArtículo 4º—SEPSA estará a cargo de un Director Ejecutivo de nombramiento y\nremoción del Ministro Rector del Sector Agropecuario.\n\nArtículo 5º—SEPSA para el cumplimiento de sus funciones realizará en forma\nprioritaria las tareas de formulación, seguimiento, evaluación y análisis de\npolíticas, planificación estratégica, cooperación internacional, prospección y\nanálisis de coyuntura e información estratégica, así como, la coordinación de los\nprogramas sectoriales: Infoagro y Fortalecimiento de los Recursos Humanos.\n\nArtículo 6º—SEPSA para su operación tendrá la siguiente\norganización:\n\na) Dirección Ejecutiva, a la cual le corresponde la Coordinación de\n los Programas Sectoriales, el Infoagro y el Fortalecimiento de los Recursos Humanos.\n\nb) Área de Política Agropecuaria y Rural.\n\nc) Área de Estudios Económicos e Información.\n\nArtículo 7º—El Director Ejecutivo le corresponde planear,\ndirigir, administrar, coordinar y supervisar la ejecución de las tareas de las Áreas\nOperativas y de los Programas Sectoriales de la Secretaría, con el fin de alcanzar la\nmisión propuesta. Además de llevar a cabo diferentes acciones de asesoría y apoyo al\nMinistro Rector y fungir como Secretario Técnico del Foro de Jerarcas del Sector\nAgropecuario y tendrá las siguientes funciones:\n\na) Asesorar y apoyar al Ministro Rector y a los jerarcas\n institucionales en la conducción del desarrollo del Sector Agropecuario.\n\nb) Fungir como Secretario Técnico de los Foros o Reuniones de Jerarcas\n de las instituciones del Sector Agropecuario y participar en las sesiones con derecho a\n voz, así como dar seguimiento a los acuerdos tomados.\n\nc) Organizar el control y seguimiento del Programa de Desarrollo\n Agropecuario, por medio de la coordinación del Comité Técnico Sectorial Agropecuario\n (COTECSA), integrado por los Directores de Planificación de las instituciones del Sector.\n\nd) Orientar el proceso de planificación y ejecución de las políticas\n agropecuarias y de desarrollo rural en las distintas regiones del país, mediante la\n asesoría a los Comités Sectoriales Regionales Agropecuarios.\n\ne) Coordinar la ejecución y seguimiento de los programas sectoriales\n en apoyo a políticas y demandas específicas del sector público y privado (Sistema de\n Información Agropecuario -INFOAGRO-, Programa de Fortalecimiento de los Recursos Humanos\n del Sector Agropecuario y Programas Nacionales).\n\nf) Facilitar a todas las instituciones del Sector Agropecuario, la\n consecución de recursos de cooperación internacional, mediante el contacto permanente\n con los organismos internacionales especializados.\n\ng) Evaluar la marcha general del Sector Agropecuario y la acción\n correspondiente de las instituciones relacionadas, con el fin de reformular políticas,\n programas y proyectos que corrijan los principales errores detectados.\n\nh) Proponer a los distintos niveles jerárquicos del Sector\n Agropecuario, nuevos instrumentos, procedimientos, controles y sistemas de evaluación\n para ser implementados en función del incremento de la eficiencia institucional.\n\ni) Proponer al Ministro de Agricultura y Ganadería el nombramiento de\n personal técnico y administrativo de carácter regular y temporal de SEPSA.\n\nj) Brindar orientaciones y lineamientos generales para el accionar de\n las distintas áreas técnicas de la Secretaría.\n\nk) Validar la calidad de los informes y documentos publicados por las\n áreas técnicas de la Secretaría.\n\nl) Establecer relaciones técnicas y de coordinación con programas y\n proyectos de índole sectorial e intersectorial.\n\nm) Promover la capacitación del personal de acuerdo con sus funciones.\n\nn) Elaborar, revisar y evaluar el Plan - Presupuesto de SEPSA.\n\no) A solicitud del Ministro Rector, representarlo en comisiones y\n eventos de naturaleza sectorial, intersectorial e internacional.\n\np) Presentar al Ministro Rector informes periódicos del cumplimiento de la política\nsectorial y el informe anual.\n\nArtículo 8º—Al Sistema de Información del Sector Agropecuario\n(Infoagro), le corresponde diseñar, construir, desarrollar y administrar un sistema de\ninformación, dirigido fundamentalmente a pequeños y medianos productores, que facilite\nel acceso a información oportuna, veraz, actualizada, ágil y pertinente a sus\nnecesidades, para lo cual ejecutará las siguientes funciones:\n\na) Desarrollar procesos de inducción ante las distintas instancias\n involucradas que permitan una incorporación eficiente y oportuna de información al\n sistema.