  "body_es_text": "en la totalidad del texto\n\n                    -\n\n                        Texto Completo Norma 32944\n\n                        Declara el  4 de mayo \" Día del Bombero y Bombera Forestal\"\n\nTexto Completo acta: 99FE0\nNº 32944\n\nNº 32944\n\n \n\nEL\nPRESIDENTE DE LA REPÚBLICA\n\nY EL\nMINISTRO DE AMBIENTE Y ENERGÍA\n\n \n\nEn\nuso de las facultades conferidas en el artículo 50 y en los incisos 3) y 18)\ndel artículo 140 y 146 de la Constitución Política.\n\n \n\nConsiderando:\n\n \n\n1º-Que\nes deber del estado velar por la protección de los recursos naturales y\nestablecer las medidas preventivas que correspondan para evitar el deterioro de\nlos mismos.\n\n2º-Que\nlos incendios forestales provocan al país cuantiosas pérdidas e irreparables\ndaños en sus recursos forestales, agrícolas, suelo, aire, agua, belleza\nescénica y repercuten en la calidad de vida de sus habitantes. \n\n3º-Que\nel artículo Nº 35 de la Ley Forestal Nº 7575 se declaran de interés público las\nacciones que se emprendan a fin de prevenir y extinguir incendios forestales y\nlas medidas que se tomen serán vinculantes para todas las autoridades del país,\nde acuerdo con lo que se disponga en el reglamento de esta ley.\n\n4º-Que\nde acuerdo al artículo 35 de la Ley Forestal Nº 7575 le corresponde a la\nAdministración Forestal del Estado, por medio del Sistema Nacional de Áreas de\nConservación (SINAC), ordenar y encauzar las acciones tendientes a prevenir y\nextinguir los incendios forestales. \n\n5º-Que\nlas acciones de prevención y control de incendios forestales requieren de una\nestrecha coordinación y apoyo conjunto entre diferentes instituciones,\norganizaciones públicas y privadas, así como de la sociedad; mediante una\ninstancia operativa encargada de definir y orientar los lineamientos nacionales\nen materia de manejo del fuego. \n\n6º-Que\nen las labores de manejo del fuego intervienen los bomberos y bomberas\nforestales, que se definen como aquellas personas que participan y apoyan en la\nprevención, mitigación, control y liquidación del fuego, capacitadas y\nentrenadas para trabajar en forma segura y eficiente. \n\n7º-Que\ndesde el año de 1988 se han desarrollado procesos de capacitación y formación\nde bomberos (as) forestales, institucionales que involucran a funcionarios de\nla Administración Forestal del Estado así como de otras instituciones públicas\ny privadas. \n\n8º-Que\ndesde el año 1997 el país ha contado con una Estrategia Nacional de Manejo del\nFuego, la cual establece los lineamientos y políticas que permiten enfrentar la\nproblemática de los incendios forestales en el país.\n\n9º-Que\nen el país existen brigadas voluntarias contra incendios forestales desde el\naño 1991, las cuales han apoyado las labores de prevención y control de\nincendios forestales, estas acciones se han llevado a cabo en todo el país, con\nun alto grado de compromiso por la protección de la biodiversidad\n\n10.-Que\na nivel internacional se reconoce el día 4 de mayo de cada año como el Día\nInternacional del Combatiente Forestal; como expresión y apoyo de la comunidad\nInternacional y de la sociedad en general a quienes controlan los fuegos de\nbosques y campos en todo el mundo, reconociendo su nivel de compromiso,\ndedicación, respeto y agradecimiento hacia quienes tratan de preservar la vida\ny la integridad de los patrimonios y recursos naturales de los efectos de fuegos\nno deseados; así como recordar a quienes han perdido la vida, o sufrido daños o\nsecuelas en la lucha contra los incendios forestales.   "body_en_text": "in the entirety of the text\n\n-\n\nComplete Text of Norm 32944\n\nDeclares May 4 as \"Day of the Forest Firefighter (Bombero y Bombera Forestal)\"\n\nComplete Text file: 99FE0\nNo. 32944\n\nNo. 32944\n\nTHE PRESIDENT OF THE REPUBLIC\n\nAND THE MINISTER OF ENVIRONMENT AND ENERGY\n\nIn use of the powers conferred in Article 50 and in subsections 3) and 18) of Articles 140 and 146 of the Political Constitution.\n\nConsidering:\n\n1º-That it is the duty of the State to ensure the protection of natural resources and to establish the corresponding preventive measures to avoid their deterioration.\n\n2º-That forest fires cause the country enormous losses and irreparable damage to its forest and agricultural resources, soil, air, water, scenic beauty, and impact the quality of life of its inhabitants.\n\n3º-That Article No. 35 of the Forestry Law (Ley Forestal) No. 7575 declares of public interest the actions undertaken to prevent and extinguish forest fires and the measures taken shall be binding for all authorities of the country, in accordance with the provisions set forth in the regulation of this law.\n\n4º-That according to Article 35 of the Forestry Law (Ley Forestal) No. 7575, it is the responsibility of the State Forestry Administration (Administración Forestal del Estado), through the National System of Conservation Areas (SINAC), to order and channel actions aimed at preventing and extinguishing forest fires.\n\n5º-That forest fire prevention and control actions require close coordination and joint support among different institutions, public and private organizations, as well as society, through an operational body responsible for defining and guiding national guidelines regarding fire management (manejo del fuego).\n\n6º-That forest fire management (manejo del fuego) tasks involve forest firefighters (bomberos y bomberas forestales), who are defined as those persons who participate in and support the prevention, mitigation, control, and suppression (liquidación) of fire, trained to work safely and efficiently.\n\n7º-That since 1988, institutional training and education processes for forest firefighters (bomberos (as) forestales) have been developed, involving officials of the State Forestry Administration as well as other public and private institutions.\n\n8º-That since 1997, the country has had a National Fire Management Strategy (Estrategia Nacional de Manejo del Fuego), which establishes the guidelines and policies to address the problem of forest fires in the country.\n\n9º-That voluntary forest fire fighting brigades have existed in the country since 1991, which have supported forest fire prevention and control efforts; these actions have been carried out throughout the country, with a high degree of commitment to biodiversity protection.\n\n10.-That internationally, May 4 of each year is recognized as the International Day of the Forest Firefighter (Día Internacional del Combatiente Forestal), as an expression of support from the International Community and society in general to those who control fires in forests and fields worldwide, recognizing their level of commitment, dedication, respect, and gratitude towards those who try to preserve life and the integrity of natural heritage and resources from the effects of unwanted fires; as well as remembering those who have lost their lives, or suffered damage or sequelae in the fight against forest fires.
