B) Recomendar las directrices a seguir en las políticas\noficiales y privadas en el manejo y conservación de las aves silvestres. C) Promover la\ninvestigación en el campo de la Ornitología y enriquecer el conocimiento de sus\nasociados en este campo. D) Velar por el correcto ejercicio de la ornitología por parte\nde sus asociados dentro de las normas éticas, cívicas y profesionales.\"\n\nIV.—Que tales fines solventan una necesidad social de primer\norden, por lo que merecen el apoyo del Estado Costarricense.   "body_en_text": "in the entirety of the text\n\n                    -\n\n                        Complete Text of Norm 28412\n\n                        Declares of Public Utility for the Interests of the State the Costa Rican\nOrnithological Association.\n\nComplete Text act: 6CFEC\nN° 28412-J\n\nN° 28412-J\n\nTHE PRESIDENT OF THE REPUBLIC\n\nAND THE MINISTER OF JUSTICE AND GRACE\n\nBased on the provisions of Article 140, subsection 18 of the\nPolitical Constitution, Article 32 of the Law of Associations, and Articles\n28 et seq. of its Regulation.\n\nConsidering:\n\nI.—That Article 32 of Law of Associations Number 219 of\nAugust eight, nineteen thirty-nine and its amendments, grants the Executive\nBranch the authority to declare of Public Utility those simple, federated, or confederated Associations whose development and activities are particularly useful for\nthe interests of the State, and that thereby contribute to solving a social need.\n\nII.—That the Costa Rican Ornithological Association has been\nregistered in the Registry of Associations, since November twenty-fourth, nineteen\nninety-three, under file number 5990, its legal entity identification\nnumber is 3-002-145040.\n\nIII.—That among the purposes pursued by the Association are\nthe following:\n\n\"A) To contribute to the study, research, and conservation of\nwild birds and their habitats. B) To recommend the guidelines to be followed in official\nand private policies regarding the management and conservation of wild birds. C) To promote\nresearch in the field of Ornithology and enrich the knowledge of its\nmembers in this field. D) To ensure the proper practice of ornithology by\nits members within ethical, civic, and professional standards.\"\n\nIV.—That such purposes solve a social need of the highest\norder, and therefore merit the support of the Costa Rican State. Therefore,\n\nThey Decree:\n\nArticle 1—The Costa Rican Ornithological Association, legal entity identification\nnumber 3-002-145040, is declared of public utility for the interests\nof the State.\n\nArticle 2—By virtue of this declaration of Public Utility, whenever said Association wishes\nto make use of administrative and economic franchises and concessions, it must have\nprior approval from the Ministry of Finance.\n\nArticle 3—It is the duty of the Association to render an annual report to the Ministry of Justice and\nGrace, in accordance with what is indicated in Article 31 of the Regulation to the Law of Associations.\n\nArticle 4—Once this decree is published, the interested parties must protocolize and present the\nrespective testimony before the Registry of Associations of the National Registry, for its respective\nregistration.\n\nArticle 5.—It takes effect upon its publication.\n\nIssued at the Presidency of the Republic.—San José, on the tenth day of January of the year two thousand."
