  "body_es_text": "en la totalidad del texto\n\n                    -\n\n                        Texto Completo Norma 29450\n\n                        Reforma Reserva Indígena Guaymí de Conteburica\n\nTexto Completo acta: 3DA0D\nN° 29450-G\n\nN° 29450-G\n\n \n\nEL PRESIDENTE DE LA REPÚBLICA\n\nY EL MINISTRO DE GOBERNACIÓN Y POLICÍA,\n\nY SEGURIDAD PÚBLICA\n\n \n\nDe conformidad con lo dispuesto\npor el artículo 140 de la Constitución Política, en sus incisos 3) y 18), y con\nfundamento en la Ley Indígena N° 6172 de 29 de noviembre de 1977, y la Ley 7316\ndel Convenio N° 169 de la OIT.\n\nConsiderando:\n\n \n\n1º-Que la actual delimitación de\nla Reserva Indígena Guaymí de Conteburica,\ndefinida en el decreto ejecutivo N° 13545- G, \"La Gaceta\" N°\n92 de 13 de mayo de 1982, presenta imperfecciones de detalle, que obligan a la\ncorrección de estas.\n\n2º-Que por disposición del\nConvenio Internacional número 169 de la OIT, artículo número 14, se deben resguardar\nlos terrenos tradicionalmente de ocupación indígena, por lo cual se requiere la\nmodificación de los límites actuales de la Reserva Indígena a efecto de cumplir\ncon lo estipulado en el Convenio citado. Por tanto,\n\n \n\nDecretan:\n\n \n\nArtículo 1º-Modifíquese el\nartículo *1° del decreto número 13545-G, gaceta N° 92 de fecha 13 de mayo 1982(*),\npara que en adelante se lea así:\n\n \n\n(*)(Corregida la fecha anterior\nmediante Fe de Erratas y publicada en La Gaceta N° 221 del 16 de noviembre de\n2001, página N° 72. De este punto se continúa al punto de coordenadas N 263 475 E 566 200, punto que toma\nla naciente de un pequeño afluente del río Conte, sin nombre en la hoja Cartográfica respectiva. El\nlindero sigue aguas abajo por este afluente, hasta su confluencia con e Río Conte, en el punto de\ncoordenadas N 264 035 E 567 300. Se continúa aguas abajo por el Río Conte, hasta su confluencia con\nun afluente en coordenadas N 264 475 E 567 800. De este último punto, se sigue por los puntos de\ncoordenadas:\n\n \n\n| N 264 600 | E 568 150 |\n| --- | --- |\n| N 264 100 | E 568 775 |\n| N 263 450 | E 569 425 |\n| N 262 725 | E 570 150(*) |\n| N 262 500 | E 570 650(*) |\n\n(*)(Corregida\nla coordenada anterior mediante Fe de Erratas y publicada en La Gaceta N° 221\ndel 16 de noviembre de 2001, página N° 72. Anteriormente se indicaba: \" N\n262 725 E 569 250\" y \"N 262 500 E 569 750\")\n\n \n\nA partir de este último punto, el límite de la reserva continúa al punto\nde coordenadas N 262 250 E 570 250(*). Punto que interseca la naciente de una\npequeña quebrada dibujada en el mapa por curvas de nivel. El lindero sigue\naguas abajo por esta quebrada, hasta su confluencia con la quebrada Vueltas, en\nel punto de coordenadas N 260 770 E 570 850(*).\n\n \n\n(*)(Corregida la coordenada anterior mediante Fe de Erratas y publicada en La Gaceta N° 221 del 16\nde noviembre de 2001, página N° 72. Anteriormente se indicaba: \" N 262 050 E 569 975\" y \"N 260 770 E\n670 E 670 850\")\n\n \n\nContinúa el límite aguas abajo por la\nquebrada hasta la unión de ésta con el Río La Vaca, en coordenadas N 260 550 E\n570 920. De ahí se sigue por rectas, pasando por los puntos de coordenadas:\n\n \n\n| N 259 650 | E 571 450 |  |\n| --- | --- | --- |\n| N 258 575 | E 571 225 |  |\n| N 258 175 | E 571 500 | (Cerro, 493 m) |\n| N 257 325 | E 572 900 | (Frontera de Panamá) |\n\n \n\nA partir de este punto, se sigue por el límite\nfronterizo entre Costa Rica y Panamá, señalado(*) en las hojas cartográficas\ncorrespondientes el cual toma rumbo.\n\n \n\n(*)(Corregida\nla palabra anterior mediante Fe de Erratas y publicada en La Gaceta N° 221 del\n16 de noviembre de 2001, página N° 72. Anteriormente se indicaba: \"señalando\")\n\n \n\nSur Oeste de este último punto y después Sur Este, hasta el punto de\ncoordenadas N 247 250 E 578 950 ( frontera de Panamá). De ahí se sigue por los\npuntos de coordenadas:\n\n \n\n| N 246 775 | E 578 950 |  |\n| --- | --- | --- |\n| N 246 200 | E 578 400 |  |\n| N 246 200 | E 578 025 | (Quebrada La Peñita) |\n\n \n\nLa Reserva continúa con su límite\naguas abajo por la quebrada La Peñita, hasta el punto de coordenadas N 245 340\nE 577 545. N° 92 de fecha 13 de mayo\n1982, modifíquese el artículo 4° del Decreto Ejecutivo N° 13545-G para que en adelante se lea así:\n\nArtículo 3º-Para efectos de la \"Dirección Territorial Administrativa de la República de Costa Rica\",\nla Reserva Indígena Guaymí de Conteburica, se compone de los caseríos: Alto Conte, La Vaca, Río\nClaro, Progreso, Las Vegas, Santa Rosa, La Peñita, Carones, Río Coco, y Río Caña Blanca.