  "body_en_text": "in the entirety of the text\n\n                    -\n\n                        Complete Text of Standard 31493\n\n                        Declares the National and Regional Congress \"Integración regional, libre comercio y políticas agroambientales para el desarrollo rural sostenible\" to be of National Convenience\n\nComplete Text of record: 6FCB2\nNº 31493-MINAE\n\nNº 31493-MINAE\n\nTHE PRESIDENT OF THE REPUBLIC AND THE MINISTER OF THE ENVIRONMENT AND ENERGY In accordance with article 140, subsections 3) and 18) and 146 of the Political Constitution, and article 28 of the General Law on Public Administration Nº 6627.\n\nConsidering:\n\n1º—That the Ministry of the Environment and Energy and the Supreme Court of Justice are organizing the National and Regional Congress \"Integración regional, libre comercio y políticas agroambientales para el desarrollo rural sostenible\", to be held in our country on February 24, 25, 26, and 27, 2004.\n\n2º—That said activity represents an event that entails a high degree of professional and intellectual training for the participants, especially for the Ministry of the Environment and Energy, the Supreme Court of Justice, and other involved institutions.\n\n3º—That it is important that said activity be supported by the different bodies, both public and private, in order to guarantee its success and thereby offer a space for professionals in the environmental and agricultural sector to discuss topics of legal, technical, political, and\n\neconomic interest, with a view to the general and progressive formulation of a Central American agri-environmental policy within the regional integration process.\n\nTherefore:\n\nTHEY DECREE:\n\n1º—Declare the National and Regional Congress \"Integración regional, libre comercio y políticas agroambientales para el desarrollo rural sostenible\" to be of National Convenience.\n\n2º—National public and private institutions shall provide, to the extent of their possibilities, the collaboration and facilities within their reach without impairing their own functions, for the holding of the congress.
