  "body_en_text": "in the entirety of the text\n\n                    -\n\n                        Full Text of Regulation 30488\n\n                        Expands for the National Groundwater, Irrigation, and Drainage Service,\nthe total budget expenditure and total effective expenditure limits for 2002.\n\nFull Text record: F32BA\nNo. 30488-H\n\nNo. 30488-H\n\nTHE PRESIDENT OF THE REPUBLIC\n\nAND THE MINISTER OF FINANCE\n\nIn exercise of the powers granted in subsections 3) and 18) of Article 140 of the Political\nConstitution; 26 and 27 of the General Public Administration Law and Articles 21, 23, 24 and 25 of\nLaw No. 8131 and its Regulations, as well as Law No. 6877.\n\nWhereas:\n\n1º—That Law No. 6877 creating the National Groundwater, Irrigation, and Drainage Service (Servicio\nNacional de Aguas Subterráneas, Riego y Avenamiento, SENARA) indicates that its functions include\nproviding technical advice and services to institutions, when the advice and provision of services to\nsaid institutions are not part of the service's programs and projects.\n\n2º—That SENARA needs to incorporate a transfer of resources from the Rural Development Institute\n(Instituto de Desarrollo Rural, INDER)(*) to develop irrigation and drainage infrastructure works in\nrural settlements (asentamientos campesinos) in the Chorotega, Huetar Atlántica, and Brunca regions.\n\n(*)\n(Designation amended by Article 14 of Law No.\n9036 of May 11, 2012, \"Transforms the Agrarian Development Institute\n(IDA) into the Rural Development Institute (INDER) and Creates the Technical Secretariat for\nRural Development\")\n\n3º—That through Executive Decree No. 29511-H, published in La Gaceta No. 98 of May 23, 2001,\nthe Budget Authority issued the General Budget Policy Guidelines for\n2002, which were known to the Government Council and approved by the President of the Republic,\nestablishing in Article 1 of said Decree, the total budget expenditure and effective\nexpenditure limits for the current year, for the entities covered by the scope of said\nCollegiate Body.\n\n4º—That it is necessary to expand for SENARA the total budget and effective expenditure limits for the\n2002 period, so that it can fulfill the proposed objectives.
