Así como readecuar o adaptar los\nobjetivos y criterios de evaluación, para incentivar la organización de centros\nacadémicos e instalaciones para recreación, con el propósito de buscar la excelencia\nhigiénico sanitaria de los mismos. Por tanto:\n\nDECRETAN:\n\n \n\nArtículo 1º-Ampliar los alcances del Programa\nBandera Azul Ecológica contenidos en el Decreto Ejecutivo 31610-S-MINAE-TUR del\nveintidós de enero del año dos mil cuatro, como incentivo para organizar a los\neducadores, educandos y personal del área administrativa de los centros\neducativos públicos y privados (preescolar, escuelas y colegios), con el fin de\npromover la adopción de prácticas sostenibles y sustentables, amigables con el\nambiente, mediante la mejora continua de las condiciones higiénico sanitarias\nde su infraestructura física, campañas de protección de los recursos naturales,\nprogramas de educación ambiental y la incorporación del centro estudiantil a la\ncomunidad respectiva, entre otros.\n\n \n\n(NOTA: Mediante decreto ejecutivo N°\n33604 del 31 de enero de 2007, se amplían los alcances\ndel Programa Bandera Azul Ecológica, incluyendo una nueva categoría denominada\nEspacios Naturales Protegidos (privados), con la finalidad de reconocer a los\ngestores de estos espacios los esfuerzos realizados en la promoción y adopción\nde prácticas, sostenibles y amigables con el ambiente, mediante conservación\ndel bosque primario, ecoturismo y mixtos (zonas destinadas a conservación\nboscosa combinadas con actividades agropecuarias y turísticas)\n\n \n\n(*)(Modificada su denominación por el artículo 11 de\nla Ley \"Traslado del sector\nTelecomunicaciones del Ministerio de Ambiente, Energía y Telecomunicaciones al\nMinisterio de Ciencia y Tecnología\", N° 9046 del 25 de junio de 2012)\n\nArtículo\n2º-El Programa Bandera Azul Ecológica, propuesto en este decreto para los\ncentros educativos, tiene como objetivo general, promover la adquisición de\nactitudes y valores en la población estudiantil que incidan en el desarrollo de\nuna cultura ambiental para el desarrollo sostenible y sustentable.\n\nA la vez\ncontempla como objetivos específicos:\n\na- Promover\nespacios de participación en las instituciones educativas públicas y privadas\nmediante la alianza de los estudiantes, educadores y padres de familia, con el\nfin de ejecutar proyectos para el manejo adecuado de los recursos naturales. \n\nb- Conocer\nla problemática ambiental de las instituciones educativas públicas y privadas,\nmediante la aplicación de diagnósticos ambientales. \n\nc- Fomentar\nla excelencia de las condiciones higiénico sanitarias en las instituciones educativas\npúblicas y privadas con la participación activa de todos los actores del\nproceso educativo. \n\nd- Impulsar\nprocesos educativos que promuevan el desarrollo de conocimientos en la\npoblación estudiantil de las instituciones educativas públicas y privadas,\nmediante el desarrollo de actividades de capacitación relacionadas con el tema\ncultura ambiental para el desarrollo sostenible. \n\ne- Fomentar\nla conciencia ambiental en los actores del proceso educativo, mediante su\ninvolucramiento en programas de educación ambiental, administración y\nvigilancia de los recursos naturales, entre otros, según necesidades\nidentificadas en los diagnósticos ambientales. \n\nf- Fomentar\nel espíritu de la sana competencia entre la población estudiantil de las\ndiferentes instituciones educativas públicas y privadas para la obtención de la\nBandera Azul Ecológica, como una forma de premiar y reconocer los esfuerzos de\nlos actores del proceso educativo, por proteger y conservar la calidad del ambiente.\n\nArtículo\n3º-Para efectos de una sana administración y operación del Programa Bandera\nAzul Ecológica en los centros educativos, se incorpora a la Comisión Nacional\ndel Programa Bandera Azul Ecológica, un representante del Ministerio de\nEducación y su respectivo suplente, conforme lo señala el artículo 4° del\nDecreto Ejecutivo N° 31610-SMINAE-TUR. El Ministerio de Educación facilitará\nlos funcionarios necesarios para apoyar la labor del equipo técnico de trabajo,\nseñalado en el citado decreto.