  "body_es_text": "en la totalidad del texto\n\n                    -\n\n                        Texto Completo Norma 31401\n\n                        Declara de Utilidad Pública para los intereses del Estado a la Asociación de\nAcueducto Rural La Lucha-La Vega de San Carlos\n\nTexto Completo acta: 17A703\nNº 31401-J\n\nNº 31401-J\n\n(Este decreto ejecutivo fue derogado por el artículo 1° del decreto\nejecutivo N° 45182 del 30 de julio de 2025)\n\nEL PRESIDENTE DE LA REPÚBLICA\n\nY LA MINISTRA DE JUSTICIA Y GRACIA\n\nCon fundamento\nen lo dispuesto en los artículos 140, inciso 18), y 146 de la Constitución\nPolítica, en el artículo 32 de la Ley de Asociaciones y en los artículos 27 y\nsiguientes de su Reglamento.\n\nConsiderando:\n\nI.-Que el\nartículo 32 de la Ley de Asociaciones Nº 218 de ocho de agosto de mil\nnovecientos treinta y nueve y sus reformas, confiere al Poder Ejecutivo la\npotestad de declarar de Utilidad Pública a las Asociaciones simples, federadas\no confederadas, cuyo desarrollo y actividades sean particularmente útiles para\nlos intereses del Estado, y que por ello contribuyan a solventar una necesidad\nsocial.\n\nII.-Que la\nAsociación de Acueducto Rural La Lucha-La Vega de San Carlos, cédula de persona\njurídica Nº 3-002-254101 se inscribió en el Registro de Asociaciones del\nRegistro Público desde el día dos de noviembre de mil novecientos noventa y\nnueve, bajo el expediente número 11639.\n\nIII.-Que entre\nlos fines que persigue la Asociación se encuentran los siguientes: \"a)\nConstruir un Acueducto en la Lucha de la Tigra de San Carlos, cincuenta metros\nal norte de la escuela, provincia de Alajuela. b) Administrar, operar y\nconservar en buenas condiciones el acueducto, de acuerdo con las disposiciones\ny Reglamentos que al respecto emita Acueductos y Alcantarillados. c) Obtener la\nparticipación efectiva de la comunidad, en la construcción y mantenimiento del\nacueducto. d) Colaborar con los programas y campañas de índole educativas que\nse emprendan. e) Ayudar a explicar y divulgar en la comunidad las disposiciones\ny reglamentos de Acueductos y Alcantarillados. f) Cooperar con los planes y\nobras que emprende Acueductos y Alcantarillados en la comunidad. g) Participar\nen la vigilancia y protección de las fuentes de abastecimiento del acueducto,\nevitar las contaminaciones de las mismas y ayudar a la protección de las\ncuencas hidrográficas de la región.\"\n\nIV.-Que tales\nfines solventan una necesidad social de primer orden, como lo es el suministro\nde agua potable a las comunidades que beneficia, por lo cual merecen el apoyo\ndel Estado Costarricense. Por tanto:\n\nDECRETAN:\n\nArtículo\n1º-Declárese de Utilidad Pública para los intereses del Estado a la Asociación\nde Acueducto Rural La Lucha-La Vega de San Carlos, cédula de persona jurídica\nNº 3-002-254101.\n\nArtículo 2º-Es deber de la Asociación rendir anualmente un informe ante el Ministerio de Justicia,\nde conformidad con lo indicado en el artículo 32 del Reglamento a la Ley de Asociaciones.\n\nArtículo 3º-Una vez publicado este Decreto los interesados deberán protocolizar y presentar el\nrespectivo testimonio ante el Registro de Asociaciones del Registro Nacional, para su respectiva\ninscripción.\n\nArtículo 4º—Rige a partir de su publicación.\n\nDado en la Presidencia de la República.—San José, a los doce\ndías del mes de setiembre del dos mil tres.",
  "body_en_text": "in the entirety of the text\n\n                    -\n\n                        Complete Text of Norm 31401\n\n                        Declares of Public Utility for the interests of the State the Rural Water Association La Lucha-La Vega de San Carlos\n\nComplete Text acta: 17A703\nNº 31401-J\n\nNº 31401-J\n\n(This executive decree was repealed by article 1 of executive decree N° 45182 of July 30, 2025)\n\nTHE PRESIDENT OF THE REPUBLIC\n\nAND THE MINISTER OF JUSTICE AND GRACE\n\nBased on the provisions of articles 140, subsection 18), and 146 of the Political Constitution, article 32 of the Law of Associations and articles 27 and following of its Regulations.\n\nConsidering:\n\nI.-That article 32 of the Law of Associations Nº 218 of August eight, nineteen thirty-nine and its amendments, grants the Executive Branch the power to declare of Public Utility simple, federated, or confederated Associations, whose development and activities are particularly useful for the interests of the State, and that thereby contribute to solving a social need.\n\nII.-That the Rural Water Association La Lucha-La Vega de San Carlos, legal entity identification number Nº 3-002-254101, was registered in the Registry of Associations of the Public Registry on November two, nineteen ninety-nine, under case file number 11639.\n\nIII.-That among the purposes pursued by the Association are the following: \"a) Build a Water System in La Lucha de la Tigra de San Carlos, fifty meters north of the school, province of Alajuela. b) Administer, operate, and maintain in good condition the water system, in accordance with the provisions and Regulations issued on the matter by Acueductos y Alcantarillados. c) Obtain the effective participation of the community in the construction and maintenance of the water system. d) Collaborate with educational programs and campaigns that are undertaken. e) Help explain and disseminate in the community the provisions and regulations of Acueductos y Alcantarillados. f) Cooperate with the plans and works undertaken by Acueductos y Alcantarillados in the community. g) Participate in the surveillance and protection of the water system's supply sources, prevent their contamination, and help protect the hydrographic basins of the region.\"\n\nIV.-That such purposes solve a social need of the highest order, such as the supply of drinking water to the benefiting communities, for which they deserve the support of the Costa Rican State. Therefore:\n\nDECREE:\n\nArticle 1º-Declare of Public Utility for the interests of the State the Rural Water Association La Lucha-La Vega de San Carlos, legal entity identification number Nº 3-002-254101.\n\nArticle 2º-It is the duty of the Association to submit an annual report to the Ministry of Justice, in accordance with the provisions of article 32 of the Regulations to the Law of Associations.\n\nArticle 3º-Once this Decree is published, the interested parties must notarize and present the respective certified copy before the Registry of Associations of the National Registry, for its respective registration.\n\nArticle 4º—It shall take effect upon its publication.\n\nGiven at the Presidency of the Republic.—San José, on the twelfth day of September, two thousand three."
