Estos eventos provocaron\nintensas y prolongadas lluvias en el Pacífico y en el Valle Central, sobre todo en horas\nde la tarde y noche, lo que provocó inundaciones en comunidades de la Región Brunca,\nHuétar Norte, Zona de Los Santos, Pacífico Central y Región Chorotega, razón por la\ncual el Poder Ejecutivo declaró emergencia nacional, mediante Decreto Nº 32657-MP-MOPT.\n\n    II.—La situación\ndescrita se podría agravar ante un nuevo evento hidrometeorológico que afectará al\npaís durante las próximas 48 horas, aumentando la condición de desabastecimiento, falta\nde agua y servicios en aproximadamente 18 comunidades que permanecen aisladas por vía\nterrestre, y podría dificultar aún más las operaciones para hacer llegar la asistencia\nhumanitaria a estas poblaciones.\n\n    III.—Se hace\nnecesario incluir cantones cuya afectación por el fenómeno inicial no había podido ser\nconstatada, ya que las condiciones de los caminos y rutas no permitían el ingreso a las\nlocalidades.\n\n    IV.—Por todo lo\nanterior, se hace imperiosa la necesidad de contar con mecanismos más ágiles que los\nprevistos en la normativa vigente, con el fin de procurar una respuesta oportuna y eficaz\nen la fase de primera respuesta, que garantice la sostenibilidad de los operativos de\nasistencia humanitaria. These events caused intense and prolonged rains in the Pacific and the Central Valley, especially during the afternoon and evening hours, which caused flooding in communities of the Brunca Region, Huétar Norte, Zona de Los Santos, Central Pacific, and Chorotega Region, for which reason the Executive Branch declared a national emergency, through Decree No. 32657-MP-MOPT.\n\n    II.—The described situation could worsen in the face of a new hydrometeorological event that would affect the country during the next 48 hours, increasing the condition of shortages, lack of water and services in approximately 18 communities that remain isolated by land, and could further hinder operations to deliver humanitarian assistance to these populations.\n\n    III.—It is necessary to include cantons whose impact from the initial phenomenon could not have been verified, since road and route conditions did not allow entry into the localities.\n\n    IV.—For all of the foregoing, it is imperative to have more agile mechanisms than those provided in the current regulations, in order to ensure a timely and effective response in the first response phase, guaranteeing the sustainability of humanitarian assistance operations. Therefore,\n\nTHEY DECREE:\n\n    Article 1.—Article 1 of Decree No. 32657-MPMOPT is amended to read as follows:\n\n    \"Article 1.—The situation caused by the meteorological phenomenon that generated strong rainy activity with winds, downpours, and electrical storms, which caused serious flooding and landslides in the cantons of Abangares, Bagaces, Carrillo, Hojancha, Liberia, Cañas, Nandayure, Nicoya, Santa Cruz of the Province of Guanacaste; the cantons of Aguirre, Buenos Aires, Garabito, Golfito, Osa, Parrita, Puntarenas of the province of Puntarenas; the districts of Venecia, Aguas Zarcas and Palmera of the canton of San Carlos, and the canton of Upala, Atenas and San Mateo of the province of Alajuela; and the cantons of Puriscal, Turrubares, Pérez Zeledón, Tarrazú, Acosta, Dota and León Cortés of the province of San José, is declared a state of national emergency.\"\n\n    Article 2.—Article 3 of Decree No. 32657-MPMOPT is amended to read as follows:\n\n\"Article 3.—All actions and works required for the immediate attention of urgent needs, rescue and protection operations for the affected population, and rehabilitation of basic services, as well as the reconstruction and replacement of infrastructure, housing, communications, and agriculture, and in general all damaged public services located within the coverage area indicated in article 1) of this Decree, are included within this emergency declaration.\"\n\n    Article 3.—Article 26 of Decree No. 28889-MP is amended to read as follows:\n\n\"Article 26.—All emergency contracts, with the exception of those corresponding to the initial or critical phase, which shall be governed in accordance with the provisions of article 79.6 of the Regulations to the Administrative Procurement Law, No. 25138-H, must be supported by a General Emergency Plan, duly approved by the Board of Directors, and an Investment Plan also approved by the Collegiate Body.
