especial al Estado y a los diferentes\nsectores de la sociedad civil.\n\n3º-Que el Ministerio de\nAmbiente y Energía le compete la protección de las áreas silvestres protegidas\ny para permitir que turistas nacionales y extranjeros puedan apreciar la\nbiodiversidad de estas áreas silvestres, se hace necesario contar con\ninfraestructura y servicios adecuados.\n\n4º-Que al Instituto\nCostarricense de Turismo, la ley le asigna la función de proteger las bellezas\nnaturales del país y en cumplimiento de esta atribución se ha insistido en\npolíticas de protección de los recursos naturales y desarrollo sostenible de la\nactividad turística. \n\n5º-Que la Fundación de\nParques Nacionales, es una organización privada, sin fines de lucro,\nconstituida por la Procuraduría General de la República en junio de 1979 con el\npropósito de \"promover el establecimiento, protección y desarrollo en general\nde los parques nacionales y reservas equivalentes del país.\", que ha venido\nprestando su colaboración a través de todos estos años, particularmente en lo relacionado\ncon la implementación y consolidación del Sistema Nacional de Áreas de\nConservación.\n\n6º-Que la Cámara Nacional\nde Turismo (CANATUR) es una organización que agrupa, planifica y concerta las\nacciones empresariales privadas en todo lo relacionado con el ámbito turístico\ny los correspondientes silvestres\nprotegidas así como para el desarrollo sostenible de la actividad turística,\nconsiste en la cooperación efectiva entre los sectores público y privado.\n\n8º-Que el crecimiento del\nSector Turismo ha experimentado un ritmo importante, donde se reporta que el\naño pasado ingresaron 1.113.359 turistas a nuestro país, lo cual produjo 1078.0\nmillones de dólares por concepto de ingreso de divisas. Este aporte le\nsignificó el ubicarse como el primer renglón en importancia dentro de la\neconomía nacional.\n\n9º-Que de los turistas que\ningresaron por vía aérea (aproximadamente ocho cientos mil visitantes), se\nestima que al menos un sesenta por ciento (60%) visitaron áreas de\nconservación. Asimismo, un 45.8% de dichos visitantes practicaron la\nobservación flora y fauna, un 43% caminatas por senderos, un 34.1 % observación\nde aves y un 44.4% visitó los volcanes.\n\n10.-Que es necesario\nrealizar un esfuerzo conjunto del sector público y privado para adoptar medidas\nque sin afectar el flujo turístico, garantice la conservación, protección,\ncontrol y administración apropiada de las áreas silvestres protegidas, recurso\nque constituye una de las principales atracciones turísticas del país.
