B) Obtener la\nparticipación efectiva de la comunidad, en el mantenimiento del acueducto. C)\nColaboración en los programas y campañas de índole educativa que se emprendan.\nD) Ayudar a explicar y divulgar en la comunidad las disposiciones y reglamentos\ndel Instituto Costarricense de Acueductos y Alcantarillados.   "body_en_text": "in the entirety of the text\n\n                    -\n\n                        Full Text of Regulation 31480\n\n                        Declares of public utility the rural aqueduct association of Concepción de\nLa Tigra de San Carlos\n\nFull Text record: 180CFA\nN° 31480-J\n\nN° 31480-J\n\n(This executive decree was repealed by Article 1 of Executive Decree\nN° 45286 of October 7, 2025)\n\nTHE PRESIDENT OF THE REPUBLIC AND THE MINISTER OF\nJUSTICE\n\nPursuant to the provisions set forth in Articles 140, subsection 18) and 146 of the Political Constitution, in Article 32 of the Law of Associations and in Articles 27 and following of its Regulations.\n\nConsidering:\n\nI.-That Article 32 of the Law of Associations number 218 of August 8, 1939 and its amendments, grants the Executive Branch the authority to declare of Public Utility those simple, federated, or confederated Associations, whose development and activities are particularly useful for the interests of the State, and which thereby contribute to solving a social need.\n\nII.-That the Asociación Acueducto Rural de Concepción de La Tigra de San Carlos, legal identification number 3-002-203788, was registered in the Registry of Associations of the Public Registry as of July 10, 1997, under file number 8612.\n\nIII.-That among the purposes pursued by the association are the following: \".A) To administer, operate, and conserve in good condition the aqueduct, in accordance with the provisions and regulations issued on the matter by the Instituto Costarricense de Acueductos y Alcantarillados. D) To help explain and disseminate in the community the provisions and regulations of the Instituto Costarricense de Acueductos y Alcantarillados. F) To participate in the surveillance and protection of the aqueduct's supply sources, prevent their contamination, and help protect the region's watersheds.\"\n\nIV.-That such purposes solve a social need of the first order, for which reason they merit the support of the Costa Rican State.
