  "body_es_text": "en la totalidad del texto\n\n                    -\n\n                        Texto Completo Norma 31856\n\n                        Declara de Interés Público la 23° Reunión de la Comisión Forestal de\nLatinoamérica y el Caribe.\n\nTexto Completo acta: 75039\nNº 31856-MINAE\n\n \n\nNº\n31856-MINAE\n\nEL PRESIDENTE DE LA REPÚBLICA\n\nY EL MINISTRO DEL AMBIENTE Y ENERGÍA\n\n \n\n    De conformidad con el artículo 140, inciso 3) y 18) y\n146 de la Constitución Política, y el artículo 28 de la Ley General de la Administración\nPública N° 6227.\n\n     \n\n    Considerando:\n\n     \n\n    1º-Que el Ministerio del Ambiente y Energía y la\nComisión Forestal para Latinoamérica y el Caribe (COFLAC) de la Organización de\nlas Naciones Unidas para la Agricultura y la Alimentación (FAO), han convenido\ncelebrar la 23° Reunión de la COFLAC, en Costa Rica los días 18 al 23 de\noctubre del 2004.\n\n    2º-Que dicha actividad reunirá a los directores\nforestales de Latinoamérica y el Caribe, al Director del Departamento de Montes\nde la FAO en Roma, autoridades de la Oficina Regional de FAO en Santiago de\nChile, así como observadores internacionales de organizaciones o instituciones\nforestales interesadas en el área forestal.\n\n    3º-Que siendo la misión del Estado costarricense, de\nconformidad con el Plan Nacional de Desarrollo Forestal, articular los\nesfuerzos de los diferentes sectores sociales y económicos para el manejo\nintegral del recurso bosque, promoviendo acciones conjuntas y alianzas estratégicas\nlocales, regionales, nacionales e internacionales.\n\n    4º-Que Costa Rica desde hace más de treinta años ha\nluchado por la recuperación de los bosques en áreas degradadas, logrando\navances muy importantes en cuanto a reforestación, mecanismos financieros\nnovedosos para el reconocimiento de los servicios ambientales, el\nestablecimiento del sistema de área protegidas y aprovechamiento sostenible de\nlos bosques productores del país.\n\n    5º-Que la Comisión Forestal para Latinoamérica y el\nCaribe (COFLAC), tiene como funciones asesorar a los países en la formulación de\npolíticas forestales, revisar y coordinar su aplicación en el plano regional.\nAsí como intercambiar información por conducto de órganos auxiliares especiales\ny aconsejar los métodos y medidas más adecuados respecto a los problemas técnicos\nforestales.\n\n    6º-Que la escogencia de Costa Rica como sede de la 23°\nReunión de la COFLAC, es un reconocimiento al país por el esfuerzo que ha\nrealizado en la conservación y al uso sostenible de los recursos naturales.   "body_en_text": "in the entirety of the text\n\n                    -\n\n                        Full Text of Norma 31856\n\n                        Declares of Public Interest the 23rd Meeting of the Forestry Commission of\nLatin America and the Caribbean.\n\nFull Text acta: 75039\nNº 31856-MINAE\n\n \n\nNº\n31856-MINAE\n\nTHE PRESIDENT OF THE REPUBLIC\n\nAND THE MINISTER OF ENVIRONMENT AND ENERGY\n\n \n\n    In accordance with Article 140, subsections 3) and 18) and\n146 of the Political Constitution, and Article 28 of the General Law of Public Administration\nN° 6227.\n\n     \n\n    Considering:\n\n     \n\n    1º—That the Ministry of Environment and Energy and the\nForestry Commission for Latin America and the Caribbean (COFLAC) of the Food\nand Agriculture Organization of the United Nations (FAO), have agreed\nto hold the 23rd Meeting of the COFLAC, in Costa Rica on the days of October 18 to 23,\n2004.\n\n    2º—That said activity will bring together the forestry\ndirectors of Latin America and the Caribbean, the Director of the Forestry Department\nof FAO in Rome, authorities of the FAO Regional Office in Santiago de\nChile, as well as international observers from forestry organizations or institutions\ninterested in the forestry area.\n\n    3º—That the mission of the Costa Rican State is, in\naccordance with the National Forest Development Plan, to articulate\nthe efforts of the different social and economic sectors for the comprehensive\nmanagement of the forest resource, promoting joint actions and local,\nregional, national, and international strategic alliances.\n\n    4º—That Costa Rica for more than thirty years has\nfought for the recovery of forests in degraded areas, achieving\nvery important advances in reforestation, novel financial\nmechanisms for the recognition of environmental services, the\nestablishment of the protected area system, and sustainable use of\nthe country's productive forests.\n\n    5º—That the Forestry Commission for Latin America and the\nCaribbean (COFLAC) has the functions of advising countries on the formulation of\nforestry policies, and reviewing and coordinating their application at the regional level.\nAs well as exchanging information through special auxiliary bodies\nand recommending the most suitable methods and measures regarding technical forestry\nproblems.\n\n    6º—That the selection of Costa Rica as the venue for the 23rd\nMeeting of the COFLAC is a recognition to the country for the effort it has\nmade in the conservation and sustainable use of natural resources. Therefore:\n\n     \n\n    DECREE:\n\n     \n\n    Article 1—Declare of Public Interest the 23rd\nMeeting of the Forestry Commission of Latin America and the Caribbean, to be held in\nCosta Rica from October 18 to 23, 2004.\n\n    Article 2—National public and private\ninstitutions shall provide, to the extent of their possibilities, the collaboration and\nfacilities within their reach without detriment to their own functions,\nfor the holding of the meeting, all within the corresponding legal framework.\n\n    Article 3—It shall be in force as of its publication.\n\n     \n\n    Given at the Presidency of the Republic.—San José, at\nnine o'clock on the seventeenth day of the month of May of two thousand four."
