  "body_es_text": "en la totalidad del texto\n\n                    -\n\n                        Texto Completo Norma 29953\n\n                        Modifíca el límite presupuestario y de gasto efectivo establecido en el\nartículo 1° del Decreto Ejecutivo N° 29319-H al Fondo de Parques Nacionales.\n\nTexto Completo acta: 42DD2\nNº 29953-H\n\nNº 29953-H\n\nEL PRESIDENTE DE LA REPÚBLICA\n\nY EL MINISTRO DE HACIENDA\n\nCon fundamento en las atribuciones que les confieren los incisos 3) y 18) del numeral 140 de la\nConstitución Política, los artículos 26 y 27 de la Ley General de la Administración Pública, las\nLeyes Nº 7554 del 4 de octubre de 1995, N° 6084 del 17 de agosto de 1977 y el Decreto Ejecutivo N°\n24652-MIRENEM del veinte de setiembre de 1995.\n\nConsiderando:\n\n1º-Que por imperativo constitucional, le corresponde al Estado garantizar a los ciudadanos el\ndisfrute de un ambiente sano y ecológicamente equilibrado.\n\n2º-Que la Ley Orgánica del Ambiente N° 7554, establece que el Ministerio del Ambiente y Energía\n(MINAE) es el ente rector en materia ambiental, por lo que debe velar por la protección,\nconservación y aprovechamiento de los recursos naturales como condición indispensable para el\ndesarrollo económico sostenible.\n\n3º-Que el Fondo de Parques Nacionales forma parte del Sistema Nacional de Áreas de Conservación,\nmediante el cual se lleva a cabo la protección, conservación, control y fomento de las mismas y\nrequiere incorporar recursos adicionales para implementar acciones con miras al cumplimiento de su\nmisión institucional.\n\n4º-Que se deben atender obligaciones ineludibles de naturaleza operativa en las Áreas de\nConservación, por lo que resulta necesario incorporar recursos adicionales en el presupuesto del\nFondo de Parques Nacionales para el pago de dichas erogaciones.\n\n5º-Que mediante el Decreto Ejecutivo N° 28639-H, publicado en La Gaceta N° 101 del 26 de mayo del\n2000, la Autoridad Presupuestaria formuló las Directrices Generales de Política Presupuestaria para\nel 2001, las cuales fueron conocidas por el Consejo de Gobierno y aprobadas por el Presidente de la\nRepública, estableciendo los límites de gasto presupuestario y de gasto efectivo del presente año,\npara las entidades cubiertas por el ámbito del mencionado Órgano Colegiado.\n\n6º-Que el Decreto Ejecutivo N° 29319-H, publicado en La Gaceta N° 41 del 27 de febrero del 2001,\nmodifica el Decreto N° 28639-H y establece el límite de gasto presupuestario y efectivo del Fondo de\nParques Nacionales para el 2001.\n\n7º-Que por lo anterior, resulta necesario modificar los límites de gasto fijados al Fondo de Parques\nNacionales en los Decretos citados.   "body_en_text": "throughout the entire text\n\n                        -\n\n                            Complete Text of Regulation 29953\n\n                            Amends the budgetary and effective spending limit established in Article 1 of Executive Decree No. 29319-H for the National Parks Fund.\n\nComplete Text file: 42DD2\nNo. 29953-H\n\nNo. 29953-H\n\nTHE PRESIDENT OF THE REPUBLIC\n\nAND THE MINISTER OF FINANCE\n\nBased on the powers conferred by subsections 3) and 18) of article 140 of the Political Constitution, articles 26 and 27 of the General Public Administration Law, Laws No. 7554 of October 4, 1995, No. 6084 of August 17, 1977, and Executive Decree No. 24652-MIRENEM of September 20, 1995.\n\nConsidering:\n\n1º—That by constitutional mandate, the State is responsible for guaranteeing citizens the enjoyment of a healthy and ecologically balanced environment.\n\n2º—That the Organic Environmental Law No. 7554 establishes that the Ministry of Environment and Energy (MINAE) is the governing body in environmental matters, and must therefore ensure the protection, conservation, and use of natural resources as an indispensable condition for sustainable economic development.\n\n3º—That the National Parks Fund is part of the National System of Conservation Areas, through which the protection, conservation, control, and promotion of these areas are carried out, and it requires the incorporation of additional resources to implement actions aimed at fulfilling its institutional mission.\n\n4º—That unavoidable operational obligations in the Conservation Areas must be met, making it necessary to incorporate additional resources into the National Parks Fund's budget for the payment of such expenditures.\n\n5º—That through Executive Decree No. 28639-H, published in La Gaceta No. 101 of May 26, 2000, the Budgetary Authority formulated the General Budgetary Policy Guidelines for 2001, which were made known to the Government Council and approved by the President of the Republic, establishing the budgetary spending and effective spending limits for the current year for the entities covered under the scope of said Collegiate Body.\n\n6º—That Executive Decree No. 29319-H, published in La Gaceta No. 41 of February 27, 2001, amends Decree No. 28639-H and establishes the budgetary and effective spending limit for the National Parks Fund for 2001.\n\n7º—That in view of the foregoing, it is necessary to amend the spending limits set for the National Parks Fund in the cited Decrees. Therefore,\n\nthey decree:\n\nArticle 1º—The budgetary and effective spending limit established in Article 1º of Executive Decree No. 29319-H for the National Parks Fund is hereby amended, setting it at ¢1,470.5 million.\n\nArticle 2º—The limits for budgetary current spending and effective current spending, established in Article 3º of Executive Decree No. 28639-H and its amendments, are hereby amended, as detailed below:\n\n(millions of colones)\n\nBudgetary current spending ¢1,006.7\n\nEffective current spending ¢884.9\n\nArticle 3°.—It shall take effect upon publication."
