atribuciones y facultades que les confiere el artículo 140 y\n146 de la Constitución Política, la Ley Nº 7152 del 5 de junio de 1990 Ley Orgánica\ndel Ministerio de Ambiente y Energía(*), publicada en La Gaceta Nº 117\ndel 21 de junio de 1990, y\n\nConsiderando:\n\n1º-El\nalto interés que para el Gobierno de la República representa fomentar la\nconservación ambiental en el país, a través del Ministerio de Ambiente y\nEnergía(*), dentro de cuyos objetivos se encuentra formular, planificar y\nejecutar las estrategias y políticas nacionales en materia de protección\nambiental, fomento y uso racional de los recursos naturales (biodiversidad,\nhídricos, energéticos, climatológicos, geológicos y mineros), de acuerdo con\ncriterios de sostenibilidad que incorporen la equidad de género y el combate\ncontra la pobreza.\n\n2º-Que\nsiendo la misión del Estado costarricense, de conformidad con la Estrategia\nNacional de Conservación y Uso sostenible de la Biodiversidad, articular los\nesfuerzos de los diferentes sectores sociales y económicos para la consecución\nde los objetivos nacionales de conservación y uso sostenible de la\nbiodiversidad, promoviendo acciones conjuntas y alianzas estratégicas locales,\nregionales, nacionales e internacionales, por medio del Ministerio de Ambiente\ny Energía(*).\n\n3º-Que\ndentro de los objetivos del MINAE se encuentra el promover el desarrollo de\nformación ambiental en todos los niveles educativos y hacia el público en\ngeneral.\n\n4º-Que\nCosta Rica desde hace treinta años ha luchado por la conservación de los\nrecursos naturales, y este reconocimiento le ha merecido su denominación por\nexpertos en tortugas marinas, en el \"23th Annual\nSymposium on Sea Turtle Biology and Conservation\", celebrado en Kuala Lumpur, Malasia,\ncelebrado el pasado marzo, 2003.\n\n5º-Que\nCosta Rica ha firmado y ratificado la Convención Interamericana para la\nProtección y Conservación de las Tortugas Marinas, y que con el apoyo del\nMinisterio de Ambiente y Energía (MINAE), el Instituto Nacional de Pesca\n(INCOPESCA), y el Ministerio de Seguridad Pública con la ayuda de\nOrganizaciones no gubernamentales nacionales y extranjeras, desarrollan\nactividades de investigación, protección y conservación de las tortugas marinas\npara dar cumplimiento a este acuerdo.\n\n6º-Que\nThe Sea Turtle Society es una organización internacional sin fines de\nlucro, organizada de conformidad con las leyes del Estado de Carolina del Sur,\nEstados Unidos de América y, que fue constituida con el propósito de realizar\nel simposio anual de estudios científicos relacionados con la biología y la\nconservación de las tortugas marinas y sus ecosistemas marinos y terrestres y\nla producción de revistas y procedimientos asociados al Simposio; y que en\ncumplimiento a esta misión, The Sea Turtle Society, el Ministerio de\nAmbiente y Energía(*), the Leatherback\nTrust, the Wildlife Conservation Society, y Conservation Internacional by articles 140 and\n146 of the Political Constitution, Law Nº 7152 of June 5, 1990, Organic Law\nof the Ministry of Environment and Energy(*), published in La Gaceta Nº 117\nof June 21, 1990, and\n\nConsidering:\n\n1º-The\nhigh interest that fostering environmental conservation in the country represents for the Government of the Republic,\nthrough the Ministry of Environment and\nEnergy(*), among whose objectives is to formulate, plan, and\nexecute national strategies and policies regarding environmental\nprotection, promotion, and rational use of natural resources (biodiversity,\nwater, energy, climate, geological, and mining resources), in accordance with\nsustainability criteria that incorporate gender equity and the fight\nagainst poverty.\n\n2º-That\nthe mission of the Costa Rican State is, in accordance with the National\nStrategy for the Conservation and Sustainable Use of Biodiversity, to articulate\nthe efforts of the different social and economic sectors to achieve\nthe national objectives of conservation and sustainable use of\nbiodiversity, promoting joint actions and local,\nregional, national, and international strategic alliances, through the Ministry of Environment\nand Energy(*).\n\n3º-That\namong the objectives of MINAE is to promote the development of\nenvironmental education at all educational levels and for the\ngeneral public.\n\n4º-That\nCosta Rica has fought for thirty years for the conservation of its\nnatural resources, and this recognition earned it the designation by\nsea turtle experts at the \"23rd Annual\nSymposium on Sea Turtle Biology and Conservation\", held in Kuala Lumpur, Malaysia,\nheld this past March, 2003.\n\n5º-That\nCosta Rica has signed and ratified the Inter-American Convention for the\nProtection and Conservation of Sea Turtles, and that with the support of the\nMinistry of Environment and Energy (MINAE), the Costa Rican Institute of Fisheries (INCOPESCA),\nand the Ministry of Public Security with the help of\nnational and foreign non-governmental organizations, they carry out\nresearch, protection, and conservation activities for sea turtles\nto comply with this production of journals and proceedings associated with the Symposium; and that in\nfulfillment of this mission, The Sea Turtle Society, the Ministry of\nEnvironment and Energy(*), the Leatherback\nTrust, the Wildlife Conservation Society, and Conservation International in collaboration with the National\nSea Turtle Network and the Secretariat of the Inter-American Convention on\nSea Turtles; as well as the Ministry of Foreign Affairs and Worship and the\nCosta Rican Tourism Institute will hold the Twenty-Fourth Annual Symposium on the\nBiology and Conservation of Sea Turtles in order to disseminate and make known,\nto the national and international community, scientific data on the\nbiology of sea turtles and their ecosystems that support potential\nprotection measures and national and regional initiatives that aid the\npreservation of these endangered species.\n\n7º-That the value that the selection of our\ncountry as the venue for the 24th Annual Symposium on Sea Turtle Biology and Conservation (\"24th\nAnnual Symposium on Sea Turtle Biology and Conservation\") holds for Costa Rican society is important, due to the caliber of the participants\nfrom eighty-four countries around the world representing the international scientific community, as well as\nstudents, park rangers, and the general community interested in the topic of the biology and\nconservation of sea turtles, in full coincidence with the common values and objectives of the\nCosta Rican State and The Sea Turtle Society on issues of environmental