\n\nb) Llevar a cabo procesos de negociación en todos los niveles que\n permitan la implementación exitosa del programa.\n\nc) Gestionar el establecimiento de convenios que permitan incorporar a\n instancias especializadas en la capacitación a los Centros Rurales de Información.\n\nd) Determinar las necesidades de información por parte de los usuarios\n y facilitar y moderar procesos de consulta para determinación de las demandas de los\n usuarios.\n\ne) Llevar a cabo procesos de retroalimentación para adecuar la oferta\n de información de Infoagro.\n\nf) Apoyar y coordinar acciones con las otras áreas funcionales de\n SEPSA.\n\ng) Divulgar y difundir información especializada por medio del Sistema\n de información estratégica a las instituciones y organizaciones de productores\n agropecuarios, así como de otros sectores, en el nivel nacional, regional y local.\n\nh) Dar seguimiento, monitorear y evaluar la calidad de la información\n que está disponible en Infoagro.\n\ni) Asesorar y apoyar a los Gerentes Sectoriales Regionales en la implementación,\nseguimiento y evaluación del Sistema de Información Agropecuaria en el nivel regional.\n\nArtículo 9º—Al Programa Sectorial de Fortalecimiento del Recurso\nHumano, le corresponde promover la transformación y el fortalecimiento de los recursos\nhumanos del Sector Agropecuario, mediante la formulación de mecanismos de concertación\nque involucren a todos los actores del ámbito agropecuario y rural bajo un enfoque que\nconsidere las áreas de educación formal y no formal y ejecutar las siguientes funciones:\n\na) Formular los programas correspondientes a las necesidades de\n capacitación del Sector Público Agropecuario, en coordinación con las instituciones que\n conforman el mismo.\n\nb) Identificar y procurar la consecución de los recursos y el apoyo\n logístico requeridos para la implementación y ejecución de los programas operativos.\n\nc) Establecer los enlaces inter e intra institucionales (Sector\n Público y Privado) requeridos para el cumplimiento de los objetivos del programa.\n\nd) Determinar la oferta y demanda de los cuatro componentes del\n Programa (Capacitación, Actualización, Educación Técnica y Educación Superior) en el\n Sector Público y Privado.\n\ne) Captar y canalizar recursos con el fin de fortalecer el Programa\n para lo cual debe establecer los mecanismos que correspondan a fin de acceder a recursos\n tanto nacionales como internacionales.\n\nf) Colaborar en el diseño de las Políticas y Estrategias Sectoriales\n Agropecuarias y Rurales relativas al fortalecimiento de los recursos humanos.\n\ng) Analizar el efecto e impacto de las políticas y estrategias de\n capacitación, actualización y formación (Educación Técnica y Superior) de los\n recursos humanos del Sector Agropecuario.\n\nArtículo 10.—El Área de Política Agropecuaria y Rural será la\nresponsable de conducir en forma integrada y participativa el proceso de formulación,\ndifusión, inducción, seguimiento y evaluación de las políticas sectoriales\nagropecuarias y por actividad productiva, así como el análisis, el seguimiento y la\nevaluación de los recursos internos y externos que facilitan la aplicación de las\npolíticas agropecuarias y sus funciones son las siguientes:\n\na) Llevar a cabo el análisis sobre el comportamiento del Sector\n Agropecuario en función de las políticas aplicadas.\n\nb) Formular la propuesta de Políticas y Estrategias Sectoriales\n Agropecuarias, Rurales y por actividades productivas.\n\nc) Establecer mecanismos de coordinación con el sector productivo en\n el proceso de formulación de la política sectorial.\n\nd) Elaborar el Programa de Desarrollo Agropecuario, el cual operativiza\n la política sectorial.\n\ne) Dar seguimiento y evaluar la ejecución de las políticas,\n estrategias y programas en el nivel central y regional.\n\nf) Determinar la oferta y la demanda anual del crédito para el Sector\n Agropecuario y propiciar mecanismos y estrategias de negociación con la banca estatal y\n privada para cubrir las necesidades de crédito en el Sector Agropecuario.\n\ng) Llevar a cabo el seguimiento y evaluación del comportamiento del\n gasto e ingreso, durante la ejecución para facilitar la toma de decisiones sobre\n asignación y uso de recursos por los niveles gerenciales, sectoriales e institucionales.\n\nh) Coordinar y evaluar la gestión sectorial e institucional por medio\n del Sistema Nacional de Evaluación (SINE).