  "body_en_text": "in the entirety of the text\n\n                    -\n\n                        Full Text of Regulation 29971\n\n                        Creates the National Program for Organic Agriculture\n\nFull Text of record: A1173\nNo. 29971-MAG\n\nNo. 29971-MAG\n\n(This decree was repealed by executive decree No.\n33390 of September 26, 2006)\n\nTHE PRESIDENT OF THE REPUBLIC\n\nAND THE MINISTER OF AGRICULTURE AND LIVESTOCK\n\nIn accordance with the powers established in Article 140, subsections 3) and 18) of the\nPolitical Constitution, the Phytosanitary Protection Law, No. 7664 of April 8, 1997, the Organic\nEnvironment Law No. 7554 of November 13, 1995, the Regulation on Organic Agriculture,\nExecutive Decree No. 29067-MAG, and the Regulation to the Phytosanitary Protection Law, Executive\nDecree No. 26921-MAG.\n\nConsidering:\n\n1º-That in the last ten years, organic agriculture has experienced an important boom in our\ncountry, driven mainly by small producers, who have seen in it an\nalternative to face the situation that national agriculture is going through, due\nto the high cost of synthetic agrochemicals and the decrease in productivity from contamination\nand soil depletion.\n\n2º-That likewise, in the international context, the consumption of organic products has been growing\nrapidly, with ever more numerous consumers, concerned about their health and\nthe conservation and rational use of natural resources, who in some way pressure\nmarketers to obtain guaranteed healthy products, which forces the search for\necological production alternatives.\n\n3º-That by reason of the foregoing and in support of that significant increase in organic consumption and production\nat the national and international level, it is necessary to provide the agricultural sector with\nthe technical and scientific training and the research necessary so that this\ndevelopment can be guided and a reduction of phyto- and zoosanitary risks in that activity can be guaranteed.\n\n4º-That at the institutional level, it is considered necessary to promote the development of the production,\nprocessing, and marketing of organic products, as a profitable activity, carried out\nin harmony with the environment and natural resources and as a means of contributing to\nthe improvement of the quality of life of Costa Ricans. Therefore,\n\nTHEY DECREE:\n\nArticle 1º-The National Program for Organic Agriculture is hereby created, technically and financially attached\nto the Directorate of the Phytosanitary Protection Service, which will be provided with a program\nbudget within the budget assigned to the same.\n\nArticle 2º-Said program will be headed by a professional called manager, who will coordinate\npolicies and measures towards the execution levels.\n\nArticle 3º-It shall take effect upon its publication."
