Therefore,\n\nIT IS AGREED:\n\nArticle 1.-To modify the following articles of the \"Regulation for the regulation and control of the efficient\nuse of preferentially priced fuel, destined for the national non-sport\nfishing fleet, in jurisdictional waters or outside of them,\" issued through agreement AJDIP/086-2006,\npublished in the Official Gazette La Gaceta of April 18, 2006.\n\n\"Article 9.-The Purchase Order shall be valid for sixty calendar days; once the period of\nits validity has expired without it having been executed, it shall expire by operation of law; however, in exceptional\ncases, upon express request of the interested party within a maximum period of 10 business days counted\nfrom the expiration date and in which reasonable justification is recorded, the Head of the SCAC\nmay issue a new fuel order for an equal period.\n\nArticle 10.-The SCAC, based on the tables detailed in Article 12 of this\nRegulation, shall authorize the sale of preferentially priced fuel, in the following manner:\n\n. For vessels of the fleet at SMALL SCALE, the request shall be received during the first\ntwenty business days after the previous trip(s), for which a maximum\nof 25 days of absence shall be recognized...\n\nArticle 14.-The beneficiary or the person designated by them according to what is regulated in this\nRegulation, must submit with each fuel request the following documents, namely:\n\n...d. A compared photocopy or the original of the National Zarpe or Sworn Declaration of\nfishing days, in accordance with the stipulations of INCOPESCA.\n\nArticle 15.-When the beneficiary finds it impossible to acquire the fuel, whether due to low fishing\nprofitability, inactivity, damage to the vessel or engine, illness, or any other\nduly justified reason, they must submit, within the first twenty business days from\nthe date of arrival of the last fishing trip(s) to the base port of operation, the\nwritten justification and the request for preferential fuel with the complete and\ncorrect documentation; the SCAC shall record its submission, for the purpose of issuing the purchase order\nfor fuel within a period no longer than 120 calendar days; once said period has expired without\nthe request having been executed by the beneficiary, it shall expire by operation of law. In the event that the\nvessel must be deactivated, the same procedure shall apply, but the fuel purchase order\nshall be prepared once the period of inactivity or its extensions has expired.\n\nArticle 17.-This Regulation renders null and void any other previous provision regarding the\nregulation and control of the use of preferentially priced fuel destined for the National\nNon-Sport or Tourism Fishing Fleet in jurisdictional waters or outside of them.\n\nArticle 18.-It shall take effect 30 calendar days after its publication in the Official Gazette La\nGaceta.\"\n\nArticle 2.-To repeal Article No. 22 of said regulation.\n\nArticle 3.-To be published."
