por lo que, pese a los esfuerzos que se han realizado en\nlos últimos años, se ha causado un importante daño ambiental.\n\n3º—Que es competencia y responsabilidad de los gobiernos locales\natender en sus respectivas comunidades todo lo relacionado con el manejo de los desechos\nsólidos. Mientras que es una responsabilidad de las distintas instituciones del Gobierno\ncolaborar y apoyar, en el marco de sus propias competencias, a las municipalidades para\ndar una solución integral al problema.\n\n4º—Que con el propósito de que exista una adecuada coordinación\ny articulación de las acciones generales y concretas que se deberán desarrollar para\nlograr los cometidos planteados, es necesario constituir formalmente una Comisión\ncoordinadora para la búsqueda de alternativas al manejo de los desechos sólidos, la cual\nestará integrada por los representantes de los Ministerios de la Presidencia, de Salud y\nde Ambiente y Energía, así como por el Presidente Ejecutivo del Instituto de Fomento y\nAsesoría Municipal (IFAM).