\n\ni) Asesorar y apoyar a los Gerentes Sectoriales Regionales en la\n programación estratégica, seguimiento y evaluación de las acciones sectoriales, en el\n nivel regional, así como la gestión y negociación de los recursos externos requeridos\n en el nivel regional.\n\nj) Elaborar en conjunto con el sector productivo, estudios de\n competitividad y de sistemas agroalimentarios, que propicien la formulación de políticas\n acertadas sobre las principales actividades productivas.\n\nk) Orientar la oferta de cooperación internacional del Sector\n Agropecuario de acuerdo con las políticas y las necesidades sectoriales de manera que\n contribuya al desarrollo eficiente de las instituciones y organizaciones de productores,\n que conforman el Sector.\n\nl) Asesorar a las instancias decisoras del Sector Agropecuario y a las\n organizaciones productivas, en materia de Cooperación Internacional, sobre posibles\n fuentes, requisitos y formas de accesar dichas fuentes, con el fin de converger la demanda\n con la oferta.\n\nm) Coordinar la gestión de la cooperación internacional, por medio de\n los enlaces de cooperación de cada una de las instituciones del Sector.\n\nn) Asesorar y capacitar a los funcionarios del sector en la\n identificación, formulación, tramitación y negociación de recursos, así como en la\n organización para la ejecución de proyectos de cooperación internacional.\n\no) Dar seguimiento a los procesos de negociación con las fuentes cooperantes y tomar\nlas acciones necesarias para lograr la aprobación de las solicitudes presentadas.\n\nArtículo 11.—El Área de Estudios Económicos e Información\nserá la responsable de brindar una visión actualizada y prospectiva de la evolución del\nSector Agropecuario en todos los ámbitos, con el fin de proporcionar suficientes\nelementos al Ministro Rector para la conducción eficaz del desarrollo agropecuario\nnacional, mediante la ejecución de las siguientes funciones:\n\na) Llevar a cabo estudios de coyuntura del Sector Agropecuario, con el\n fin de informar al Ministro rector, en forma oportuna, sobre el comportamiento del mismo.\n\nb) Preparar análisis sobre el entorno nacional e internacional, con\n énfasis sobre aquellos aspectos de mayor incidencia en el accionar del Sector\n agropecuario.\n\nc) Preparar informes de alerta para el Ministro y las autoridades\n sectoriales sobre aspectos relevantes y urgentes que incidan sobre el sector agropecuario\n\nd) Apoyar los esfuerzos al nivel de Despacho en cuanto al proceso de\n negociaciones comerciales.\n\ne) Determinar las necesidades de información requerida para la toma de\n decisiones de los jerarcas de las instituciones públicas y el sector productivo.\n\nf) Diseñar y ejecutar REPUBLIC\n\nAND THE MINISTERS OF AGRICULTURE AND LIVESTOCK\n\nAND OF NATIONAL PLANNING AND ECONOMIC POLICY\n\nIn accordance with the powers conferred upon them by subsections 3) and\n18) of Article 140 of the Political Constitution and Law No. 7064 of April 29,\n1987.\n\nConsidering:\n\n1º—That the Law for the Promotion of Agricultural Production, No.\n7064 of April 29, 1987, establishes the Creation of the Agricultural Sector, as support\nfor national agricultural development.\n\n2º—That Article 34 of Law No. 7064 establishes the\nExecutive Secretariat for Agricultural Sector Planning (SEPSA), which is responsible\nfor advising on, preparing, and evaluating plans, programs, projects, and proposals, in\naccordance with the guidelines contained in the political reference Therefore,\n\nThey decree:\n\nOF THE EXECUTIVE SECRETARIAT FOR AGRICULTURAL\n\nSECTOR PLANNING\n\nOf its constitution and functions\n\nArticle 1º—The Mission of the Secretariat is to technically advise\nthe Minister Rector of the Agricultural Sector and the sectoral authorities\nin the efficient and effective guidance of national agricultural development, with a renewed\nvision of agriculture under the principles of competitiveness, sustainability, and equity\nand considering changes in the national and international environment.\n\nOf its functions\n\nArticle 2º—SEPSA shall perform the following general\nfunctions:\n\na) To guide in an integrated and participatory manner the process of\n formulation, dissemination, induction, monitoring, and evaluation of sectoral agricultural\n and productive-activity-based policies, as well as the analysis, monitoring,\n and evaluation of internal and external resources that facilitate the\n application of agricultural policies.