El decreto legislativo autoriza al Estado costarricense a vincularse jurídicamente a este tratado internacional, cuyo texto se incorpora como anexo. La adhesión fue formalizada posteriormente mediante el decreto ejecutivo N° 29333 del 5 de febrero de 2001. El Acuerdo busca asegurar la conservación a largo plazo y el uso sostenible de las poblaciones de peces que se desplazan entre zonas económicas exclusivas y alta mar, estableciendo principios de cooperación internacional, aplicación del enfoque precautorio, compatibilidad de medidas de conservación, recolección de datos y mecanismos de cumplimiento. Costa Rica, como Estado ribereño y parte de la Convención del Mar, asume obligaciones en materia de ordenación pesquera y protección de la biodiversidad marina bajo un enfoque ecosistémico. La ley consta de dos artículos: el primero de aprobación y el segundo sobre su vigencia a partir de la publicación.",

The legislative decree authorizes the Costa Rican State to legally bind itself to this international treaty, whose text is attached as an annex. Accession was later formalized by Executive Decree No. 29333 of February 5, 2001. The Agreement aims to ensure the long-term conservation and sustainable use of fish stocks that move between exclusive economic zones and the high seas, establishing principles of international cooperation, application of the precautionary approach, compatibility of conservation measures, data collection, and compliance mechanisms. Costa Rica, as a coastal State and party to the Law of the Sea Convention, assumes obligations regarding fisheries management and protection of marine biodiversity under an ecosystem approach. The law consists of two articles: the first approving accession and the second on its entry into force upon publication.",
