cada año, deberá presentar y validar\nante el Ministro de Educación, la política regional de educación ambiental, amparada en la\nEstrategia Nacional de Educación Ambiental.\n\nArtículo 7º-Todas las acciones que se desarrollen en el marco de la Estrategia Nacional de Educación\nAmbiental, se ejecutarán en coordinación directa con el Despacho del Ministro de Educación, a través\nde la Oficina de Educación Ambiental, oficina adscrita al despacho del Ministro.\n\nArtículo 8º-En el marco del cumplimiento de la Estrategia Nacional de Educación Ambiental, todas las\ndependencias del Ministerio de EDUCATION\n\nUsing the powers conferred by Article 140, subsections 3) and 18) of the Political Constitution\nand;\n\nWhereas:\n\n1º-That the Ministry of Public Education has incorporated, as part of the curricular proposal, the\ncross-cutting theme called \"Environmental Culture for Sustainable Development\" (\"Cultura Ambiental para el Desarrollo Sostenible\").\n\n2º-That it is a primary function of the Ministry of Public Education to lead Environmental Education\nprocesses within the formal education system, where effective strategies are implemented for the design\nof action plans Promote educational actions towards the construction of an Environmental Culture for\nSustainable Development (\"Cultura Ambiental para el Desarrollo Sostenible\").\n\nArticle 5º-The formulation of regional environmental policies, under the provisions of the National Environmental Education\nStrategy, shall be the responsibility of the regional education directors.\n\nArticle 6º-Each Regional Education Director, in September of each year, must present and validate\nbefore the Minister of Education the regional environmental education policy, under the\nNational Environmental Education Strategy.\n\nArticle 7º-All actions developed within the framework of the National Environmental Education\nStrategy shall be executed in direct coordination with the Office of the Minister of Education, through\nthe Office of Environmental Education, an office attached to the Minister's office.\n\nArticle 8º-Within the framework of fulfilling the National Environmental Education Strategy, all\ndependencies of the Ministry of Public Education must observe aspects related to:\n\nA- Conservation, protection, and recovery of the environment (social, cultural, and natural).\n\nB- Prevention and mitigation of the impact of human action on the environment.\n\nC- Respect for all forms of life.\n\nD- Sustainable Human Development.\n\nArticle 9º-The action framework of the National Environmental Education Strategy is divided into four\nfundamental areas:\n\nA- Conceptual innovation area\n\nB- Ethical principles and environmental culture area\n\nC- Methodological innovation area\n\nD- Teacher training area\n\nArticle 10.-In each Regional Education Directorate, the Director must appoint a regional coordinator\nto guarantee the dissemination of the National Environmental Education Strategy to\nsupervisor advisors (asesores supervisores), regional advisors, the head of the Department of Educational Development, the head of the\nDepartment of Administrative Development, and the teaching and administrative staff of the educational\ncenters in the regions.\n\nArticle 11.-Each Circuit Supervisor Advisor (Asesor Supervisor de Circuito) must guarantee the presence of the objectives of the\nNational Environmental Education Strategy in the institutional plans of each educational center,\nas established in Article 3 of this decree.\n\nArticle 12.-The Ministry of Public Education must guarantee strategic alliances with\npublic and private institutions, national and international, to achieve the objectives\nproposed in the National Environmental Education Strategy.\n\nArticle 13.-It shall be effective upon its publication.\n\nIssued at the Presidency of the Republic.\n\nSan José, on the seventh day of June, two thousand four." }
