El ejemplar para el Registro deberá acompañarse de los\ndocumentos de recibo de las otras instituciones.  El incumplimiento de cualquiera de estas\nobligaciones se sancionará con el secuestro de toda la producción de las obras, hasta tanto no se\ncumpla con ellas, o con una multa equivalente a su valor total.\"\n\nARTICULO 3.- Deróganse los artículos 2 y 8 y refórmanse\nlos artículos 1, 3, 6 y 7 de la Ley de Creación del Timbre de Archivos, No. 43\ndel 21 de diciembre de 1934 y sus reformas, para que en lo sucesivo digan de la\nsiguiente manera:\n\n \"Artículo 1.- Procédase, por medio del Poder\nEjecutivo, a dotar de fondos a la Junta Administrativa del Archivo Nacional\npara la construcción de un edificio destinado al Archivo Nacional, que sea\nsólido, seguro contra el fuego y los temblores y con capacidad suficiente para\nel objeto que se destina. Con ese propósito se ocupará el terreno que para ese\nfin adquirió la Junta Administrativa del Archivo Nacional.\"\n\n \"Artículo 3.- Para el objeto determinado en el\nartículo anterior, se establece el Timbre de Archivos. El Banco Central de\nCosta Rica emitirá timbres especiales de los siguientes valores: cinco, diez,\nveinte, cien y doscientos colones. El producto de la venta de estos timbres,\ndeducidos los costos, lo acreditará en la cuenta corriente de la Junta\nAdministrativa del Archivo Nacional.\"\n\n \"Artículo 6.- Por los testimonios y\ncertificaciones de escrituras públicas que expida el Archivo Nacional, por\norden de una autoridad o a solicitud del interesado, se pagarán en timbres de\narchivos: ¢10,OO cuando el valor de la operación a que el testimonio o\ncertificación se refiera sea menor de ¢10.000,OO; ¢20,00 si el valor de la\noperación fuere de ¢10.000,00 hasta ¢49.999,99; timbres por ¢50,00, si fuere de\n¢50.000,00 a ¢99.999,99; y timbres de archivos por ¢100,00 cuando ese valor\nfuere de ¢100.000,00 o más. Por las escrituras de cuantía inestimable se pagará\nun timbre de ¢20,00.\n\nPor todas las\ncertificaciones que emita el Archivo Nacional acerca de sus fondos\ndocumentales, excepto las notariales, se pagará un timbre de archivos de\n¢20,00. Por los tomos de protocolos notariales que sean entregados para su\ncustodia definitiva, deberá pagarse un timbre de archivos de ¢200,00.\n\nPor los índices\nnotariales que se presenten cada quincena se pagarán un timbre de ¢20,00 por\ncada fórmula.\n\nPor todos los documentos\nque se presenten para ser inscritos en cualquiera de los registros que\nconforman el Registro Nacional, deberá pagarse un timbre de archivos de ¢10,00,\nsi su cuantía fuere menor a los ¢100.000,00.\n\nSi el valor de la\noperación fuere de ¢100.000,00 más, o si su cuantía fuere inestimable, se\npagará un timbre de ¢20,00.\n\nPor todas las\ncertificaciones que se emitan en las oficinas públicas del Poder central, las\ninstituciones descentralizadas y las municipalidades, se pagará un timbre de\narchivos de ¢5,00.\n\n\"Artículo 7.- Los\npedimentos de desalmacenaje de mercaderías deberán\nllevar, en el ejemplar destinado al administrador de la aduana o al jefe del\nDepartamento de Paquetes Postales, un timbre de archivos de ¢20,00 que\ncancelarán dichos funcionarios con sello y fecha. The copy for the Registry must be accompanied by the\nreceipt documents from the other institutions. Non-compliance with any of these\nobligations shall be sanctioned with the seizure of the entire production of the works, until such time as\ncompliance is achieved, or with a fine equivalent to its total value.\"\n\nARTICLE 3.- Articles 2 and 8 are repealed and\narticles 1, 3, 6, and 7 of the Law Creating the Archive Stamp, No. 43\nof December 21, 1934, and its amendments, are reformed to read as follows\nhereinafter:\n\n \"Article 1.- Proceed, through the Executive\nBranch, to provide funds to the Administrative Board of the National Archive\nfor the construction of a building destined for the National Archive, which must be\nsolid, safe against fire and earthquakes, and with sufficient capacity for\nthe purpose for which it is intended. For this purpose, the land that the\nAdministrative Board of the National Archive acquired for this end shall be used.\"\n\n \"Article 3.- For the purpose established in the\nprevious article, the Archive Stamp is established. The Central Bank of\nCosta Rica shall issue special stamps of the following values: five, ten,\ntwenty, one hundred, and two hundred colones. The proceeds from the sale of these stamps,\nafter deducting costs, shall be credited to the current account of the Administrative Board of the National Archive.\"\n\n \"Article 6.- For the certified copies (testimonios) and\ncertifications of public deeds (escrituras públicas) issued by the National Archive, by\norder of an authority or at the request of an interested party, the following shall be paid in archive\nstamps: ¢10.00 when the value of the transaction to which the copy or\ncertification refers is less than ¢10,000.00; ¢20.00 if the value of the\ntransaction is from ¢10,000.00 up to ¢49,999.99; stamps for ¢50.00, if it is from\n¢50,000.00 to ¢99,999.99; and archive stamps for ¢100.00 when that value\nis ¢100,000.00 or more. For deeds (escrituras) of unascertainable amount, a stamp of\n¢20.00 shall be paid.\n\nFor all\ncertifications issued by the National Archive regarding its documentary\nholdings, except notarial ones, an archive stamp of\n¢20.00 shall be paid. For the volumes of notarial protocols (protocolos notariales) that are delivered for\ntheir definitive custody, an archive stamp of ¢200.00 must be paid.\n\nFor the notarial\nindices (índices notariales) submitted each fortnight, a stamp of ¢20.00 shall be paid for\neach form.\n\nFor all documents\nsubmitted for registration in any of the registries that make up the National Registry, an archive stamp of ¢10.00 must be paid,\nif the amount is less than ¢100,000.00.\n\nIf the value of the\ntransaction is ¢100,000.00 or more, or if the amount is unascertainable,\na stamp of ¢20.00 shall be paid.\n\nFor all\ncertifications issued in the public offices of the Central Government, the\ndecentralized institutions, and the municipalities, an archive stamp of\n¢5.00 shall be paid.\n\n\"Article 7.- The\ncustoms clearance requests (pedimentos de desalmacenaje) for goods must\nbear, on the copy intended for the customs administrator or the head of the\nPostal Packages Department, an archive stamp of ¢20.00 that\nsaid officials shall cancel with a seal and date. Without this requirement, the\nrequest shall not be processed.\"\n\nARTICLE 4.- This law repeals\nthe Law of the National Archive, No. 3661 of January 10, 1966.\n\nARTICLE 5.- It shall be effective upon its publication.\n\nTRANSITORY I: The funds\ngenerated by the archive stamp shall pass directly to the Administrative Board of the National Archive, until the new National Archive building is totally constructed and\nequipped.
