y\n\nConsiderando:\n\n1.—Que mediante leyes número 3763 del 19 de octubre de 1976 y\nnúmero 7224 del 2 de abril de 1991, Costa Rica ratificó la Convención para la\nProtección de la Flora, de la Fauna y de las Bellezas Escénicas Naturales de los Países\nde América y la Convención Relativa a los Humedales de Importancia Internacional\nEspecialmente como Habitat de Aves Acuáticas, respectivamente, en las que se comprometió\na proteger tanto los habitat naturales, como las bellezas escénicas y los humedales\nexistentes en el territorio nacional.\n\n2º—Que el área de Playa Rey, Playa Savegre, Boca del Río\nSavegre y Boca del Río Portalón, abarca una línea costera de 14.5 kilómetros,\ncompuesta por la Zona Marítimo Terrestre y zonas de humedal circunvecinos como los\nmanglares de Río Naranjo, el Estero Negro, la Laguna Negraforral, la Quebrada Lagartera,\nel Estero Garita y los manglares de la Boca del Río Savegre y Portalón, donde desova\ndurante todo el año la Tortuga Lora o Carpintera (Lepiodochelys olivacea), y al que\ntambién acuden otras especies de tortugas del Océano Pacífico.\n\n3º—Que esta área, compuesta por un tramo de tan solo 70\nkilómetros de largo, constituye un corredor biológico interoceánico con ecosistemas\nrepresentativos del Bosque Subalpino de la Cordillera de Talamanca de más de 3.500 msnm y\ndel Bosque de Manglar situado a 0 msnm; de la que únicamente la Boca del Río Portalón y\nsu manglar, se encuentran protegido bajo la categoría de manejo de refugio nacional.\n\n4º—Que para la sobrevivencia de las tortugas marinas que desovan\nen esta zona y la protección de los humedales que en ella existen, es necesario otorgarle\nuna categoría de manejo, que limite el desarrollo de actividades e infraestructura que\npueda afectar esos ecosistemas.\n\n5.—Que esta zona constituye un corredor biológico para las\ndiferentes especies que conforman los habitat del Parque Nacional Antonio, creado mediante\nLey Nº 5100 del 15 de noviembre de 1972 y Decreto Ejecutivo Nº 7901-A del 16 de enero de\n1978, con el cual limita; por lo que su conservación y manejo debe ser parte de las\npolíticas de protección y desarrollo de este Parque Nacional. Por tanto,\n\nDecretan:\n\nArtículo 1º—Amplíase el Parque Nacional Manuel Antonio con los\nterrenos que comprende la siguiente descripción realizada con base en las Hojas\nCartográficas del IGN, escala 1: 50.000, Quepos-edición 2-IGN-CR, y Savegre- edición\n1-IGN-CR, que parte de un punto (1) de coordenadas Lambert Costa Rica Sur 370000 Norte (N)\ny 450300 Este (E), punto ubicado en el límite actual del Parque y en la margen derecha\ndel río Naranjo, a partir de aquí continua por el borde de un manglar que describe la\nhoja Quepos o sea pasando por puntos tales como:\n\n370000N-450200E (2)\n\n370350N-450250E (3)\n\n370550N-450200E (4)\n\n370600N-450480E (5)\n\nPunto (5) localizado de nuevo en la margen derecha del río Naranjo y\nde aquí pasa en línea recta a la otra margen del río hasta el punto 370600N-450600E\n(6), que coincide con el límite norte de un manglar también indicado en dicha hoja\ncartográfica. and\n\nConsidering:\n\n1.—That through laws number 3763 of October 19, 1976, and\nnumber 7224 of April 2, 1991, Costa Rica ratified the Convention for the\nProtection of the Flora, Fauna, and Natural Scenic Beauties of the Countries of\nAmerica and the Convention on Wetlands of International Importance\nEspecially as Waterfowl Habitat, respectively, in which it committed\nto protect both natural habitats and the scenic beauties and wetlands\nexisting in the national territory.\n\n2º—That the area of Playa Rey, Playa Savegre, Boca del Río\nSavegre, and Boca del Río Portalón encompasses a coastline of 14.5 kilometers,\ncomposed of the Maritime Terrestrial Zone and surrounding wetland zones such as\nthe mangroves of Río Naranjo, Estero Negro, Laguna Negraforral, Quebrada Lagartera,\nEstero Garita, and the mangroves of Boca del Río Savegre and Portalón, where\nthe Olive Ridley sea turtle (Lepiodochelys olivacea) spawns year-round, and to which\nother species of Pacific Ocean turtles also come.\n\n3º—That this area, composed of a stretch of only 70\nkilometers in length, constitutes an interoceanic biological corridor with ecosystems\nrepresentative of the Subalpine Forest of the Talamanca Mountain Range at over 3,500 meters above sea level and\nof the Mangrove Forest located at 0 meters above sea level; of which only Boca del Río Portalón and\nits mangrove are protected under the management category of national refuge.\n\n4º—That for the survival of the marine turtles that spawn\nin this zone and the protection of the wetlands existing therein, it is necessary to grant\nit a management category that limits the development of activities and infrastructure that\ncould affect those ecosystems.\n\n5.—That this zone constitutes a biological corridor for the\ndifferent species that make up the habitats of the Antonio National Park, created through\nLaw No. 5100 of November 15, 1972, and Executive Decree No. 7901-A of January 16,\n1978, with which it borders; therefore, its conservation and management should be part of\nthe protection and development policies of this National Park.