\n\nb) To provide an updated and prospective vision of the evolution of the\n Agricultural Sector in all areas, in order to provide the Minister Rector with sufficient\n elements for the effective guidance of national agricultural development.\n\nc) To design, build, develop, and administer an information\n system, primarily aimed at small and medium-sized producers, which facilitates\n access to timely, truthful, updated, agile, and relevant information pertinent to the\n needs of users, as an input for improving the competitive capacity\n of those population groups and for the development of the rural environment.\n\nd) To promote the transformation and strengthening of the human\n resources of the Agricultural Sector, through the formulation of consensus-building mechanisms\n that involve all actors in the agricultural and rural sphere under an approach that\n considers the areas of formal and non-formal education.\n\ne) To coordinate the Agricultural Sectoral Technical Committee (COTECSA),\n and support the Board of Heads of the Agricultural Sector and other sectoral forums.\n\nArticle 3º—SEPSA, for administrative purposes, shall function attached to the Ministry\nof Agriculture and Livestock, but technically outside of it.\n\nArticle 4º—SEPSA shall be in charge of an Executive Director, appointed and\nremoved by the Minister Rector of the Agricultural Sector.\n\nArticle 5º—SEPSA, for the fulfillment of its functions, shall carry out as a\npriority the tasks of formulation, monitoring, evaluation, and analysis of\npolicies, strategic planning, international cooperation, prospecting, and\nsituational analysis and strategic information, as well as the coordination of the\nsectoral programs: Infoagro and Strengthening of Human Resources.\n\nArticle 6º—SEPSA, for its operation, shall have the following\norganization:\n\na) Executive Directorate, which is responsible for the Coordination of\n the Sectoral Programs, Infoagro, and the Strengthening of Human Resources.\n\nb) Agricultural and Rural Policy Area.\n\nc) Economic Studies and Information Area.\n\nArticle 7º—The Executive Director is responsible for planning,\ndirecting, administering, coordinating, and supervising the execution of the tasks of the Operational\nAreas and the Sectoral Programs of the Secretariat, in order to achieve the\nproposed mission. In addition to carrying out different advisory and support actions for the\nMinister Rector and serving as Technical Secretary of the Forum of Heads of the\nAgricultural Sector, and shall have the following functions:\n\na) To advise and support the Minister Rector and the institutional\n heads in guiding the development of the Agricultural Sector.\n\nb) To serve as Technical Secretary of the Forums or Meetings of Heads\n of the institutions of the Agricultural Sector and participate in sessions with a right to\n voice, as well as to follow up on the agreements reached.\n\nc) To organize the control and monitoring of the Agricultural Development\n Program, through the coordination of the Agricultural Sectoral Technical Committee\n (COTECSA), composed of the Planning Directors of the Sector's institutions.\n\nd) To guide the planning and execution process of agricultural\n and rural development policies in the different regions of the country, through\n advice to the Regional Agricultural Sectoral Committees.\n\ne) To coordinate the execution and monitoring of sectoral programs\n in support of policies and specific demands of the public and private sectors (Agricultural\n Information System -INFOAGRO-, Program for the Strengthening of Human Resources\n of the Agricultural Sector, and National Programs).\n\nf) To facilitate the procurement of international cooperation resources for all institutions of the Agricultural Sector,\n through permanent contact with specialized international agencies.\n\ng) To evaluate the overall progress of the Agricultural Sector and the corresponding\n action of the related institutions, in order to reformulate policies,\n programs, and projects that correct the main errors detected.\n\nh) To propose to the different hierarchical levels of the Agricultural\n Sector new instruments, procedures, controls, and evaluation systems\n to be implemented to increase institutional efficiency.\n\ni) To propose to the Minister of Agriculture and Livestock the appointment of\n regular and temporary technical and administrative personnel for SEPSA.