biodiversidad, la explotación irracional y suicida de los\nrecursos marinos, el deterioro de los suelos y la acumulación de fuentes\ntóxicas y contaminantes en todos sus elementos.\n\n4º-Que el\nPlaneta es un ecosistema de cuyos equilibrios ecológicos depende la vida de\ntodas las especies, incluyendo la misma especie humana.\n\n5º-Que Costa\nRica, junto con todos los otros países del mundo, es parte interdependiente de\nun único ecosistema planetario, por lo que las decisiones que se tomen en cada\npaís tienen repercusiones tanto al interior como más allá de las fronteras\ngeopolíticas de los Estados.\n\n6º-Que para\nsatisfacer las necesidades del presente sin comprometer la posibilidad de las\nfuturas generaciones de satisfacer las suyas, Costa Rica ha venido enrumbándose\nhacia la adopción de un modelo de desarrollo que sea ecológica, social y\neconómicamente sostenible, conforme con los compromisos y anhelos de la\ncomunidad internacional.\n\n7º-Que es una\nprioridad del Gobierno la defensa de la naturaleza y el ambiente como un eje\ncentral de la política costarricense.\n\n8º-Que es una\nprioridad de este Gobierno volver a situar a Costa Rica como una potencia moral\nen el ámbito internacional, capaz de convocar al mundo en pro de las mejores\ncausas como la paz, la educación y los derechos humanos, siendo la paz con la\nnaturaleza una de ellas.\n\n9º-Que Costa\nRica, en razón de la credibilidad que le confiere la historia por sus logros en\náreas como educación, salud, democracia, derechos humanos, desarme y\nconservación de la naturaleza, tiene la autoridad moral para asumir un\nliderazgo activo a nivel internacional para promover una mayor responsabilidad\npolítica orientada a resolver los problemas que afectan el ecosistema\nplanetario.\n\n10.-Que se debe\nguardar coherencia entre las propuestas y la acción política del Gobierno, a\nnivel nacional e internacional.\n\n11.-Que el país\nha asumido un compromiso con el logro de los Objetivos del Milenio y con el\ncumplimiento de principios y obligaciones derivados del marco jurídico\ninternacional.\n\n12.-Que el\nGobierno está impulsando el \"Consenso de Costa Rica\" como uno de los ejes\ncentrales de su política exterior, y en este marco ha decidido lanzar un\nmovimiento mundial para declararle la paz activa y perpetua a la naturaleza, subsection 8)\nand 188 of the Political Constitution, and articles 4, 11, 25, 26 subsection b), 27\nsubsection 1), 98, 99, 100 and 113 subsection 1) of the General Law of Public\nAdministration, Ley Nº 6227 of April 28, 1978,\n\n \n\nConsidering:\n\n \n\n1º-That the\nPolitical Constitution sets forth the guiding principles of administrative\nfunction and organization, which must guide, direct, and condition all\nentities and bodies that make up the Public Administration in their daily\nwork.\n\n2º-That the\nPolitical Constitution establishes the duty of environmental stewardship (tutela del ambiente) on the part of the\nState.\n\n3º-That day by\nday we are witnesses to the alarming degradation suffered by the Planet due to\nproblems such as global warming, the disappearance and degradation of\nforests and biodiversity, the irrational and suicidal exploitation of\nmarine resources, the deterioration of soils, and the accumulation of toxic\nand polluting sources in all their elements.\n\n4º-That the\nPlanet is an ecosystem on whose ecological balances the life of\nall species depends, including the human species itself.\n\n5º-That Costa\nRica, along with all the other countries of the world, is an interdependent part\nof a single planetary ecosystem, and therefore the decisions made in each\ncountry have repercussions both within and beyond the geopolitical\nborders of States.\n\n6º-That in order to\nmeet the needs of the present without compromising the ability of future\ngenerations to meet their own, Costa Rica has been heading\ntowards the adoption of a development model that is ecologically, socially, and\neconomically sustainable, in accordance with the commitments and aspirations of the\ninternational community.\n\n7º-That it is a\npriority of the Government to defend nature and the environment as a central\naxis of Costa Rican policy.