\n\nArtículo\n4º-Las instituciones educativas interesadas en participar en el Programa\nBandera Azul Ecológica, se deben inscribir a más tardar el 30 de marzo de cada\naño, para lo cual deberán constituir un Comité Institucional Pro Bandera Azul\nEcológica, integrado como mínimo, por un representante de los estudiantes, un\nrepresentante de los educadores, un representante del área administrativa y un\nrepresentante de los padres o madres de familia; todos ellos serán designados\npor el Director del centro educativo. De igual forma podrán participar\nrepresentantes de otros sectores de la comunidad a la que pertenece el centro\neducativo\n\nArtículo\n5º-El comité institucional del centro educativo tiene que preparar un plan o\nprograma de trabajo que abarque los criterios de evaluación indicados en el\nartículo 10 del presente decreto; dicho programa o plan debe entregarse a la\nComisión Nacional en el momento de la inscripción. As well as readjusting or adapting the\nobjectives and evaluation criteria, to incentivize the organization of academic\ncenters and recreation facilities, with the purpose of seeking their hygienic-sanitary\nexcellence. Therefore:\n\nDECREE:\n\n \n\nArticle 1.-To expand the scope of the Ecological Blue Flag Program\ncontained in Executive Decree 31610-S-MINAE-TUR of\nJanuary twenty-second, two thousand four, as an incentive to organize\neducators, students and administrative area staff of public and private educational\ncenters (preschool, schools and high schools), with the aim of\npromoting the adoption of sustainable and sustainable practices, friendly\nwith the environment, through the continuous improvement of the hygienic-sanitary conditions\nof their physical infrastructure, campaigns for the protection of natural resources,\nenvironmental education programs and the incorporation of the student center into the\nrespective community, among others.\n\n \n\n(NOTE: Through executive decree N°\n33604 of January 31, 2007, the scope\nof the Ecological Blue Flag Program is expanded, including a new category called\nProtected Natural Spaces (private), with the purpose of recognizing the\nmanagers of these spaces for the efforts made in the promotion and adoption of\npractices, sustainable and friendly with the environment, through conservation\nof the primary forest, ecotourism and mixed (areas destined for forest conservation\ncombined with agricultural and tourism activities)\n\n \n\n(*)(Name modified by article 11 of\nthe Law “Transfer of the\nTelecommunications Sector from the Ministry of Environment, Energy and Telecommunications to the\nMinistry of Science and Technology”, N° 9046 of June 25, 2012)\n\nArticle\n2.-The Ecological Blue Flag Program, proposed in this decree for\neducational centers, has as its general objective, to promote the acquisition of\nattitudes and values in the student population that influence the development of\nan environmental culture for sustainable and sustainable development.\n\nAt the same time,\nit contemplates the following specific objectives:\n\na- Promote\nspaces of participation in public and private educational institutions\nthrough the alliance of students, educators and parents, with\nthe purpose of executing projects for the adequate management of natural resources. \n\nb- Understand\nthe environmental issues of public and private educational institutions,\nthrough the application of environmental diagnostics. \n\nc- Promote\nthe excellence of hygienic-sanitary conditions in public and private educational\ninstitutions with the active participation of all actors in the\neducational process. \n\nd- Promote\neducational processes that foster the development of knowledge in the\nstudent population of public and private educational institutions,\nthrough the development of training activities related to the theme\nenvironmental culture for sustainable development. \n\ne- Foster\nenvironmental awareness in the actors of the educational process, through their\ninvolvement in environmental education programs, administration and\nsurveillance of natural resources, among others, according to needs\nidentified in the environmental diagnostics. \n\nf- Foster\nthe spirit of healthy competition among the student population of the\ndifferent public and private educational institutions for obtaining the\nEcological Blue Flag, as a way to reward and recognize the efforts of\nthe actors of the educational process, for protecting and conserving the quality of the environment.\n\nArticle\n3.