\n\nArtículo 4º-Modifíquese el Artículo 7° del Decreto N° 13545-G de Gaceta N° 92 de fecha 13 de mayo,\n1982 para que de ahora en adelante se lea:\n\n            El idioma Guaymí se reconoce como idioma local de las reservas Guaymíes: Conteburica,\nOsa, Coto Brus, y Abrojo Montezuma.\n\nArtículo 5º-Modifíquese el artículo 5 del decreto ejecutivo\nN° 13545-G de Gaceta N 92 de fecha 13 de mayo de 1982, para que de ahora\nen adelante se lea:\n\nLa Comisión Nacional de Asuntos Indígenas CONAI coordinará\ncon el Instituto de Desarrollo Agrario INDER(*), la elaboración del plano de la\nReserva Indígena de Conteburica conforme a las coordenadas definidas en el\nartículo 1° del presente decreto, teniéndose que el INDER(*), realizará los trámites\nrespectivos para el catastrado de estos planos y la Procuraduría General de la\nRepública a través de la notaría del Estado y el Catastro Nacional, procederán\na la inscripción de la Reserva Indígena Guaymí de Conteburica respectivamente,\nen el Registro Nacional de la Propiedad.\n\n(*)\n(Modificada su denominación por el artículo 14° de la Ley N°\n9036 del 11 de mayo de 2012, \"Transforma el Instituto de Desarrollo Agrario\n(IDA) en el Instituto de Desarrollo Rural (INDER) y Crea Secretaría Técnica de\nDesarrollo Rural\")\n\nArtículo 6º-El Colegio Federado de Ingenieros y Arquitectos\nde Costa Rica deberá dar tramite a los planos de las reservas indígenas,\nelaborados a partir de las coordenadas geográficas establecidas en los decretos\nrespectivos que las delimitan, tal y como lo establece el Decreto ejecutivo N°\n8516, Artículos 3 y 4 de 2 de mayo de 1978, ( Alcance N° 93 a la Gaceta N° 105\nde 2 de junio, 1978).\n\nArtículo 7º-Rige a partir de su publicación.\n\nDado en la Presidencia de la República.-San José, a las diez\nhoras del veintidós de marzo de dos mil uno.",

From this point, it continues to the coordinate point N 263 475 E 566 200, a point which takes the spring (naciente) of a small tributary of the Río Conte, unnamed on the respective cartographic sheet. The boundary line follows downstream along this tributary, to its confluence with the Río Conte, at the coordinate point N 264 035 E 567 300. It continues downstream along the Río Conte, to its confluence with a tributary at coordinates N 264 475 E 567 800. N° 92 of May 13, 1982, amend Article 4° of Executive Decree N° 13545-G so that henceforth it reads as follows:\n\nArticle 3º-For purposes of the \"Territorial Administrative Division of the Republic of Costa Rica\", the Guaymí de Conteburica Indigenous Reserve is composed of the hamlets (caseríos): Alto Conte, La Vaca, Río Claro, Progreso, Las Vegas, Santa Rosa, La Peñita, Carones, Río Coco, and Río Caña Blanca.\n\nArticle 4º-Amend Article 7° of Decree N° 13545-G of Gazette N° 92 of May 13, 1982, so that from now on it reads:\n\n            The Guaymí language is recognized as the local language of the Guaymí reserves: Conteburica, Osa, Coto Brus, and Abrojo Montezuma.\n\nArticle 5º-Amend Article 5 of Executive Decree N° 13545-G of Gazette N° 92 of May 13, 1982, so that from now on it reads:\n\nThe National Commission for Indigenous Affairs CONAI shall coordinate with the Institute of Rural Development INDER(*), the preparation of the map of the Conteburica Indigenous Reserve according to the coordinates defined in Article 1° of this decree, with the understanding that the INDER(*) shall carry out the respective procedures for the cadastral registration of these maps and the Office of the Attorney General of the Republic, through the State Notary and the National Cadastre, shall proceed with the registration of the Guaymí de Conteburica Indigenous Reserve respectively, in the National Property Registry.\n\n(*) (Denomination modified by Article 14° of Law N° 9036 of May 11, 2012, \"Transforms the Institute of Agrarian Development (IDA) into the Institute of Rural Development (INDER) and Creates the Technical Secretariat for Rural Development\")\n\nArticle 6º-The Federated College of Engineers and Architects of Costa Rica must process the maps of the indigenous reserves, prepared based on the geographic coordinates established in the respective decrees that delimit them, as established by Executive Decree N° 8516, Articles 3 and 4 of May 2, 1978, ( Supplement N° 93 to Gazette N° 105 of June 2, 1978).\n\nArticle 7º-It shall be effective upon its publication.\n\nGiven at the Presidency of the Republic.-San José, at ten o'clock on the twenty-second of March two thousand one."