\n\nj) To provide general guidance and guidelines for the actions of\n the different technical areas of the Secretariat.\n\nk) To validate the quality of the reports and documents published by the\n technical areas of the Secretariat.\n\nl) To establish technical and coordination relationships with programs and\n projects of a sectoral and intersectoral nature.\n\nm) To promote the training of personnel in accordance with their functions.\n\nn) To prepare, review, and evaluate the Plan-Budget of SEPSA.\n\no) At the request of the Minister Rector, to represent him in commissions and\n events of a sectoral, intersectoral, and international nature.\n\np) To present periodic reports on the fulfillment of sectoral policy and the annual report to the Minister Rector.\n\nArticle 8º—The Agricultural Sector Information System\n(Infoagro) is responsible for designing, building, developing, and administering an information\nsystem, primarily aimed at small and medium-sized producers, which facilitates\naccess to timely, truthful, updated, agile, and relevant information pertinent to their\nneeds, for which it shall perform the following functions:\n\na) To develop induction processes before the different involved\n bodies that allow for the efficient and timely incorporation of information into the\n system.\n\nb) To carry out negotiation processes at all levels that\n allow for the successful implementation of the program.\n\nc) To manage the establishment of agreements that allow for incorporating\n specialized bodies in training into the Rural Information Centers.\n\nd) To determine the information needs of users\n and to facilitate and moderate consultation processes for determining user\n demands.\n\ne) To carry out feedback processes to adjust the information supply\n of Infoagro.\n\nf) To support and coordinate actions with the other functional areas of\n SEPSA.\n\ng) To disclose and disseminate specialized information through the strategic\n Information System to agricultural producer institutions and organizations,\n as well as those from other sectors, at the national, regional, and local levels.\n\nh) To follow up on, monitor, and evaluate the quality of the information\n available in Infoagro.\n\ni) To advise and support the Regional Sectoral Managers in the implementation,\nmonitoring, and evaluation of the Agricultural Information System at the regional level.\n\nArticle 9º—The Sectoral Program for the Strengthening of Human\nResources is responsible for promoting the transformation and strengthening of the human\nresources of the Agricultural Sector, through the formulation of consensus-building mechanisms\nthat involve all actors in the agricultural and rural sphere under an approach that\nconsiders the areas of formal and non-formal education and for performing the following functions:\n\na) To formulate the programs corresponding to the training\n needs of the Agricultural Public Sector, in coordination with the institutions that\n comprise it.\n\nb) To identify and procure the resources and logistical\n support required for the implementation and execution of the operational programs.\n\nc) To establish the inter- and intra-institutional links (Public and Private\n Sector) required for the fulfillment of the program's objectives.\n\nd) To determine the supply and demand of the four components of the\n Program (Training, Updating, Technical Education, and Higher Education) in the\n Public and Private Sector.\n\ne) To capture and channel resources in order to strengthen the Program,\n for which it must establish the corresponding mechanisms to access both\n national and international resources.\n\nf) To collaborate in the design of the Sectoral Agricultural\n and Rural Policies and Strategies related to the strengthening of human resources.\n\ng) To analyze the effect and impact of the policies and strategies for\n training, updating, and education (Technical and Higher Education) of\n the human resources of the Agricultural Sector.\n\nArticle 10.—The Agricultural and Rural Policy Area shall be\nresponsible for guiding in an integrated and participatory manner the process of formulation,\ndissemination, induction, monitoring, and evaluation of sectoral agricultural\nand productive-activity-based policies, as well as the analysis, monitoring, and\nevaluation of the internal and external resources that facilitate the application of\nagricultural policies, and its functions are the following:\n\na) To carry out the analysis of the behavior of the Agricultural\n Sector in light of the applied policies.