-For the purposes of sound administration and operation of the Ecological Blue Flag\nProgram in educational centers, a representative of the Ministry of\nEducation and their respective alternate are incorporated into the National Commission\nof the Ecological Blue Flag Program, as indicated in article 4 of\nExecutive Decree N° 31610-SMINAE-TUR. The Ministry of Education will provide\nthe necessary officials to support the work of the technical work team,\nindicated in the aforementioned decree.\n\nArticle\n4.-Educational institutions interested in participating in the Ecological Blue Flag\nProgram must register no later than March 30 of each\nyear, for which they must constitute a Pro-Ecological Blue Flag Institutional\nCommittee, composed of at least, one representative of the students, one\nrepresentative of the educators, one representative of the administrative area and one\nrepresentative of the fathers or mothers of the family; all of them will be designated\nby the Director of the educational center. Likewise, representatives\nof other sectors of the community to which the educational center belongs may participate.\n\nArticle\n5.-The institutional committee of the educational center must prepare a work\nplan or program covering the evaluation criteria indicated in\narticle 10 of this decree; said program or plan must be delivered to the\nNational Commission at the time of registration. Then, in the month of October,\nit will present a report to the National Commission on the work carried out in the\ncorresponding period.\n\nArticle\n6.-The National Water Laboratory will carry out the physical-chemical and\nmicrobiological analyses of the water for human consumption available at the educational center.\n\nArticle\n7.-The National Commission of the Ecological Blue Flag Program will carry out, through\nthe technical work team, environmental audits with the purpose of\nevaluating the development of the work plan presented by each participating educational center.\n\nArticle\n8.-The National Commission of the Ecological Blue Flag Program will select the\nwinning educational centers no later than the first week of the month of\nDecember of the evaluated year, and will organize an award ceremony at the beginning of the\nfollowing school year, where the award will be presented.\n\nArticle\n9.-The Ministry of Education, as well as the other institutions\nparticipating in the National Commission of the Ecological Blue Flag Program,\nmust include in their work plans and likewise allocate the\nresources that would give it substance for its effective execution.\n\nArticle\n10.-The educational centers registered in the program will have to present for\ntheir evaluation in the month of October, the evidence of compliance with the\nparameters described below, having to achieve a minimum of\n90%, according to the following parameters:\n\n \n\nEvaluation\ncriterion                                     Value\n                                       Score\n\npercentage                               obtained\n\n \n\nService of\nwater for human consumption   20                                            20\n\nSanitary\nservice and evacuation\n\nof liquid\nwaste                                      20                                            20\n\nHygiene of\nclassrooms and other facilities      20                                            20\n\nEnvironmental\neducation                             20                                            20\n\nAdministration\nand safety                      20                                            20\n\n \n\nTotal                                                    100\n                                          100\n\nArticle\n11.-The participating educational center will obtain the Ecological Blue Flag\naward with:\n\n \n\na) One\nstar (A): Minimum score of 90% of the points indicated in the previous\narticle.\n\nb) Two\nstars (AA): Score of 100% plus environmental protection campaigns, such\nas reforestation in parks, rivers or streams with native species, or\nall those campaigns that promote sustainable and sustainable development\nof the environment, where the educational center is located.\n\nc) Three\nstars (AAA): That obtained with the flag with two stars, plus an environmental\nemergency response program and a campaign for classification and recycling\nof solid waste.\n\nArticle\n12.-Effective from its publication.\n\nGiven at the\nPresidency of the Republic.-San José, on the ninth day of February of the year\ntwo thousand four."
