La publicación en La Gaceta N° 41 del 27 de febrero de 2006 (página 62) le confiere eficacia jurídica y oponibilidad a terceros, constituyendo un requisito esencial para su aplicación por parte de la municipalidad y el control de legalidad de los actos administrativos de visado y permisos de construcción.
