  "body_es_text": "en la totalidad del texto\n\n                    -\n\n                        Texto Completo Norma 29319\n\n                        Modifica límite gasto presupuestario y efectivo al Fondo de Parques\nNacionales\n\nTexto Completo acta: 42DE1\nN° 29319-H\n\nN° 29319-H\n\nEL PRESIDENTE DE LA REPÚBLICA\n\nY EL MINISTRO DE HACIENDA\n\nCon fundamento en las atribuciones que le confieren los incisos 3) y\n18) del numeral 140 de la Constitución Política, los artículos 26 y 27 de la Ley\nGeneral de la Administración Pública, las leyes N° 7554 del 4 de octubre de 1995, N°\n6084 del 17 de agosto de 1977 y el Decreto Ejecutivo N° 24652-MIRENEM del veinte\nde setiembre de 1995.\n\nConsiderando:\n\n1º—Que por imperativo constitucional al Estado costarricense le\ncorresponde garantizar a los ciudadanos el disfrute de un ambiente sano y ecológicamente\nequilibrado.\n\n2º—Que la Ley Orgánica del Ambiente N° 7554, establece que el\nMinisterio del Ambiente y Energía (MINAE) es el ente rector en materia ambiental, por lo\nque debe velar por la protección, conservación y aprovechamiento de los recursos\nnaturales como condición indispensable para el desarrollo económico sostenible.\n\n3º—Que el Fondo de Parques Nacionales forma parte del Sistema\nNacional de Áreas de Conservación, mediante el cual se lleva a cabo la protección,\nconservación, control y fomento de las mismas y requiere incorporar recursos adicionales\npara implementar acciones con miras al cumplimiento de su misión institucional.\n\n4º—Que la citada normativa faculta al MINAE para adquirir e\nincluir bajo una categoría de manejo, aquellas tierras consideradas indispensables para\nla protección y conservación del patrimonio ambiental, por lo que resulta necesario\nincorporar recursos adicionales en el presupuesto del Fondo de Parques Nacionales para el\npago de tierras.\n\n5º—Que mediante el Decreto Ejecutivo N° 28639-H,\npublicado en La Gaceta N° 101 del 26 de mayo del 2000, la Autoridad Presupuestaria\nformuló las Directrices Generales de Política Presupuestaria para el 2001, las cuales\nfueron conocidas por el Consejo de Gobierno y aprobadas por el Presidente de la\nRepública, estableciendo los límites de gasto presupuestario y de gasto efectivo del\npresente año, para las entidades cubiertas por el ámbito del mencionado Órgano\nColegiado.\n\n6º—Que por lo anterior, resulta necesario modificar el límite de\ngasto fijado a dicho ente en el Decreto citado.   "body_en_text": "in the entirety of the text\n\n-\n\nFull Text of Regulation 29319\n\nModifies the budgetary spending limit and effective spending limit of the National Parks Fund\n\nFull Text of record: 42DE1\nNo. 29319-H\n\nNo. 29319-H\n\nTHE PRESIDENT OF THE REPUBLIC\n\nAND THE MINISTER OF FINANCE\n\nBased on the powers conferred by subsections 3) and 18) of numeral 140 of the Political Constitution, articles 26 and 27 of the General Public Administration Act, laws No. 7554 of October 4, 1995, No. 6084 of August 17, 1977, and Executive Decree No. 24652-MIRENEM of September 20, 1995.\n\nConsidering:\n\n1º—That by constitutional imperative, the Costa Rican State is responsible for guaranteeing citizens the enjoyment of a healthy and ecologically balanced environment.\n\n2º—That the Organic Environmental Act No. 7554 establishes that the Ministry of Environment and Energy (MINAE) is the governing body in environmental matters, and must therefore ensure the protection, conservation, and use of natural resources as an indispensable condition for sustainable economic development.\n\n3º—That the National Parks Fund forms part of the National System of Conservation Areas, through which their protection, conservation, control, and promotion are carried out, and it requires incorporating additional resources to implement actions aimed at fulfilling its institutional mission.\n\n4º—That the aforementioned regulations empower MINAE to acquire and include under a management category those lands considered indispensable for the protection and conservation of the environmental heritage, making it necessary to incorporate additional resources into the budget of the National Parks Fund for the payment of lands.\n\n5º—That through Executive Decree No. 28639-H, published in La Gaceta No. 101 of May 26, 2000, the Budgetary Authority formulated the General Budgetary Policy Guidelines for 2001, which were made known to the Government Council and approved by the President of the Republic, establishing the budgetary spending limits and effective spending limits for the current year for the entities covered by the scope of the aforementioned Collegiate Body.\n\n6º—That due to the foregoing, it is necessary to modify the spending limit set for said entity in the cited Decree. Therefore,\n\nThey decree:\n\nArticle 1º—The budgetary spending limit and effective spending limit established in Article 1 of Executive Decree No. 28639-H for the National Parks Fund is hereby modified, setting it at ¢1,455.5 million.\n\n(Thus modified the 2001 budgetary spending limit and effective spending limit for the National Parks Fund, by Article 1 of Executive Decree No. 29953 of November 1, 2001)\n\nArticle 2º—It shall be effective as of its publication."
