  "body_es_text": "en la totalidad del texto\n\n                    -\n\n                        Texto Completo Norma 34\n\n                        Solicita a los ministerios y entidades públicas de la administración\ncentralizada y demás órganos públicos según corresponda a participar activamente en la ejecución del\nproyecto piloto de desarrollo rural sostenible con enfoque territorial\n\nTexto Completo acta: 7692B\nNº 034-MAG\n\nNº 034-MAG\n\nEL PRESIDENTE DE LA REPÚBLICA Y EL MINISTRO DE AGRICULTURA Y GANADERÍA\n\nCon fundamento en lo dispuesto en los artículos 140, incisos 3), 8), 18) y 20) y 146) de la\nConstitución Política, los artículos 25, 27.1, 28.2b, 98, 99 y 100 de la Ley Nº 6227 del 2 de mayo\nde 1978, Ley General de la Administración Pública y la Ley Nº 7064 del 29 de abril de 1987, Ley de\nFomento a la Producción Agropecuaria, que incorpora la Ley Orgánica del Ministerio de Agricultura y\nGanadería.\n\nConsiderando:\n\n1º-Que la Ley Nº 7064 del 29 de abril de 1987, responsabiliza al Ministro de Agricultura y\nGanadería, en su condición de Rector del Sector Agropecuario, coordinar las acciones relacionadas\ncon el desarrollo rural.\n\n2º-Que el Plan Nacional de Desarrollo \"Víctor Manuel Sanabria Martínez\" para el cuatrienio\n2002-2006, tiene como uno de sus principales ejes el combate a la pobreza y la generación de\nempleos, mediante el desarrollo de proyectos vinculados con el agro en las zonas rurales del país.\n\n3º-Que uno de los Programas más relacionados con el eje anterior lo constituye el Programa Vida\nNueva que tiene como escenario de acción las comunidades de menor grado de desarrollo del país.\n\n4º-Que el Programa de Desarrollo Rural está ejecutando en el marco institucional del Ministerio de\nAgricultura y Ganadería una Estrategia de Desarrollo Rural que establece como objetivo fundamental\n\"promover un desarrollo equitativo y en armonía con el ambiente para superar las desigualdades\nterritoriales y la pobreza rural\".\n\n5º-Que el Ministerio de Agricultura y Ganadería ha establecido un Proyecto Piloto de Desarrollo\nRural Sostenible con Enfoque Territorial, enmarcado en el Convenio de Cooperación Técnica y Apoyo\nAdministrativo suscrito entre esta institución y el Instituto Interamericano de Cooperación para la\nAgricultura, IICA, para la ejecución de la Estrategia Nacional de Desarrollo Rural.\n\n6º-Que entre el IICA y el Programa de Desarrollo Rural se elaboró un estudio que condujo a la\nselección de territorios rurales prioritarios para la aplicación intensiva del enfoque de desarrollo\nrural territorial sostenible, tomando en consideración múltiples criterios económicos, sociales,\nambientales e institucionales.\n\n7º-Que el territorio rural seleccionado está comprendido por las áreas correspondientes a los\ncantones La Cruz de Guanacaste, Upala, Guatuso y Los Chiles de Alajuela.\n\n8º-Que estos cantones, además de cumplir con parámetros de carácter económico, social, ambiental e\ninstitucional, hacen parte de la zona fronteriza norte que le dan un significado especial en los\nprocesos de integración centroamericana.\n\n9º-Que la ejecución exitosa de este Proyecto requiere una amplia y activa coordinación\ninterinstitucional y una relación especial entre los organismos centralizados así como los\ndescentralizados y autónomos, y las diferentes manifestaciones organizativas de la sociedad civil.   "body_en_text": "in the entirety of the text\n\n                    -\n\n                        Full Text of Regulation 34\n\n                        Requests ministries and public entities of the centralized\nadministration and other public bodies, as applicable, to actively participate in the execution of the\npilot project for sustainable rural development with a territorial approach\n\nFull Text of record: 7692B\nNº 034-MAG\n\nNº 034-MAG\n\nTHE PRESIDENT OF THE REPUBLIC AND THE MINISTER OF AGRICULTURE AND LIVESTOCK\n\nBased on the provisions of articles 140, subsections 3), 8), 18) and 20) and 146) of the\nPolitical Constitution, articles 25, 27.1, 28.2b, 98, 99 and 100 of Law Nº 6227 of May 2,\n1978, General Law of Public Administration, and Law Nº 7064 of April 29, 1987, Law for\nthe Promotion of Agricultural Production, which incorporates the Organic Law of the Ministry of Agriculture and\nLivestock.