Que con la invaluable participación de instituciones tales como el\nInstituto Nacional de la Biodiversidad. Universidad Nacional. Instituto Costarricense de\nPuertos del Pacifico. Instituto Costarricense de Ferrocarriles, Municipalidad de\nPuntarenas y del sector privado en materia de planeamiento y diseño de obras\narquitectónicas se ha elaborado una propuesta para la construcción y operación de un\n\"Parque Marino en Puntarenas. Centro para la Educación y la Recreación\"\n\n6. Que dentro de las actividades que resultan viables de desarrollar\ncon el mencionado proyecto \"Parque Marino\" se encuentran el establecimiento de\nun Centro de Biología Marina Tropical, un Centro Museografíco de los Ecosistemas Marinos\nTropicales y Filogenia, un Centro de Información en Producción, un Centro Didáctico y\nlos Servicios Complementarios propios de este tipo de complejos (v.g., tiendas, servicios\nde comida e información turística).\n\n7. That the development of the competencies indicated in the\nprevious \"Considering\" clauses is not unrelated to the social impact that any\nproject related to environmental education may have on the specific locality\nwhere it is to be developed, combining conservationist and educational interests with the\nnecessary improvement of the condition of the human being and the community involved.\n\n5. That with the invaluable participation of institutions such as the\nInstituto Nacional de la Biodiversidad, Universidad Nacional, Instituto Costarricense de\nPuertos del Pacifico, Instituto Costarricense de Ferrocarriles, Municipalidad de\nPuntarenas, and the private sector in matters of planning and design of architectural\nworks, a proposal has been prepared for the construction and operation of a\n\"Marine Park in Puntarenas: Center for Education and Recreation.\"\n\n6. That among the viable activities to be developed\nunder the aforementioned \"Marine Park\" project are the establishment of\na Tropical Marine Biology Center, a Museographic Center for Tropical Marine Ecosystems\nand Phylogeny, a Production Information Center, a Didactic Center, and\nthe Complementary Services typical of this type of complex (e.g., shops,\nfood services, and tourist information).\n\n7. That it is fundamentally important for the community of the\ncity of Puntarenas to have a tourist center unique in its kind, supported\nby the experience of successful private organizations in the development of projects\nrelated to conservation and with the support of public entities with specific\ncompetencies in the education and promotion of our natural resources.\n\n8. That the preliminary presentation of the project: \"Marine Park in\nPuntarenas: Center for Education and Recreation\" is entirely consistent\nwith the will of the Executive Branch to seek alternatives for integration between\neconomic aspects and Sustainable Human Development. Therefore,\n\nTHEY DECREE:\n\nDECLARATION OF PUBLIC INTEREST OF THE PROJECT \"MARINE PARK IN\nPUNTARENAS: CENTER FOR EDUCATION AND RECREATION\"\n\nArticle 1.—The project\n\"Marine Park in Puntarenas: Center for Education and Recreation\" is hereby declared of public interest\nin accordance with the proposal prepared by the Formulation Commission appointed by the\nMinister of Environment and Energy.\n\nArticle 2.—To entrust and authorize the most determined support from the Institutions of the decentralized\nsector and the organs of the State, to the extent of their material, financial, and human resource\npossibilities, for the implementation and effective conclusion of the project \"Marine\nPark in Puntarenas: Center for Education and Recreation.\"\n\nArticle 3.—To appoint the Minister of Environment and Energy as General Director of the project\n\"Marine Park in Puntarenas: Center for Education and Recreation,\" empowering her to\nestablish the necessary agreements and covenants with the institutions and organs of Public\nAdministration as well as with private non-profit legal entities committed to the\nconservation and promotion of the environment for the purpose of coordinating the execution of the project.\n\nArticle 4.—It shall be effective from its publication.\n\nSan José, January 17, 2000.-" }
