  "body_en_text": "in the entirety of the text\n\n                    -\n\n                        Complete Text of Norm 31378\n\n                        Declares the IV National Forestry Congress to be of National Convenience.\n\nComplete Text record: 6DB5F\nN° 31378-MINAE\n\nN° 31378-MINAE\n\nTHE PRESIDENT OF THE REPUBLIC\n\nAND THE MINISTER OF ENVIRONMENT AND ENERGY\n\nIn accordance with article 140, subsections 3) and 18) and 146, of the Political Constitution, and article 28, of the General Law of Public Administration Nº 6227.\n\nConsidering:\n\n1°-That the Ministry of Environment and Energy and the Association for Forestry Training are organizing the IV National Forestry Congress to be held at the Hotel Corobicí on September 17, 18, and 19, 2003.\n\n2°-That said activity is the foremost professional training event carried out in the forestry sector by the Ministry.\n\n3°-That it is important for said activity to be supported by the various instances, both public and private, in order to guarantee its success and thereby offer a space for the sector's professionals to discuss the technical, political, and economic advances of the sector.\n\nDECREE:\n\n1°-Declare the IV National Forestry Congress to be of National Convenience.\n\n2°-National public and private institutions shall provide, to the extent of their possibilities, the collaboration and facilities within their reach, without undermining their own functions, for the realization of the congress. Likewise, they shall promote among their officials participation in said congress and shall grant the corresponding permits so that interested officials may participate in the event.\n\n3°-It shall be effective as of its publication.\n\nGiven at the Presidency of the Republic.-San José, at ten o'clock on the sixth day of May of two thousand three."