\n\nConsidering:\n\n1º-That Law Nº 7064 of April 29, 1987, makes the Minister of Agriculture and\nLivestock responsible, in his capacity as head of the Agricultural Sector, for coordinating actions related\nto rural development.\n\n2º-That the National Development Plan \"Víctor Manuel Sanabria Martínez\" for the 2002-2006\nfour-year period has as one of its main pillars the fight against poverty and the generation of\nemployment, through the development of projects linked to agriculture in the country's rural zones.\n\n3º-That one of the programs most closely related to the above pillar is the Vida Nueva\nProgram, whose scenario of action is the country's communities with the lowest degree of development.\n\n4º-That the Rural Development Program is executing, within the institutional framework of the Ministry of\nAgriculture and Livestock, a Rural Development Strategy that establishes as a fundamental objective\n\"promoting equitable development in harmony with the environment to overcome territorial\ninequalities and rural poverty.\"\n\n5º-That the Ministry of Agriculture and Livestock has established a Pilot Project for Sustainable Rural\nDevelopment with a Territorial Approach, framed within the Technical Cooperation and Administrative\nSupport Agreement signed between this institution and the Inter-American Institute for Cooperation on\nAgriculture (Instituto Interamericano de Cooperación para la Agricultura, IICA), for the execution of the National Rural Development Strategy.\n\n6º-That a study was prepared between IICA and the Rural Development Program that led to the\nselection of priority rural territories for the intensive application of the sustainable territorial rural\ndevelopment approach, taking into consideration multiple economic, social,\nenvironmental, and institutional criteria.\n\n7º-That the selected rural territory is comprised of the areas corresponding to the\ncantons of La Cruz de Guanacaste, Upala, Guatuso, and Los Chiles de Alajuela.\n\n8º-That these cantons, in addition to meeting economic, social, environmental, and\ninstitutional parameters, are part of the northern border zone, which gives them special significance in the\nprocesses of Central American integration.\n\n9º-That the successful execution of this Project requires broad and active inter-institutional\ncoordination and a special relationship among centralized bodies as well as\ndecentralized and autonomous ones, and the different organizational manifestations of civil society. In\nturn, it demands active participation from existing initiatives, programs, and projects, to\nleverage efforts and avoid duplication and contradictory actions.\n\nTherefore:\n\nThey issue the following:\n\nDIRECTIVE\n\nADDRESSED TO THE MINISTRIES AND PUBLIC ENTITIES OF THE CENTRALIZED AND DECENTRALIZED ADMINISTRATION\nAND OTHER PUBLIC BODIES, AS APPLICABLE, TO ACTIVELY PARTICIPATE IN THE EXECUTION OF THE PILOT\nPROJECT FOR SUSTAINABLE RURAL DEVELOPMENT WITH A TERRITORIAL APPROACH.\n\nArticle 1º-The Ministries and public entities of the Centralized and\nDecentralized Administration and other public bodies are instructed, within the framework of their particular regulations and their\ncompetencies, to participate in the execution of the Pilot Project for Sustainable Rural Development with\na Territorial Approach. To this end, to the extent of their legal and material possibilities, they may\nestablish agreements, coordination mechanisms, and contribute to the strengthening of actions\nconducive to achieving the goals set for fighting poverty and achieving higher levels of\nequity and well-being for the inhabitants of the areas corresponding to the cantons of La Cruz\nde Guanacaste, Upala, Guatuso, and Los Chiles de Alajuela.\n\nArticle 2º-It shall take effect as of its publication.\n\nIssued at the Presidency of the Republic.\n\nSan José, on the seventh day of the month of July of two thousand four."