\n\nb) To formulate the proposal for Sectoral Agricultural, Rural,\n and Productive-Activity-Based Policies and Strategies.\n\nc) To establish coordination mechanisms with the productive sector in\n the formulation process of sectoral policy.\n\nd) To prepare the Agricultural Development Program, which operationalizes\n the sectoral policy.\n\ne) To follow up on and evaluate the execution of the policies,\n strategies, and programs at the central and regional levels.\n\nf) To determine the annual credit supply and demand for the Agricultural\n Sector and to promote negotiation mechanisms and strategies with state and\n private banks to cover credit needs in the Agricultural Sector.\n\ng) To carry out the monitoring and evaluation of the behavior of\n expenditure and income during execution to facilitate decision-making on\n resource allocation and use by management, sectoral, and institutional levels.\n\nh) To coordinate and evaluate sectoral and institutional management through\n the National Evaluation System (SINE).\n\ni) To advise and support the Regional Sectoral Managers in the strategic\n programming, monitoring, and evaluation of sectoral actions, at the regional\n level, as well as the management and negotiation of the external resources required\n at the regional level.\n\nj) To prepare, jointly with the productive sector, competitiveness\n and agri-food system studies, which promote the formulation of sound\n policies on the main productive activities.\n\nk) To guide the international cooperation supply of the Agricultural\n Sector in accordance with sectoral policies and needs so that\n it contributes to the efficient development of the institutions and producer organizations\n that comprise the Sector.\n\nl) To advise the decision-making bodies of the Agricultural Sector and the\n productive organizations on matters of International Cooperation, on possible\n sources, requirements, and ways to access said sources, in order to converge demand\n with supply.\n\nm) To coordinate the management of international cooperation, through\n the cooperation liaison officers of each of the Sector's institutions.\n\nn) To advise and train sector officials in the\n identification, formulation, processing, and negotiation of resources, as well as in the\n organization for the execution of international cooperation projects.\n\no) To follow up on negotiation processes with cooperating sources and take\nthe necessary actions to achieve the approval of submitted requests.\n\nArticle 11.—The Economic Studies and Information Area\nshall be responsible for providing an updated and prospective vision of the evolution of the\nAgricultural Sector in all areas, in order to provide sufficient\nelements to the Minister Rector for the effective guidance of national agricultural\ndevelopment, through the execution of the following functions:\n\na) To carry out situational studies of the Agricultural Sector, in order\n to inform the Minister Rector, in a timely manner, about its behavior.\n\nb) To prepare analyses of the national and international environment, with\n emphasis on those aspects of greatest incidence on the actions of the Agricultural\n Sector.\n\nc) To prepare alert reports for the Minister and sectoral authorities\n on relevant and urgent aspects that impact the agricultural sector.\n\nd) To support efforts at the Office level regarding the process of\n trade negotiations.\n\ne) To determine the information needs required for decision-making by the heads of public institutions and the productive sector.\n\nf) To design and execute strategies for the collection, systematization,\n analysis, and dissemination of information in accordance with sectoral needs and the\n governmental economic sector.\n\ng) To coordinate with other linked bodies, such as the BCCR and\n INEC, the generation of information required for decision-making and the overall\n behavior analyses of the sector.\n\nh) To disseminate strategic information to sectoral authorities,\n institutions, and producer organizations, at the national and regional scale.\n\ni) To consolidate itself as a center of reference of excellence for\n information for the agricultural sector and the rural environment.\n\nText not available\n\nArticle 13.—Shall be effective as of its
