  "body_es_text": "en la totalidad del texto\n\n                    -\n\n                        Texto Completo Norma 29237\n\n                        Reglamento para el Uso del Cuaderno de Bitácora en el Ee}jercicio\nProfesional del Biólogo\n\nTexto Completo acta: 3BED3\n\nNº 29237-MINAE\n\nEL PRESIDENTE DE LA REPÚBLICA\n\nY LA MINISTRA DEL AMBIENTE Y ENERGÍA\n\nEn ejercicio de las facultades que le otorgan los incisos 3) y 18) del\nartículo 140 de la Constitución Política y en acatamiento de la Ley Orgánica del\nAmbiente y de la Ley Conservación de la Vida Silvestre.\n\nConsiderando:\n\n1º—En la necesidad que los profesionales biólogos incorporados\nal Colegio de Biólogos, dispongan de normas jurídicas adecuadas para que la incidencia\nde su acción profesional en el ambiente como la economía nacional, sea positiva y\nsostenible.\n\n2º—Que se debe fomentar la creación de normas especiales que\nprocuren una adecuada transferencia tecnológica, en beneficio de una gestión fiscalizada\npara un desarrollo científico nacional responsable.\n\n3º—Que en las leyes Nos. 7554, Ley Orgánica del Ambiente y 7317,\nLey de Conservación de la Vida Silvestre, se prevé un compromiso que le corresponde\nasumir al Colegio de Biólogos de Costa Rica y a sus colegiados incorporados, al ser\nsolidariamente corresponsables por la protección y conservación del ambiente, como lo\nconsagra el artículo 50 de la Constitución Política de la República.\n\nDecretan:\n\n \n\nReglamento para el uso del Cuaderno de Bitácora\n\nen el ejercicio profesional del Biólogo\n\nArtículo 1º—Se establece el uso del cuaderno bitácora del\nbiólogo, en adelante bitácora, en aquellas labores en que los profesionales en ciencias\nbiológicas, miembros del Colegio, deban dar fe pública a su labor profesional, tal como\nlo establecen los artículo 6º y 36 de la Ley Nº 4288 y el artículo 17 del Reglamento\nde esta Ley.\n\nArtículo 2º—La bitácora es un documento oficial que permite hacer constar la\nrelación laboral o contractual de los profesionales asociados y sus contratantes.\nCualquier otro registro por otras entidades u organizaciones, no sustituye la bitácora.\n\nArtículo 3º—La bitácora será entregada a los profesionales en ciencia\nbiológicas en la sede del Colegio, luego de ser foliadas y selladas por la Fiscalía.\n\nArtículo 4º—La bitácora contiene una hoja original y su copia será de uso\nexclusivo del profesional, la primer hoja permanecerá donde sirva para dar fe pública de\nsu labor y la segunda permanecerá adherida al cuaderno de bitácora. Cuando la bitácora\nse utilice en más de una actividad, las anotaciones serán consignadas en folios\nseparados.\n\nArtículo 5º—La bitácora tendrá vigencia de un año y constará de 100 folios.\nSerá renovada cada año o cuando sin vencer el plazo, se agoten los folios. Los folios\nutilizados serán sellados trimestralmente en la primera quincena del mes, inmediatamente\nsiguiente siendo requisito obligatorio para la entrega de una nueva bitácora. La\nfiscalía llevará el control individualizado de las bitácoras.\n\nArtículo 6º—Toda anotación en la bitácora será hecha con tinta indeleble,\nprecedida por el nombre del profesional, su número de colegiado, la fecha y la ubicación\ngeográfica, política o administrativa, al finalizar deberá consignarse la firma y el\nnúmero de cédula del profesional anotando posteriormente las palabras: \"última\nlínea\".\n\nArtículo 7º—El Colegio aprobará un manual interno de fiscalía\ny regencia, de acuerdo con las especialidades establecidas por el Colegio y publicadas en\nel Decreto Ejecutivo Nº 26295-MINAE.\n\nArtículo 8º—Rige a partir de su publicación",
  "body_en_text": "throughout the entire text\n\n                    -\n\n                        Complete Text of Regulation 29237\n\n                        Regulation for the Use of the Logbook in the Professional\nPractice of the Biologist\n\nComplete Text record: 3BED3\n\nNo. 29237-MINAE\n\nTHE PRESIDENT OF THE REPUBLIC\n\nAND THE MINISTER OF ENVIRONMENT AND ENERGY\n\nIn exercise of the powers conferred by subsections 3) and 18) of\narticle 140 of the Political Constitution and in compliance with the Organic Environmental Law\nand the Wildlife Conservation Law.\n\nConsidering:\n\n1.—The need for professional biologists incorporated\ninto the Colegio de Biólogos to have adequate legal norms so that the impact\nof their professional action on the environment and the national economy is positive and\nsustainable.\n\n2.—That the creation of special norms that seek\nan adequate technology transfer must be promoted, for the benefit of a supervised management\nfor responsible national scientific development.\n\n3.—That in Laws Nos. 7554, Organic Environmental Law, and 7317,\nWildlife Conservation Law, a commitment is foreseen that falls to\nthe Colegio de Biólogos de Costa Rica and its incorporated members, as they are\njointly and severally co-responsible for the protection and conservation of the environment, as\nenshrined in article 50 of the Political Constitution of the Republic.\n\nThey decree:\n\n \n\nRegulation for the use of the Logbook\n\nin the professional practice of the Biologist\n\nArticle 1.—The use of the biologist's logbook (cuaderno bitácora),\nhereinafter logbook (bitácora), is established for those tasks in which professionals in\nbiological sciences, members of the Colegio, must attest to their professional work, as\nestablished in articles 6 and 36 of Law No. 4288 and article 17 of the Regulation\nto this Law.\n\nArticle 2.—The logbook (bitácora) is an official document that allows for recording the\nemployment or contractual relationship of the associated professionals and their contracting parties.\nAny other record by other entities or organizations does not substitute the logbook (bitácora).\n\nArticle 3.—The logbook (bitácora) shall be delivered to the professionals in\nbiological sciences at the headquarters of the Colegio, after being foliated and sealed by the Office of the Prosecutor (Fiscalía).\n\nArticle 4.—The logbook (bitácora) contains an original sheet and its copy for the\nexclusive use of the professional; the first sheet shall remain where it serves to attest to\ntheir work and the second shall remain attached to the logbook (cuaderno de bitácora). When the logbook (bitácora)\nis used for more than one activity, the annotations shall be entered on separate\nfolios.\n\nArticle 5.—The logbook (bitácora) shall be valid for one year and shall consist of 100 folios.\nIt shall be renewed each year or when, before the term expires, the folios are exhausted. The folios\nused shall be sealed quarterly during the first half of the immediately\nfollowing month, this being a mandatory requirement for the delivery of a new logbook (bitácora). The\nOffice of the Prosecutor (fiscalía) shall keep individualized control of the logbooks (bitácoras).\n\nArticle 6.—Every annotation in the logbook (bitácora) shall be made with indelible ink,\npreceded by the name of the professional, their membership number, the date, and the geographic,\npolitical, or administrative location; upon completion, the signature and\nidentification number of the professional shall be entered, subsequently noting the words: \"last\nline\" (última línea).\n\nArticle 7.—The Colegio shall approve an internal manual of the Office of the Prosecutor (fiscalía)\nand regency, in accordance with the specialties established by the Colegio and published in\nExecutive Decree No. 26295-MINAE.\n\nArticle 8.—This Regulation shall be effective upon its publication."