\n\n8º-That it is a\npriority of this Government to reposition Costa Rica as a moral power\nin the international sphere, capable of convening the world in favor of the best\ncauses such as peace, education, and human rights, peace with nature being\none of them.\n\n9º-That Costa\nRica, by virtue of the credibility conferred upon it by history due to its achievements in\nareas such as education, health, democracy, human rights, disarmament, and\nnature conservation, has the moral authority to assume active\nleadership at the international level to promote greater political\nresponsibility aimed at solving the problems affecting the planetary\necosystem.\n\n10.-That coherence\nmust be maintained between the proposals and the political action of the Government, at\nthe national and international level.\n\n11.-That the country\nhas assumed a commitment to the achievement of the Millennium Goals and to the\nfulfillment of principles and obligations derived from the international legal\nframework.\n\n12.-That the\nGovernment is promoting the “Consenso de Costa Rica” as one of the central\naxes of its foreign policy, and within this framework has decided to launch a\nworldwide movement to declare active and perpetual peace with nature, which\nwill be called “Paz con la\n\nNaturaleza”.\n\n13.-That to\nmove forward with this initiative, the assistance and support of the State\nas a whole as well as of the different social sectors and actors of the country are required.\nTherefore,\n\n \n\nTHEY AGREE:\n\n \n\nArticle 1º-The\nInitiative “Paz con la Naturaleza” promoted by\nthe Presidency of the Republic is declared to be of public interest.\n\nArticle 2º-The\nheads of all Government Ministries, of the\nautonomous institutions, and other public entities are hereby informed that they must:\n\n \n\n1) Lend all\ntheir support and collaboration to the Initiative “Paz con la Naturaleza”, its Presidential\nCommission, Executive Committee, Executive Office, and the activities they\ncarry out for its implementation.\n\n2) In accordance with\ntheir possibilities, provide technical support and human, financial, and\nlogistical resources, for the development of the activities of the Initiative\nand its bodies.\n\n3) Take the\nnecessary measures so that their acts, decisions, programs, plans, and\npolicies contribute to the fulfillment of the purposes and objectives of the Initiative.\n\n4) Within the\nnon-extendable period of ninety days, present a plan specifying\nthe manner in which their institutional policies and objectives will be adjusted to\nthe guidelines issued for the application of this Initiative.\n\n5) Prepare and\npresent an environmental management plan based on the guidelines that will be\ndeveloped by the Ministry of Environment and Energy (Ministerio de Ambiente y Energía, MINAE). Said Plan shall be delivered no\nlater than the last day of January 2007.\n\nArticle 3º-The\nheads of the aforementioned entities shall be responsible for ensuring\nthat the execution of the decisions derived from this\nInitiative is complied with.\n\nArticle 4º-A\ncordial invitation is extended to the other Branches of the State and to all\nMunicipalities (Municipalidades) of the country, so that within the framework of their powers and\nresponsibilities, programs, and priorities, they consider supporting this Initiative politically, financially,\nor institutionally, or any of its components or\nactivities.\n\nArticle 5º-A call\nis made to all social, professional, trade union, civic,\neducational, business, political, cooperative, solidarity, religious,\netc., organizations; as well as to the general public, to support this Initiative\nor any of its components or activities, within the framework of their own\npurposes and objectives.\n\nArticle 6º-\nInstitutions that make up the Public Sector, including\nlocal governments and state universities, are authorized to provide technical support and\nhuman, financial, and logistical resources, for the development of the\nactivities of the Initiative and its bodies.\n\nArticle 7º-The\nprovisions contained in articles 2 and 3 have the rank of directive (directriz) and\nare of mandatory compliance for their recipients.\n\nArticle\n8º-It shall enter into force upon its publication.\n\n \n\nIssued at the\nPresidency of the Republic.-San José, on the seventh day of December\ntwo thousand six." }
