  "body_es_text": "en la totalidad del texto\n\n                    -\n\n                        Texto Completo Norma 32295\n\n                        Declaración Oficial de la letra y música del Himno al Agua\n\nTexto Completo acta: 8EBD7\nNº 32295\n\nNº 32295\n\n \n\nEL PRESIDENTE DE LA REPÚBLICA\n\nY LOS MINISTROS DE SALUD, DE\nEDUCACIÓN PÚBLICA,\n\nDE CULTURA, JUVENTUD Y DEPORTES\nY\n\nDE AMBIENTE Y ENERGÍA\n\n \n\nEn uso de las facultades que les\nconfieren los artículos 140, incisos 3) y 18) y 146 de la Constitución Política;\n27 y 28 de la Ley Nº 6227 de 2 de mayo de 1978 \"Ley General de la\nAdministración Pública\".\n\n \n\nConsiderando:\n\n \n\nI.-Que los artículos 6º, 11, 46,\n50, 69, 89, 129 y 188 de la Constitución Política, establecen que el Estado\nprocurará el mayor bienestar de los ciudadanos planificando y estimulando la\nproducción hacia una justa distribución de la riqueza, con un ambiente sano\necológicamente equilibrado.\n\n \n\nII.-Que el aire y el agua\nconstituyen la base de los recursos naturales de primer orden para el ser\nhumano y la biodiversidad, y las antiguas teorías de recursos inagotables deben\nser revertidas con una nueva ética que valore y pondere sosteniblemente dichos\nrecursos en sus diversos ciclos.\n\n \n\nIII.-Que el Instituto\nCostarricense de Acueductos y Alcantarillados (AyA), desde hace más de quince\naños, ha incorporado dentro de su actividad ordinaria de cultura, educación y\ncapacitación en el recurso hídrico, programas como \"La Escuela de Fontanería\",\n\"La Escuela Saludable\", \"El Defensor Infantil del Agua\", \"El Festival del Agua\nen la Canción\", \"La Bandera Ecológica\", \"El Sello Sanitario de Calidad\",\norientados a la creación y fomento de inteligencia, conciencia y reorientación\nde los valores esenciales que el ser humano debe incorporar en la tutela y\nmanejo integral del recurso hídrico.\n\n \n\nIV.-Que no se contaba con un\nHimno al Agua por lo que el AyA toma la iniciativa de encomendarle al\ncompositor nacional Don Carlos Guzmán Bermúdez, con cédula Nº 1-475-206, la\ncomposición de la letra y la música del \"Himno del Agua\".\n\n \n\nV.-Que la Junta Directiva de\nAyA, mediante el acuerdo Nº 2003-401 en el artículo 6º, inciso c), de la sesión\nordinaria Nº 2003-075 celebrada el día 7 de octubre del 2003, adoptó como letra\ny música oficial, la composición del precitado himno.\n\n \n\nVI.-Que AyA sometió a\nconsideración del Ministerio de Educación Pública, el Himno al Agua, y mediante\nel oficio SEAF-214-03 del 25 de noviembre del 2003, se acogió como oficial.
