  "body_en_text": "throughout the entire text\n\n                    -\n\n                        Complete Text of Regulation 439\n\n                        Amendment to the Agreement Regulating the Use of Circular Hooks with an\nAngle no greater than five degrees by Individual Fishermen and Vessels Engaged in\nSport Fishing Activity\n\nComplete Text of Minutes: 6FB33\nAJDIP/439\n\nAJDIP/439.-Puntarenas, on the twenty-fourth day of October, two thousand\nthree.\n\n \n\nConsidering:\n\n \n\n1º-That INCOPESCA, by means\nof agreement AJDIP/063-2003, regulated the use of circular hooks with an\nangle no greater than five degrees by individual fishermen and\nvessels engaged in sport fishing activity.\n\n \n\n2º-That despite the foregoing, it has\nbeen demonstrated that the angle limitations are not determining factors\nregarding the increase or decrease of catch, or impact on the species, which,\ncoupled with the orientation of the activity, in terms of recreation and enjoyment\nof marine nature, renders maintaining the requirement and compliance with the degrees regarding the use of circular hooks in\nsport fishing unnecessary. Therefore:\n\n \n\nIT IS AGREED:\n\n \n\n1º-Article 1\nof Agreement AJDIP/063-2003 is amended to henceforth read as follows: Every individual sport vessel conducting sport fishing activities for Billfish (Picudos) using live or dead bait of natural origin in Costa Rican waters must use circular hooks. Said hooks shall not be mandatory nor required when the sport fishing activity for Billfish (Picudos) is carried out using the fishing method called Fly Fishing (Pesca Con Mosca)\nor when trolling with artificial lures, as long as live or dead bait of natural origin is not used in association with such lures.\n\n2º-Let it be published."
